Last post of 2016, I hope all of you have had a wonderful year and are looking forward to 2017!
It's been a slow week around the City. We think we have solved the locked restroom mystery at Hamilton Greenbelt - it appears the cleaning crew was locking it up when they left. You might notice the barricades are partially up again at the entrance - we found a couple of issues and the contractor will be working on them - use caution. This project has been frustrating on time, cost is still on budget. The good news is the two other restrooms we installed went without incident - on schedule and on time.
ZAPCO will meet in regular session January 4th. Here is that agenda. It appears it will be a short meeting!

Patrol/CID/Animal Protection:
LPD Officers conducted 189 traffic stops, responded to 12 alarm calls, investigated 22 suspicious circumstance calls, responded to 9 vehicle crashes and handled 109 other types of calls for service for a total of 341.
Routine traffic stops resulted in the following charges; Driving Under the Influence X 1, Out of Jurisdiction Warrants X 1, Lakeway Warrant X 1, Consumption of Alcohol by a Minor X 1, Possession of a Controlled Substance X 1, and Possession of Drug Paraphernalia X 5.
Officers responded to a Sailmaster address for a report of a suicidal subject. Upon arrival it was learned that a person was threatening to harm themselves with a knife. The subject was transported by EMS to the hospital where officers issued an emergency commitment order.
Officers responded to a Medical Parkway address in reference to a theft. A report was taken about stolen items taken from a room on the premises. CID is investigating this case.
Officers responded to a Troon St. address in reference to unwanted solicitors. Upon arrival officers found two subjects going door to door. While issuing warnings to the subjects for soliciting without a permit it was learned that one of the subjects had an active warrant from the Travis County Sheriff’s Office. The subject was arrested and transported to Travis County Jail.
Officers responded to a Ringtail Stream address in reference to a suspicious person call. Upon arrival officers found two subjects trespassing on the property. The subjects claimed to be digging for arrowheads with permission from the owner of the property. While investigating the call, officers found the one subject in possession of a controlled substance; he was arrested and transported to Travis County Jail. The second subject was advised to leave the property and given a trespass warning and a citation for drug paraphernalia.
Detectives were assigned to investigate a report of a Theft/Credit Card Abuse that occurred at The Harbor at Lakeway. According to the elderly victims, their credit/debit cards were stolen from their room and were used without their consent to rack up over $2,000.00 in charges. Detectives were able to track down the majority of the purchase locations/business and obtained video footage of a subject using the victim’s cards. Using the video footage, Detectives were able to positively identify the suspect as an employee of The Harbor at Lakeway. Detectives also learned the suspect was wanted on an unrelated charge of Robbery (APD). Detectives made contact with the suspect as she arrived for work and arrested her on the Robbery warrant. Detectives conducted an interview with the suspect, during which the suspect confessed to stealing the victims credit/debit cards and using them at various locations in the Austin area. The suspect was charged and arrested for Credit or Debit Card Abuse, a 3rd Degree Felony ($20,000.00 bond). An investigation is ongoing regarding other thefts and unauthorized credit/debit card purchases at The Harbor at Lakeway.

Council, Police Station, Lohmans Spur, Flint Rock Road and More!
Good Morning! Happy Christmas Eve eve! It is also the eve of Hanukkah - one of the few times that Hanukkah and Christmas Eve overlap.
A few things happened this week of interest - Council met on Monday night - here is that agenda. As you can see, there was really only one item on the agenda and it was postponed. There was discussion on removing the World of Tennis from the Short Term Rental requirements and it was postponed until January.
December 20th was Deputy City Manager Chessie Zimmerman's last day with the City. She resigned to take a position with a development company - we wish her all the best, she has made an impact in the quality of life we enjoy in Lakeway. We had a small celebration in City Park where Chessie was presented with a tree in her honor.
Thursday we had a meeting of the Architectural Committee and worked on layout and positioning of the proposed Police Station. Access and egress was also discussed. Some preliminary pictures were presented and the project is moving forward quickly. We will need to move ahead to get pricing and a final layout. Council will meet in February to develop bond information for a May election. At that point we will hold public meetings to get input from citizens.
The light at Lohmans Spur was turned on yesterday. I've been through the intersection a couple of times already and it seems to be working as expected.
Traffic was moved to the new pavement on Flint Rock Road this week. After a little delay the Flintrock Falls access was established. Be patient, this is still all temporary and still a construction zone. Just because the surface is better doesn't mean you should speed up - please observe the caution signs and slow down.
Lots coming up in the new year! The CAV's will be having a Parade of Champions celebrating their State Championship Win - Sunday January 8th at 2PM at the Hill Country Galleria.
Baylor Scott and White will have an open house on Feb. 4th from 10 AM until 1 PM. There will be hospital tours and a meet and greet. STAR Flight will be there and the Lake Travis EMS.
The new Hamilton Greenbelt restrooms are now unlocked. Enjoy!

CAV's WIN!, It's Cold Out There!
Good Morning! It's cold out there! By my weather station https://www.wunderground.com/personal-weather-station/dashboard?ID=KTXLAKEW14 it's 24.8 degrees - with the windy conditions it feels like 15 degrees! This is the coldest weather we have seen for years. If you haven't already, you need to wrap your outside faucets or drip them - you don't want a frozen pipe!

Congratulate our Lake Travis Cavaliers! They are the State Champions - they defeated the Woodlands last night with a final score of 41-13 - this is their sixth title since 2007! Coach Carter has done a GREAT job with our kids, GREAT job by all!

Weather, Cavs, Hamilton Greenbelt, Flint Rock Road and More!
What a weather roller coaster! Should be up to 80 degrees tomorrow and then the bottom falls out! If you haven't heard, protect the plants and pipes - it's supposed to be in the 20's by Sunday morning and again Monday and Tuesday. Along with that it's supposed to be windy and that means it will feel even colder! Click this link to see the weather on my station, burrrrrr.
The Cav's are on the way to Dallas for the State Finals! They had a big send off today and left town on 620 at 2PM. Teh game will be televised Saturday evening from AT&T Stadium in Dallas on Fox Sports Southwest. GO CAVS!
The Hamilton Greenbelt Parking lot is finally substantially finished. The barricades will come down and the rest rooms will be open, hopefully this weekend. Thank everyone for their patience, check it out and enjoy!
I'm also told the light at Lohmans Spur will be put on flash next week and should be fully operational in about 2 weeks.

