Council met in regular session Monday evening - a long agenda! Lets look at what happened.
We had a presentation on the "Lakeway 300" project and a resolution was passed supporting it so LCC would fund street signs. Although I support the concept of the original Lakeway 300 project, I have some concerns of "project creep" and no real plan at this point. Hopefully this will turn into a good thing for Lakeway.
Pedernales Electric gave a presentation on a city wide upgrade that is in progress. They are working on increasing working voltage from 7,200 kilovolts to 14,400 kilovollts to improve service levels. Work is going on now but the big push will be October 10th, 11th and 17th when crews will change over customers. This will mean a 3-5 hour outage for most customers as transformers are converted to the new voltages. More on this in October!
Council voted to approve an ordinance authorizing the issuance of general obligation bonds for the police facility. There is really good news here! The conservative interest rate quoted before the election was 4.48% - the rate obtained with recent market movement and our outstanding Aa1 bond rating was 3.044%! This means the city was able to reduce the bond cost by $10,000,000 and shorten the term to 25 years. The tax levy to taxpayers will also be reduced. I am hoping along with other council members that we will be able to further reduce the impact to taxpayers with work on the upcoming budget.
Council voted to establish a new time for ZAPCO meetings. We are hoping this will allow more citizens to become involved - the new meeting time is 6:30 p.m. on the first Wednesday of the month.
Item 8 was a revision to the plan for the Lakeway Regional Medical center Property to allow for a Medical Office Building. This uses up nearly all of their current impervious cover capacity and will be a good addition to the project.
Item 9 was a SUP for a drive through at a new Chase Bank at Hwy 71 and Serene Hills. The drive through will only be for two ATM machines and should not impact the traffic. There are access challenges for all of the property at that location and BDS is working to make it as good as possible.
Council vacated part of Sparrow Lane to allow owners to better utilize their property - it would never have been used for a street.
Council issued a SUP for an office for Child Protection Services at 1927 Lohman's Crossing. This is a non profit Children's Advocacy Center for meetings with parents and minors. It will help children in our half of the county.
A preliminary plan revision was approved for the Highlands's Community Center property to allow for changes in future amenities.
Item 13 re-authorized and cleaned up an agreement with LCRA on the water pollution and water quality management practices in the City.
Item 14 authorized the initiation of litigation against Cherry Knoll, LLC for breach of contract.

Work has started on an additional left turn lane from Flint Rock Road to Northbound 620. There will be delays when workers are present. Consider going out the back way on Serene Hills to Hwy. 71 if going that general direction for a couple of weeks - it might be a better choice!

Travis County will host a public outreach meeting on June 29th at the Activity Center. One of the items included in this is their involvement in the LTYA / City parkland off Bee Creek Road. Here is a link to more information.
The next Big Band Bash is July 10th at the Activity Center. It's a fun evening and it's also free!
The Board of Ethics met Wednesday, June 21st at 9 a.m. They voted on suggested additions to the Ethics code that will be considered at the next regular council meeting. Additions included language addressing social media issues but also will address the process to notify and update those that complaints are filed against.
On Wednesday the Lake Travis Regional Recycling and Reuse
Center held its quarterly event. The event went smoothly and was well
attended with 194 vehicles participating. There will be two more events
this calendar year scheduled for Wednesday, September 13th and
Saturday, December 9th.
One of the World’s Largest Swimming Lessons took place this
week at the Lakeway Swim Center. The City partnered with Colin’s Hope to
host a local swim lesson as part of an annual drowning prevention awareness event.

LPD Officers conducted 148 traffic stops, responded to 11 alarm calls, responded to 16 animal calls, responded to 8 collisions, answered 17 suspicious circumstances calls, and handled 106 other types of calls for service for a total of 306.
Routine traffic stops resulted in the following charges; Possession of Drug Paraphernalia X 1.
Officers responded to the World of Tennis complex in reference to a suicidal suspect. Officers arrived and spoke with a person who was depressed and threatening suicide. Officers did a mental evaluation of the subject and then spoke with a family member on scene. Officers arranged for treatment at a local hospital and the family member agreed to transport the subject to the hospital. The subject was admitted to the hospital pending further examination.
Officers were dispatched to a Maxwell Way address in reference to an assist EMS call. Upon arrival officers learned that a male subject had collapsed and CPR was started by EMS personnel. The male subject did not respond to treatment. He was pronounced deceased at the scene and was transported by Weed Corley and Fish funeral home.
Officers responded to a Clara Van Street address in reference to a suspicious person call. Officers were advised of an unknown individual that was standing on the complainant’s porch. Officers spoke with the subject and found that he was having a medical issue and had been experiencing some hallucinations. EMS was contacted and transported the subject to Baylor, Scott and White for treatment.
Officers responded to Lakeway Police Department to meet with a subject who wanted to report a theft. Officers learned that a family was visiting Lakeway City Park and had placed their IPad and accessories on one of the picnic tables. They left the items unattended for a short period of time and the items were stolen from the table. This case will be sent to CID for investigation.
Officers responded to a Sailor’s Run address in reference to a deceased person. Officers arrived on scene and spoke to the daughter, who advised that she had been attempting to contact her mother. When her mother didn’t answer her calls, she and her son came to the residence and found the mother deceased. Medical personnel arrived on scene, and it was determined that the subject had passed away of natural causes. Her body was released to the funeral home.
Detectives were assigned to investigate a report of Forgery after a victim discovered approximately 15 personal checks were forged and cashed. Detectives determined the crime most likely occurred in Florida and will be transferring the investigation to the appropriate authorities.
*** UPDATE *** Detectives were assigned to investigate a report of theft of headlights from a vehicle that was parked at 2000 RR 620 S. Video surveillance was obtained from the HEB in Lakeway and a suspect was seen removing the headlights from the victim’s vehicle. The suspect was identified and a warrant has been issued for his arrest, charging him with Burglary of Vehicle (Class A Misd). While investigating this case, Detectives discovered the suspect was also seen on camera entering another vehicle in the parking lot with the intent to commit a theft. An additional warrant (Burglary of a Vehicle) was issued for the suspect’s arrest. The suspect is currently incarcerated in the Bexar County Jail.
*** UPDATE *** Detectives were assigned to investigate a report of Identity Theft/Credit & Debit Card Abuse that occurred in the 1600 block of Lohman’s Crossing. According to the complainant, her mother’s checking account information and credit card was compromised by an employee of the assisted living center and used without her consent. Detectives were able to fully identify the suspect in the case and obtained and executed a search warrant for the suspect’s residence. During the course of the investigation, Detectives were able to collect enough evidence in the case, including a suspect confession, to obtain two arrest warrants (Fraudulent Use/Possession of Identifying Information a 3rd Degree Felony & Credit/Debit Card Abuse also a 3rd Degree Felony) for the suspect who remains at large.
