What a beautiful week! 52 degrees this morning at my house and has warmed up nicely with low humidity. Take it in while you can, fall will be over soon.
We have managed to survive another annual budget, staff is closing out the fiscal year today. That's a good thing because we have a lot going on in the community for them to work on.
It appears the Texas Gas Service Rate Case is coming to a close. Council will look at the findings and decide if we want to accept the new rate filing that has been negotiated.
The City has a great credit rating - Aa1 - here is Moody's Investors Service report on that rating.
A few weeks back I reported that LTISD would be starting construction on the new elementary school in the Highlands in early 2017 - that was somewhat inaccurate. Although the school district is working on planning and future projects, much needs to be done before construction would start. They would need to take several steps including passing a bond issue before construction - earliest would probably be early 2018. I apologize for giving any false impressions.

The Police Station Committee has been hard at work looking architects and Construction Managers for the project. Once we have an idea of what we will be asking for including costs and location we will be holding public meetings to inform the public of our plans. Eventually we will hold a bond election, most likely in May 2017 to see what the voters think and hopefully move forward.
It looks like they are finally paving at Hamilton Green Belt - hopefully the new parking a rest room will be open shortly.
There will be a Council Work Session Monday Monday morning at 9AM to get a presentation by our consultant Janis Barlow on the next step in the feasibility study of a Performing Arts Center (PAC) in Lakeway. Here is that agenda.
The City closed this week on the Live Oak Tennis Courts. These courts are for the use of citizens and no commercial use is allowed - lessons, etc. Enjoy!

LPD Officers conducted 193 traffic stops, responded to 10 alarm calls, investigated 22 suspicious circumstance calls, responded to 13 vehicle crashes and handled 126 other types of calls for service for a total of 364.
Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrant X 2, Possession of Drug Paraphernalia X 5, Driving while Intoxicated X 2, and Consumption of Alcohol by a Minor X 1.
Animal Protection investigated an animal cruelty case at an Explorer address. Two dogs and eleven puppies were seized, and one person was arrested for animal cruelty and transported to the Travis County Jail.
Officers responded to a collision in the 1700 block of Lakeway Blvd. Upon arrival officers found a vehicle had collided with a tree, one person was transported for minor injuries and the driver of the vehicle was arrested for driving while intoxicated and transported to Travis County Jail.
Officers responded to a Debba Street address in reference to an assault call. Two persons were involved in a fight at their workplace; one subject was struck several times with a metal pipe. The suspect had left the scene prior to officer’s arrival. This case is being investigated by CID.
Officers responded to the Lakeway City Park regarding a burglary of a vehicle. A person was in the park fishing, upon returning to the parking lot they found a window was broken out of their vehicle and their purse had been stolen.
Detectives with the CID were assigned to investigate a report of an Invasive Video Recording incident that occurred in the HEB on RR620 South. According to the victim, a suspect was following her around the store and pointing a cell phone camera in a manner likely to record her undergarments. Using the available surveillance footage and with assistance from the pubic, Detectives have identified the suspect. Detectives with the CID were able to obtain a search warrant for the suspect’s residence and cell phone. Detectives and CST Smith executed the search warrant and seized several electronic devices which were later analyzed. The investigation is ongoing…
Detectives with the CID received information concerning a suspect who was attempting to sell a controlled substance (Promethazine-Codeine) in the Lake Travis area. Assisted by Agents from the DEA Task Force, Detectives were able to arrange an undercover buy/bust operation. The suspect was located and apprehended once he arrived at the predetermined meeting location. The suspect was arrested and has been charged with Delivery of a Simulated Controlled Substance (State Jail Felony) and booked into the Travis County Jail.
Detectives were assigned to investigate a report of check forgery that occurred at a business on RR 620 South. According to business personnel at the location a subject passed what was later determined to be a forged check. Using the information provided during the transaction and video footage, Detectives were able to positively identify the suspect. Detectives obtained an arrest warrant (Forgery, State Jail Felony). The suspect remains at large.
APO Officer Greig received a referral report from patrol officers regarding a loose dog that was found in the area. Upon further examination, it was determined the dog was not being cared for properly. With assistance from a local dog rescue group, Officer Greig found further information concerning the treatment of other dogs owned by the suspect who lives in the area. Officer Greig was able to obtain a Seizure Warrant for the remaining dogs and executed the warrant. Eight malnourished puppies were seized during the operation and will be cared for by the rescue group until a court hearing can occur.
Detectives responded to the 900 block of RR620 South in reference to a bank embezzlement (Theft) investigation. According to bank personnel, a bank employee was found to be unlawfully withdrawing money from customer accounts. The employee initially claimed she was acting under duress through an extortion scheme, but later admitted to willfully taking the customer’s money. With the help from corporate investigators, Detectives determined the suspect illegally obtained approximately $14,000.00 from three different customers. The case remains active with charges are likely to be filed soon.
Detectives and CST Smith responded to the 100 block of Desert Highlands Court in reference to shots fired. According to the complainant, she heard a gunshot and a bullet strike the dining room window. The bullet penetrated the window, but did not strike anything else in the residence. As of this date, the source of the projectile is unknown but the incident appears to be accidental.
The Lakeway Police Foundation is hosting a Bingo night this Friday, September 30th, at the Lakeway Activity Center. Please join us for a fun night of Bingo, with many great prizes and support your police foundation.
National Night Out is October 4th. We will have officers and elected officials coming to the many area neighborhood events to speak on many topics related to public safety. We always look forward to this event and are excited about the wonderful interactions we get to have with our citizens. It should be a great night with wonderful weather, so please join us at an event in your area.
We would like to mention an award one of our officers received for his work with DWI enforcement. Officer David Nickel was honored with the MADD’s 2016 Enforcement Hero award this past week, at their yearly event. We are proud of the many accomplishments of our officers/staff and this is another positive gesture from a community that supports our local law enforcement.