The Serene Hills Spelling Bee was held last Friday and I was honored to be the pronouncer. The winner was third grade student Andrew Glaeser shown with Spelling Bee Coordinator Kathy Austrian in the photo on the right. Congratulations Andrew!

Today Council Member Jean Hennagin, Doris Cline, Julie Oakley and I toured the Balcones Resources Recycling facility. We all learned a lot about recycling and I plan to share it with you at a future date. I was amazed at the speed at which some of the items were sorted - it was an interesting tour!
The Flint Rock Road contractor has completed one side of the new road and will transition traffic to the new side next week. It will still be a construction zone and work will be continuing - it is scheduled to be complete about March or April. We are looking at annexing that area in the near future - when this is done, Lakeway Police will be able to patrol the road.
CBC met in regular session Thursday - here is that agenda. Her are the results complements of Council Member Keith Trecker:
1. A height determination request for condominiums at 3211 RR S was disapproved for 40 ft., but was approved for 32 ft.
2. A view blocking determination was approved for a new house on 805 Rough Hollow Dr.
3. A waiver for landscaping requirements at 429 Seawind was approved.
4. A waiver for fencing height and materials at 209 Bisset Ct. was approved with the condition of a requirement for plantings on the berm behind the sport court, which would be visible from Highlands Blvd.
5. Eight on site inspections were performed, and all were approved.
Springhill Suites is working on permits for a new hotel in the Lakeway Medical Village. There is a possibility for a second hotel in the Village - more as I hear about it.
North Lakeway Village HOA has contacted staff about enforcing traffic laws on their private streets - we already do that for several other areas. The HOA will have to present the request approved by their Board and Council will have to approve an ordinance.

Officers responded to a disturbance call at a Rolling Green address. Upon arrival it was learned that a person had taken a cab from Austin to Lakeway and did not want to pay for the service. A report was taken for theft of service and a partial payment was made.
Officers responded to a RR 620 S. business in reference to a theft call. An unknown person entered the business and stole a cell phone that was on display. A report was taken and no suspects are known at this time.
Officers responded to a call about a special needs child who had walked out of a local business and could not be located by his parents. Officers began to search the area west of the Oaks of Lakeway. Officers requested assistance from Star flight as well to assist in the search. A short time later, Officer Stroud located the child near a creek southeast of Rolling Green; the child was recovered and returned home unharmed.
Officers responded to a Porpoise Street address in reference to a disturbance. Officers were told by dispatch that two subjects were arguing in a vehicle. Officers arrived and found one subject in the vehicle and another walking down the street. It was learned that the subjects knew each other and that the third subject lived on Porpoise. The subjects were separated, one subject was arrested for outstanding warrants and transported to Travis County Jail, the others were released.
While officers were out in the 800 block of RR 620 S. working a traffic accident, another vehicle traveling on RR 620 ran into a Lakeway patrol unit causing minor damage to the right front fender. There were no injuries and the driver was issued a citation. As a reminder -- PLEASE be mindful of first responders who are working crashes.

Transportation, Hamilton Greenbelt Status, Police and More!
Another week has rushed by - it seems like time has sped up! It dropped to 31.8 degrees this morning, it was cold! Especially for December.
Transportation: Looks like the signal at Lohmans Spur is ready to go. The ADA folks found a few issues that need to be corrected and the light is scheduled to go on flash on the 19th of December. It will be fully operational a week or two after that.
The right turn arrow has been reinstalled at Lohmans Crossing and 620. This was inadvertently removed when the signal work was done. I was able to get it reinstalled - thanks to Victor Vargas at TxDOT.
Travis County Commissioner Court has decided my appointment is up on CAMPO at the end of this year. I have asked to be re-appointed and now the court has decided to "Open a Call" for applications for the CAMPO appointment. I will apply through this process and see what happens. I will have more information as this progresses and may ask for letters to be sent to the court - stand by as I see where this goes - small cities representation is important to make sure we are heard in future planning.

The parking lot at Hamilton Greenbelt is substantially complete. We are waiting on striping and now have had a weather delay. Although this project has had its issues no extra money has been spent by the city. The contractor will absorb all the costs of errors and delays. Know that the job will be the quality that is expected of our residents.
Today I was honored to be the "Pronouncer" at the Serene Hills Elementary School. It is one one of the hardest things I get to do, this is my second year. It is truly amazing what words are on this list - many of which I have never heard of, never used and are daunting to pronounce! It is a GREAT event and I will try to post the winners picture next week - they are all winners!
ZAPCO met in regular session this week, signage was approved for a subdivision in Serene Hills and for the Grumpy Grouper and a waiver was approved for Hat Creek Burgers to use artificial turf on their playground area. They also recommended approval for a SUP for a sales office at Tuscan Village and recommended approval of proposed amendments to the city's short term rental ordinance.
This week the Police Facility Committed held their 6th meeting with the architect. they have substantially completed the site layout and are working on the design of the building. Soon we will have information for publication and will have cost information.
CBC will meet in regular session next week December 15th at 9:00 AM - here is a link to their agenda .
We are considering doing a study of the intersection of Lohmans Spur at 620. The traffic movements there are really becoming a safety issue and we need to figure out what will really work here.
Ray Miller, BDS Director and his department have been busy. Here is a link to a the City's building permit activity. Residential starts have leveled off at about 250 a year but commercial starts are about double.
Public Works has been busy also. They have laid out erosion matting on Lohmans Crossing where the power was installed, they planted two trees on Lakeway Blvd. in the 1700 block and they worked a collection event at teh Household Hazardous Waste Recycle Center.

LPD Officers conducted 153 traffic stops, responded to 9 alarm calls, investigated 8 suspicious circumstance calls, handled 21 animal calls, responded to 7 vehicle crashes and handled 146 other types of calls for service for a total of 344.
Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrants X 1, Possession of Marijuana X 1, Possession of Drug Paraphernalia X 2, and Possession of a Controlled Substance X 2.
Officers responded to a Paragon Court address in reference to a deceased person call. A resident had passed away after a prolonged illness and was in hospice care.
Officers responded to a Maialina Cove address in reference to a theft call. It was learned upon arrival that an electrical box had been stolen from a house under construction. The suspect(s) had cut the wiring to the box to remove it causing damage to the wiring system of the house. Damage estimates are $20,000. This case is under investigation.
Officers responded to a Nautilus address in reference to a missing person call. Officers were advised that a juvenile had run away from the residence and had not been seen for a couple of days. This subject was entered into the missing person’s data base. The subject was later located by officers and transported to Gardner Betts Juvenile Facility.
Officers were dispatched to Baylor, Scott and White emergency room for a combative patient. This patient was brought in by TCSO for evaluation by their Crisis Intervention Team. After the TCSO team left, the subject began highly agitated and began to act aggressively toward staff. LPD officers responded to a 911 call from hospital staff and upon arrival, helped restrain the subject until he could be calmed by medication. The subject is awaiting transfer to a mental health facility.
Detectives were assigned to investigate a Prescription Fraud case which was reported by a local doctor’s office. According to the complainant, they were contacted by a pharmacy in Austin regarding a suspicious prescription for controlled substances they received. It was determined that the prescription was forged and the suspects were identified. Due to the fraud taking place in Austin, the case will be forwarded to the Texas Department of Public Safety for investigation/prosecution.
Working with the Travis County Sheriff’s Office Victim Services Unit and the Travis County District Attorney’s Office, Detective Proctor and Crime Analyst Pagan designed an informational pamphlet for officers to provide to victims of assault by strangulation/suffocation. The pamphlet offers resources and information including information about the escalation of domestic violence, signs & symptoms, and the benefits of counseling.

This week the Police Facility Committed held their 6th meeting with the architect. they have substantially completed the site layout and are working on the design of the building. Soon we will have information for publication and will have cost information.

We are considering doing a study of the intersection of Lohmans Spur at 620. The traffic movements there are really becoming a safety issue and we need to figure out what will really work here.

Public Works has been busy also. They have laid out erosion matting on Lohmans Crossing where the power was installed, they planted two trees on Lakeway Blvd. in the 1700 block and they worked a collection event at teh Household Hazardous Waste Recycle Center.

LPD Officers conducted 153 traffic stops, responded to 9 alarm calls, investigated 8 suspicious circumstance calls, handled 21 animal calls, responded to 7 vehicle crashes and handled 146 other types of calls for service for a total of 344.
Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrants X 1, Possession of Marijuana X 1, Possession of Drug Paraphernalia X 2, and Possession of a Controlled Substance X 2.
Officers responded to a Paragon Court address in reference to a deceased person call. A resident had passed away after a prolonged illness and was in hospice care.
Officers responded to a Maialina Cove address in reference to a theft call. It was learned upon arrival that an electrical box had been stolen from a house under construction. The suspect(s) had cut the wiring to the box to remove it causing damage to the wiring system of the house. Damage estimates are $20,000. This case is under investigation.
Officers responded to a Nautilus address in reference to a missing person call. Officers were advised that a juvenile had run away from the residence and had not been seen for a couple of days. This subject was entered into the missing person’s data base. The subject was later located by officers and transported to Gardner Betts Juvenile Facility.
Officers were dispatched to Baylor, Scott and White emergency room for a combative patient. This patient was brought in by TCSO for evaluation by their Crisis Intervention Team. After the TCSO team left, the subject began highly agitated and began to act aggressively toward staff. LPD officers responded to a 911 call from hospital staff and upon arrival, helped restrain the subject until he could be calmed by medication. The subject is awaiting transfer to a mental health facility.
Detectives were assigned to investigate a Prescription Fraud case which was reported by a local doctor’s office. According to the complainant, they were contacted by a pharmacy in Austin regarding a suspicious prescription for controlled substances they received. It was determined that the prescription was forged and the suspects were identified. Due to the fraud taking place in Austin, the case will be forwarded to the Texas Department of Public Safety for investigation/prosecution.
Working with the Travis County Sheriff’s Office Victim Services Unit and the Travis County District Attorney’s Office, Detective Proctor and Crime Analyst Pagan designed an informational pamphlet for officers to provide to victims of assault by strangulation/suffocation. The pamphlet offers resources and information including information about the escalation of domestic violence, signs & symptoms, and the benefits of counseling.

Lights On, Volunteer of the Year, Sergeant Promotion and More!
Looks like we are in for a wet weekend! "Lights On" will go on as planned so far. If it is just light rain or mist we will continue and possibly move Santa and Mrs. Claus into the foyer at City Hall. If it turns out there is a heavy rain, we will have to call some of the activities off, but the lights will go on! Hope to see you there, here is a link to more info!
I awarded two "Volunteer of the Year" awards last night at the Volunteer dinner. Both Dave Taylor and Dave DeOme were honored. Please congratulate them if you see them - it was a honor they both deserve and I was proud to make these awards!
I attended the Lakeway Women's Club meeting Monday morning as a possible sub for Gov. Rick Perry. Luckily for the ladies he did show up and I thought did a wonderful presentation. It was an honor to be at the meeting and I thoroughly enjoyed the experience!
Today I was honored to attend the "Badge Pinning" for the promotion of Tony Rojas to Sergeant at the Lakeway Police Department. I would like to congratulate Sergeant Rojas and I wish him all the luck in his new position!

CAMPO meets Monday next on December 12th at the Joe C. Thompson Center on the UT Campus. I will be attending to assure our traffic issues are heard and to continue to push for improvements and planning for future roads in Travis County. I was notified this week my term was up on CAMPO. I will be applying for re-appointment and hopefully Judge Eckhardt will let me continue to represent the small cities in Travis County. I will be attending the Commissioners Court meeting next Tuesday in case the Commissioners have any questions.
Wednesday I was able to attend the groundbreaking for he Gary Sinise Foundation's Specially Adapted Smart Home for U.S. Army Corporal Alan Babin, Jr. (Ret.). Alan was injured when he ran towards fire to try and save an injured soldier. The city has pretty much adopted Alan and now he and his family are moving to Lakeway. I look forward to their arrival to their new home when it is finished!
On a sad note, we had another family devastated on Hwy. 71. Santiago Vega and his mother Cynthia were killed in a collision on November 28th. A fund was established to help with funeral expenses and has raised over $12K - it is good to see that our community pulls together during a tragedy. Here's a link to the information.

Thanksgiving, Police Support, Lights On, Sing Along and More!
Happy Thanksgiving! We all have a lot to be thankful for and I hope everyone has a wonderful day. Thanksgiving is more than the festivities, it gives us time to ponder upon what lessons we learn and how we can spread happiness around, to look back at all the great memories and good people who came into our lives. I appreciate all of your support so much. Happy Thanksgiving Day to you and your loved ones.Once again it seems that Police are under attack all over the country. Please continue to show your blue lights in support, it is appreciated by all! Let's be sure to show them how much we appreciate their work to keep all of us safe!
It was a short week and mostly quiet. I've seen lots of comments about the Hamilton Greenbelt Parking Lot - I apologize for the delay, but I think ending up with a good product that will last for a long time is a better choice than accepting inferior workmanship. The City is not incurring any additional expense and it appears it will finish up next week. I look forward to the end of this journey.

The traffic signal on Lohmans is substantially complete. We are currently waiting on Austin Electric to install the meter and turn the power on - they have completed installing the transformer and lines. My guess is sometime in the next couple of weeks it will be operational, but I have no control on their scheduling.
We had a good Council Meeting Monday and all items were passed. We discussed a property purchase near City Park in Executive Session and have made an offer - we'll see how that works out.

Officers responded to a Fantail Loop address in reference to a burglary of a vehicle call, it was learned that a purse was left in an unlocked vehicle in the driveway. The purse was gone two hours later, when the owner returned to the vehicle.

Officers responded to a RR 620 S. thrift store in reference to a theft. It was learned that while a woman was shopping in the store she placed her purse on the counter. An unknown subject removed her wallet from her purse, and then left the store with the wallet. The theft was caught on video, and this case was assigned to CID for further investigation.
Officers responded to a Sailmaster Street address in reference to a disturbance, upon arrival they were met by a mother whom was having problems with her son. Officers had dealt with the son in the past and were aware of existing mental problems; the son was exhibiting violent behavior towards officers and was restrained. A police officer’s emergency commitment was completed and the subject was transported and released to staff at Dell Children’s Hospital.
Officers responded to a disturbance call at a Sunfish Street address. A juvenile in the home had assaulted his mother; he was charged with assault family violence and placed into custody. The juvenile was processed and taken to Gardner Betts Juvenile Detention Center.

In case you heard the helicopter circling last night, the Lakeway Police assisted by Austin Police were looking for a missing person. They were successful and the person was ok and is doing fine.

Cold front?, Council Meeting and More from the Week!
The cold front is here! No rain, but cooler weather to enjoy. I want to personally thank all the folks that put blue lights out to support our police!! It has been noticed and I for one am going to leave mine up in continued support! If you didn't get a free light, please consider going to Lowe's Bee Cave and buying one - I still have some candelabra bulbs (small base) at the City Hall.
Council will meet in regular session next Monday, November 21. Here is that agenda. We have a plat to approve on Bee Creek for a commercial area known as Paddocks at Bee Creek that I see no issues with. We have one short term rental application request at 109 Edgewater Cove - the applicant has completed the application process and Council will consider approving the SUP. We will be considering approving an easement for Lakeway MUD.
There will be an executive session to consider a land purchase. I expect it to be a fairly short meeting!
CBC met in regular session Thursday the 17th. Here was the agenda. Item 4 was removed and since it is a zoning variance it will possibly be heard in January at the Board of Adjustment. The view blocking at 19 Waterfront was found not to be an issue. A waiver at 133 Firebird was approved for a driveway with the addition of steps and a rail along with landscaping approval. 13 final occupancy permits were approved during our drive by. However, 304 Coopers Crown was not approved due to landscaping not finished, 101 Montagna Cove was not approved due to no yard light (this will be hard to complete after the fact), and 403 Bella Montagna Cove was not approved due to an unpainted spark arrestor.
I and BDS Director Ray Miller attended a meeting with Travis County staff to provide input for the county’s transportation plan. The public is invited to participate in a survey regarding transportation needs and solutions. The survey can be found at https://www.traviscountytx.gov/tnr/transportation-plan. Please encourage as many people as you can to take the survey.
The Lake Travis Regional Reuse and Recycling Center will host its next household hazardous waste collection and reuse event from 9 a.m. to noon Dec. 7 at 3207 Neidhardt Drive, behind the Lake Travis Fire Station 601 off General Williamson Drive.
Steve Jones and I had conversations with Victor Vargas again about converting the left from Main St. to 620 at the Oaks. He claims the turn radius does not work with the left from across 620 from the Vistas at Lakeway. I plan on starting a conversation to see what we can work out to fix the issue soon.

The City is looking at amending the Short Term Rental ordinance in December - the number of permits has dropped significantly since the original ordinance was passed. Westlake Hills recently adopted a STR Ordinance - here is a link to their ordinance in the Impact.

Detective Proctor concluded an investigation into a fraud case. A victim in the investigation had been paying a repairman to repair damage to their vehicle. The victim paid out $3,600 and the suspect did not make any effort to do the repairs. It was learned during the investigation, the suspect had scammed several other people in Travis County. An arrest warrant was issued for the suspect.

Traffic Improvements, Veterans Day and More!
If you don't like the weather in Texas, just wait, it will change! Enjoy the fall weather for the next few days!
I had a meeting with the TxDOT Area manager this week about some on the issues on 620. They will be starting the striping Sunday to finish the current project. The right turn arrow on Lohmans should return shortly, the median installed between Lohmans Spur and Lohmans seems to be working although it has made another issue more obvious - traffic backs up into the Northbound lane from the light at Lohmans (it has been doing that all along but it's more obvious now). We are going to try to work toward two left turn lanes Northbound into Lohmans - although it may take a while.
Another issue is traffic turning left on 620 from Main Street in the Oaks. We are going to try to make that a 2 lane left turn also. Some of that I can do, some has to be done by TxDOT.
For those of you unable to attend, the Veterans Day presentation at the LTHS PAC was a great success! General Tommy Thompson gave a great address to the attendees, the school did an outstanding job and everything went very well. I am especially happy about the participation by the students and I think it is a great thing for them to see the folks that made and still make out County Great!
Our Police Station Committee met again this week with the architect and contractor to finish the programmatic design of the new station. They also looked at the site arrangement and access points.
Devin Monk is working with all the departments to work to redesign and update the web site to make the site more attractive, more informative and easier to use.

Update on the City Hall Annex
New Modular furniture has been order for a total of 8 work spaces. Recent weather will

LPD Officers conducted 136 traffic stops, responded to 8 alarm calls, investigated 20 suspicious circumstance calls, handled 22 animal calls, responded to 6 vehicle crashes and handled 114 other types of calls for service for a total of 306.
Routine traffic stops resulted in the following charges; Open Container X 2, Lakeway Warrants X 1, and Possession of Drug Paraphernalia X 2.
Officers responded to Baylor Scott and White in reference to a mental health call. A subject in the emergency room had attempted to harm himself and was believed to be suicidal. After evaluation a police officer’s emergency committal was completed so the subject could receive further treatment.
Animal protection responded to a barking dog call at a Vanguard address. A citation was issued for a barking dog to the owner.
Officers returning from department training in Marble Falls observed a vehicle driving on the wrong side of the roadway, they were able to turn around and get the vehicle stopped. An elderly female was the operator and seemed disoriented, officers’ notified Fire and Rescue, and stayed with the female subject until EMS arrived to evaluate and treat her.
Officers responded to a Brooks Hollow street address for a theft call. A resident reports that a paddle board was stolen from their property. Officers filed a report and CID is assigned to investigate the theft.
Detectives were assigned to investigate a report of Harassment. According to the victim, her ex-boyfriend has been sending threatening and obscene text messages and following her to her place of employment. After a thorough investigation, Detectives were able to obtain an arrest warrant (Stalking, 3rd Degree Felony) for the suspect in the case. The suspect remains at large. On 11/7/2016, Detectives were tipped off that the suspect would be attempting to visit his son at an elementary school in Austin. Detectives worked with the Travis County Sheriff’s Office SWAT team and School Resource Officers and were able to apprehend the suspect without incident.
Detectives were assigned to investigate a report of a Burglary of a Vehicle in the 100 block of Meadowlark. However, it was discovered the incident took place in the unincorporated portion of Travis County. The case was forwarded to the Travis County Sheriff’s Office for investigation.

Last but not least, our Deputy City Manager, Chessie Zimmerman has turned in her letter of resignation. She is accepting a job with another local private company. I am sad for the City but excited for Chessie - she will be sorely missed. She has been an invaluable resource for the City and has given her all and has made many improvements in our quality of life. I wish her all the success in the world and hope she enjoys her new career. She will stay with us through he holidays.

Update on the City Hall Annex
New Modular furniture has been order for a total of 8 work spaces. Recent weather will
delay the delivery and installation of the modular furniture.
Utility Contractor for sanitary sewer has been selected and has begun work installing a
grinder pump.
Front entrance steps and ADA Ramps has been completed.
Meeting with Abescape on Monday 11/7/16 regarding landscape around the building.
Abescape has provided a bid and it is being reviewed.
Move in Date – by mid-November.

From the Chief:
LPD Officers conducted 136 traffic stops, responded to 8 alarm calls, investigated 20 suspicious circumstance calls, handled 22 animal calls, responded to 6 vehicle crashes and handled 114 other types of calls for service for a total of 306.
Routine traffic stops resulted in the following charges; Open Container X 2, Lakeway Warrants X 1, and Possession of Drug Paraphernalia X 2.
Officers responded to Baylor Scott and White in reference to a mental health call. A subject in the emergency room had attempted to harm himself and was believed to be suicidal. After evaluation a police officer’s emergency committal was completed so the subject could receive further treatment.
Animal protection responded to a barking dog call at a Vanguard address. A citation was issued for a barking dog to the owner.
Officers returning from department training in Marble Falls observed a vehicle driving on the wrong side of the roadway, they were able to turn around and get the vehicle stopped. An elderly female was the operator and seemed disoriented, officers’ notified Fire and Rescue, and stayed with the female subject until EMS arrived to evaluate and treat her.
Officers responded to a Brooks Hollow street address for a theft call. A resident reports that a paddle board was stolen from their property. Officers filed a report and CID is assigned to investigate the theft.
Detectives were assigned to investigate a report of Harassment. According to the victim, her ex-boyfriend has been sending threatening and obscene text messages and following her to her place of employment. After a thorough investigation, Detectives were able to obtain an arrest warrant (Stalking, 3rd Degree Felony) for the suspect in the case. The suspect remains at large. On 11/7/2016, Detectives were tipped off that the suspect would be attempting to visit his son at an elementary school in Austin. Detectives worked with the Travis County Sheriff’s Office SWAT team and School Resource Officers and were able to apprehend the suspect without incident.
Detectives were assigned to investigate a report of a Burglary of a Vehicle in the 100 block of Meadowlark. However, it was discovered the incident took place in the unincorporated portion of Travis County. The case was forwarded to the Travis County Sheriff’s Office for investigation.

Last but not least, our Deputy City Manager, Chessie Zimmerman has turned in her letter of resignation. She is accepting a job with another local private company. I am sad for the City but excited for Chessie - she will be sorely missed. She has been an invaluable resource for the City and has given her all and has made many improvements in our quality of life. I wish her all the success in the world and hope she enjoys her new career. She will stay with us through he holidays.

Monday Update, 620, Veterans Day and More!
The roads are and will be slick out there - slow down and drive safely!
TxDOT installed the new median from Lohmans Spur to Lohmans Crossing. I am pushing to get the electrical done on Lohmans Spur and Lohmans (Austin Electric). I am hoping it will be done by the end of the month, maybe that will help the intersection at Lohmans Spur and 620.
There was an error in the blog on court collections and I have corrected that error. The amount of court collections for October - fines, court costs was $92,057.05. The amount of collections for the fiscal years was a little more than $1.1M. All but about 15% of that goes to the state or is dedicated to certain accounts.
Don't forget the Veterans Day Ceremony this Friday at the Lake Travis High School Performing Arts Center, 3324 RM 620 S., Austin. Starts at 10:30AM - please join us in supporting our veterans!
The Lakeway Police Foundation held it's Deep Blue Gala Saturday evening at the Lakeway Resort. What an evening! The support for our Police Department is overwhelming and for good reason. I will be publishing a lot more data on the proposal for a new Police Station in the near future as soon as we firm up all the costs.
There have been some questions about the Hamilton Greenbelt parking lot redo - it did not pass inspections, was not graded properly for drainage, spaces not laid out properly and more. The contractor is fixing the issues at his cost - the City has not incurred any additional expense. I'm sorry for the delays but it is important to get this right!
And finally, The Oaks at Lakeway has published their latest list of stores and lessees - here is a link to the list.

Rain!, 620 Work, Survey (do it!), Police and More!
Another week, and the weather changed! My weather station reported 1.5 inches of rain Thursday, a great start to the fall? Looks like a cooler weekend that we can all enjoy!
TXDOT is working hard on 620 for us. They are installing a South Bound lane from Lohmans Crossing to Lake Travis High School. In order to do that they are taking advantage of right of way on the East side - eventually they will have the whole road repaved and striped - it should be a great improvement.
In the next week or so a center median will be installed between Lohmans Spur and Lohmans. This will stop the illegal left turns Northbound into Wendy's / Starbucks. Eventually a median will be installed through Lakeway when the "add two lanes" project happens - we need to work out cuts and turns so as to not to adversely affect businesses. This is a huge safety issue and will also help the traffic flow on 620.
A little more about traffic. Travis County has sent out an email asking for input from residents - here is a link to that request. I have found that these surveys are historically under utilized and have a large impact on the County's staff. let's make a statement - take a moment to look at the video (lets build trains, buses, bike lanes and gondolas) and then take the survey. If a couple of hundred do the survey it will have a real impact. Tell the county we want roads and planning, possibly connect 45N and 45S for a Loop around Austin and finally tell them to at least plan for the future - something they have not done for the last 30 years! I know I have readers that are frustrated with our traffic - lets make a difference! There are links to two different surveys on the web page - you can do both!

I have signed a contract for pre-construction services to plan for a police station. Once we have a good handle on design, location and costs we will be having public meetings in preparation for a bond election next May. It's overdue and I am looking forward to getting this started next year.
The Board of Adjustment met this week and approved a variance for Water District 17 to build a tank in a landscaping easement. There are still a couple of issues to work out on this project but it should go forward soon.
ZAPCO met in regular session Nov. 2. Here was the agenda. All items were approved or recommended to City Council for their approval.
I met with Gerald Daugherty Thursday along with the County Attorney and City Attorney and we discussed necessary agreements needed for the County to start planning for the LTYA Sports Park. Everything went well and we should have a draft agreement in the next week or two. It will be good to get this project moving along in the right direction.
Did you watch the World Series this week? It was a GREAT series and Lakeway actually has a connection. A player for the Cubs actually has a home in Lakeway - maybe we should have a "Cubs Day" to celebrate!

Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrant X 2, and Possession of Drug Paraphernalia X 1.
Officers responded to a Schooner Street address in reference to a burglary of a vehicle call. Officers were told that unknown suspects entered an unlocked vehicle parked in the driveway of the residence. A report was taken and this case is being investigated.
Officers responded to a RR 620 N. business for a disturbance call. The manager of the business advised that an employee was involved in an argument with a spouse in the parking lot. Officers spoke with the employee, the argument was verbal and the spouse had left the scene. No charges were filed in this case.
Officers were dispatched to a RR 620 business in reference to a theft call. Upon arrival it was learned that an unknown male subject had entered into a private office at the business and was confronted by the manager. After the suspect left the scene it was discovered that a cell phone was missing. This case is being investigated by CID.
Officers were called to a RR 620 S. business in reference to a disturbance. Upon arrival officers were approached by a woman who stated she had been assaulted by her boyfriend. An argument had started in Bee Cave escalated into an assault in Lakeway. The male suspect in this case was located a short time later and was arrested for assault family violence; he was transported to Travis County Jail.
Officers were dispatched to Baylor Scott and White Medical Center in reference to a trespass call. Upon arrival officers learned that a subject who had been involved in an argument with a doctor during a prior visit, had returned to the hospital. Security personnel requested that the subject be given a criminal trespass warning and to be escorted off of the property. The subject complied and no charges were filed in this case.
CID/ANIMAL PROTECTION:
Detectives were assigned to investigate a report of Harassment. According to the victim, her ex-boyfriend has been sending threatening and obscene text messages and following her to her place of employment. After a thorough investigation, Detectives were able to obtain an arrest warrant (Stalking, 3rd Degree Felony) for the suspect in the case. The suspect remains at large.
APO Greig was assigned to investigate a report of a dog bite that occurred in the 500 block of Eagle. According to the victim, he was attempting to deliver a pizza at the residence, when their dog bit his leg causing minor injuries.
Detectives were assigned to investigate a report of an Assault by Threat that occurred in the 100 block of Los Altos Drive. According to the victim, a family member threatened his life. After a thorough investigation, it was determined that the statement made by the suspect was a “conditional threat” and there was insufficient probable cause to prosecute the case.
OTHER:
Officer David Nichol graduated from the Department of Public Safety – Fitness Instructor Academy on Friday morning. This was an intensive 6 week program spread out over several months. This certification was needed as our fitness standards mirror those of TX DPS. We want to congratulate him on this achievement.
Court Administrator Ruth Sandoval reports that Judge Brown presided over two court dockets today (9 a.m. and 1 p.m.) Total collections for the month of October (fines and court cost) were $92,057.05. The court received 445 new violations filed, down 8% from the previous year (322 traffic violations, 50 State Law, 70 City Ordinance and 3 Parking violation). The court issued 93 new warrants and the Marshal cleared 113 warrants. We had five dockets this month with 201 defendants contesting their violations.

Veterans Day, New Signal, Hamilton Greenbelt and Much More!
Another busy week at City Hall! Halloween is just around the corner and October will be history.

Put Veterans Day on your calendar! Lt. General Herman Thomson - fighter pilot and former Lakeway resident will be the guest speaker at the city's Veterans Day Ceremony at 10:30 AM November 11th at the Lake Travis High School Performing Arts Center, 3324 RM 620 S. Here is a link to more information.
Austin Traffic Signal has been busy installing the new signals at Lohmans Crossing and Lohmans Spur - we are waiting on the controller and power to be installed - should be working in a few weeks.
They are back at work again at Hamilton Greenbelt. This should have been completed last month but several items failed inspections and are now being corrected. Those issues included grading requirements for ADA requirements and drainage and compaction issues that had already started to fail. Please be patient, we want to ensure our taxpayers receive the quality they expect in this project. The work at the Canyonlands and Dragon Park have been completed and those are now open.
We are working with Travis County to try to move forward with the LTYA project. I expect to at least have a good plan moving forward in the next week or two.
Staff and Department Heads met with our web site contractor to redesign the City's website to improve the city's ability to deliver services and information.
CBC met in regular session Thursday - here is that agenda. A height was approved on Knarr and they denied a waiver at 924 Lakeway Dr.
Here is a report detailing Building and Development Services work from Director Ray Miller.
Public Works applied thermoplastic crosswalks on Lakeway Dr. and will also be redoing the SLOW symbols. They are also working on drainage projects on Kohlers Trail and on New Lido. they have also been working on some low hanging limbs plus are starting on the Christmas Displays at City Hall.
Steve Jones and I met with Baylor Scott and White Principals Monday and had a good conversation. They feel like they are well on the road to making this an even better facility that will serve our community well!

Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrant X 1, and Possession of Drug Paraphernalia X 3.
The 7th Annual Public Safety Day was held at the Lakeway Oaks on October 22. Officers Grieg, Adams, Gavit, Deville, Sergeant Fisher, Captain Crowder and Chief Radford representing the Police Department. It was a large turnout, a few thousand people, and a beautiful day for the event.
The Nation Wide Drug Takeback was held at Lakeway P.D. on October 22. Crime Analyst Edgar Smith, Detective Howell and Admin Assistant Ken Purcell representing Lakeway Police Department and Fonda Rhoades representing Bee Cave Police Department. A record 924 pounds of prescription medications were collected and turned over to the DEA for destruction.
Officers responded to a Yacht Club Cove parking lot for an assist agency call. Upon arrival officers found a vehicle on fire in the parking lot. Attempts to put out the fire were unsuccessful until the fire department arrived. Damage included the burnt vehicle and another vehicle parked nearby. The fire originated under the hood of the vehicle, the cause is not known at this time.
Officers responded to a RR 620 S. location and found an intoxicated male subject at that location. It was learned that the subject had been involved in a disturbance a short time earlier. After an investigation the subject was placed under arrest for assault family violence/strangulation, he was transported to Travis County Jail.
Detectives are assisting the US Marshal’s with locating a wanted felon who recently fled North Carolina. Recent intelligence indicates the suspect is living and working in the Lake Travis area. The suspect is wanted in reference to a sexual assault that occurred in North Carolina.
Detectives are investigating an incident of “Found Property”, which occurred at the Lakeway Resort & Spa. Patrol Officers responded to that location after staff members found a large amount of abandoned property in the room. The property included of credit cards, driver’s licenses, gift cards, social security cards, and other forms of identifying information for approximately 15-20 people which had been stolen during a series of thefts in the San Antonio area. Detectives are currently working with the Comal County Sheriff’s Office and the Bexar County Sheriff’s Office on the case.
Detectives were assigned to investigate a report of Criminal Mischief (graffiti) at the Lakeway Skate Park. Detectives were able to obtain video footage of the incident and requested assistance from the LTHS School Resource Officer with identification of the suspect. The suspect has since been identified and City Ordinance Violation charges are expected to be filed soon.

Please be patient, we want to ensure our taxpayers receive the quality they expect in this project. The work at the Canyonlands and Dragon Park have been completed and those are now open.
We are working with Travis County to try to move forward with the LTYA project. I expect to at least have a good plan moving forward in the next week or two.
Staff and Department Heads met with our web site contractor to redesign the City's website to improve the city's ability to deliver services and information.
CBC met in regular session Thursday - here is that agenda. A height was approved on Knarr and they denied a waiver at 924 Lakeway Dr.
Here is a report detailing Building and Development Services work from Director Ray Miller.
Public Works applied thermoplastic crosswalks on Lakeway Dr. and will also be redoing the SLOW symbols. They are also working on drainage projects on Kohlers Trail and on New Lido. they have also been working on some low hanging limbs plus are starting on the Christmas Displays at City Hall.
Steve Jones and I met with Baylor Scott and White Principals Monday and had a good conversation. They feel like they are well on the road to making this an even better facility that will serve our community well!
As you have probably noticed, work is moving forward on improvements on 620 South to Bee Cave. Let's be patient with the TxDOT project - it should improve some of our issues.

LPD Officers conducted 241 traffic stops, responded to 7 alarm calls, investigated 20 suspicious circumstance calls, handled 31 animal calls, responded to 12 vehicle crashes and handled 107 other types of calls for service for a total of 418.
Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrant X 1, and Possession of Drug Paraphernalia X 3.
The 7th Annual Public Safety Day was held at the Lakeway Oaks on October 22. Officers Grieg, Adams, Gavit, Deville, Sergeant Fisher, Captain Crowder and Chief Radford representing the Police Department. It was a large turnout, a few thousand people, and a beautiful day for the event.
The Nation Wide Drug Takeback was held at Lakeway P.D. on October 22. Crime Analyst Edgar Smith, Detective Howell and Admin Assistant Ken Purcell representing Lakeway Police Department and Fonda Rhoades representing Bee Cave Police Department. A record 924 pounds of prescription medications were collected and turned over to the DEA for destruction.
Officers responded to a Yacht Club Cove parking lot for an assist agency call. Upon arrival officers found a vehicle on fire in the parking lot. Attempts to put out the fire were unsuccessful until the fire department arrived. Damage included the burnt vehicle and another vehicle parked nearby. The fire originated under the hood of the vehicle, the cause is not known at this time.
Officers responded to a RR 620 S. location and found an intoxicated male subject at that location. It was learned that the subject had been involved in a disturbance a short time earlier. After an investigation the subject was placed under arrest for assault family violence/strangulation, he was transported to Travis County Jail.
Detectives are assisting the US Marshal’s with locating a wanted felon who recently fled North Carolina. Recent intelligence indicates the suspect is living and working in the Lake Travis area. The suspect is wanted in reference to a sexual assault that occurred in North Carolina.
Detectives are investigating an incident of “Found Property”, which occurred at the Lakeway Resort & Spa. Patrol Officers responded to that location after staff members found a large amount of abandoned property in the room. The property included of credit cards, driver’s licenses, gift cards, social security cards, and other forms of identifying information for approximately 15-20 people which had been stolen during a series of thefts in the San Antonio area. Detectives are currently working with the Comal County Sheriff’s Office and the Bexar County Sheriff’s Office on the case.
Detectives were assigned to investigate a report of Criminal Mischief (graffiti) at the Lakeway Skate Park. Detectives were able to obtain video footage of the incident and requested assistance from the LTHS School Resource Officer with identification of the suspect. The suspect has since been identified and City Ordinance Violation charges are expected to be filed soon.

Election, CAMPO Results, Police Report and More!
WOW, what a beautiful weekend! Hope you are out enjoying it - Public Safety Day is going on at the "Oaks" - you should check it out! Here's a link to more information.
Tired of the election? It's almost over - early voting starts Monday, here's a link to more info. Please take the time to think about the choices available, look at whats really important and go to the polls. Our country could be at a turning point and the next Supreme Court Justice could change us forever. Here's a link to a site that will give you your ballot information.
One of the choices is for our County Commissioner. One person is fighting to improve our transportation - Gerald Daugherty has Southwestern Travis county's best interests at heart. Please bring him back for another term so we can continue out work on roads. Here is a link to an ad that I think you will enjoy!
I would also ask you to vote for Paul Workman and Dawn Buckingham - both are conservative choices that will help us with transportation and taxes. Thanks for your consideration.
Monday evening CAMPO put Lone Star Rail out of it's misery with almost 30 years and $30 million dollars spent it was no closer to fruition than when it began. I was unable to attend the meeting because we had City Council but my vote was counted by proxy.
Here is the agenda for Monday's Council meeting. Here's how it went:
5. Stratus Development requested a PUD amendment change to delete the LEED certification requirement - they will still build to LEED specifications but are no longer required to obtain certification. This was a reasonable request and was granted - LEED certification has become a moving target and is very time consuming. Passed unanimously.
6-7 Annexation and Zoning requests in the Highlands passed unanimously.
8. We amended the Solicitors ordinance to raise the fees to cover costs and require vehicle insurance and bonds. Passed unanimously.
9. A bond reimbursement was approved - this allows the City to be reimbursed from proceeds of a bond if passed to build a new police station. We are in the process of refining plans and will soon be holding public meetings to inform voters of our plans.
10-11 I was authorized to negotiate and execute pre-construction service contracts with an architect and construction firms for planning services and pricing.
12. An ordinance adopting a settlement agreement over rates and tariffs by Texas Gas Service was passed 5-2.
And finally item 13 was passed approving an interlocal agreement with Lake Travis Fire and Rescue for wildlife fire mitigation services.
If you watch the video, items were addressed out of order to allow presenters to address the Council at the first of the meeting.
I was honored to be invited to a "Meet and Greet" held by the Flintrock POA. It was great talking to citizens and getting input on issues from their perspective. Thanks!

Officers responded to a Carefree Circle address in reference to a burglary of a residence call. A subject reports that unknown persons entered their home and stole a wallet and a purse from inside the front entrance of the house. A report was taken and this case is being investigated by CID.
Officers responded to the emergency room of Baylor, Scott and White to evaluate a Army Veteran suffering from PTSD. After the evaluation was complete a police officer emergency committal was completed to transfer the subject for further medical help.
Officers responded to a Lakeway Drive hotel in reference to a disturbance call, upon arrival it was learned that a couple attending a friend’s wedding were involved in an argument which turned into an assault. One person was arrested for assault family violence and transported to the Travis County Jail.

Lakeway Police Department 104 Cross Creek, will be the drop off site for the Nation Wide Drug Takeback, October 22, 2016 10:00 a.m. till 2:00 p.m. Lakeway Officers along with representatives from Bee Cave will be on site to collect over the counter and prescription drugs. The drugs are turned over to the DEA for destruction.
