Flint Rock Closure, Lights on Serene Hills, ZAPCO and More!

Another week of roller coaster weather!  Is Spring here yet?  Rain tomorrow and Monday, but the current forecast is that most of the rain will be North and East - no help for the lake - Travis is still hovering at 35% full. 

Flint rock Road will be closed for a short time about 2PM to allow unloading of a large piece of equipment.  The closure is expected to last less than 30 minutes - please plan accordingly.

The lights are up at Serene Hills and Hwy. 71.  Expect the lights to be flashing (required by State law) in the next few days and after the 7 day requirement they will go in full operation.  They will need to finish road stripes before this can happen and it's scheduled early next week.

ZAPCO met Wednesday with two items on the agenda.  First was a sign request for the Parade of Homes that was approved unanimously.  Second was a request for a Home Occupation Permit for a Physical Therapy business in a home.  Staff recommended disapproval and the Commission Members agreed denying the permit unanimously.

The City is finalizing the 620 Corridor Study group and there should be a meeting later this month.  Bee Caves held their first meeting Friday at noon.  I am hoping to attend all the meetings along the 620 corridor to listen to the ideas residents have and to see what matters most to them.  I'm sure it will be educational!

Work is starting on a Memorial Day event in Lakeway - it will be at the Emmaus Catholic Church on May 22.  Thanks to the Church for offering their facilities for the event.

ZAPCO met in regular session this week.  The Commission approved signage for a special event at Tuscan Village, and denied a request for a home occupation special use permit on Rolling Green Drive.  The applicant wanted to operate a physical therapy business in his home.  

Chessie met with the owner of the commercially-zoned tract adjacent to Lake Travis Middle School to discuss possible development plans, and conducted the fourth Arts District focus group meeting.  So far, about 140 people have responded to the Arts District survey, which is available through the city’s website at www.lakeway-tx.gov/artsdistrict. 

We are making progress on the draft capital improvement plan.  This week we worked on trail connection projects and a project for rehabbing the pavement on sections of Lakeway Boulevard.  

The plans for the parks restrooms and parking project are nearly complete.  After they are approved by the city engineer, we will bring the project to you for approval to go out for bids.  

We are scheduled to meet with representatives from Austin Energy next week to discuss possible locations for new streetlights on Lohmans Crossing.  Given the time it will take to do the design, acquire permits, order equipment, and bid the project, it will probably take about six months before we see construction.  

The location study for the justice center is progressing well.  The consultant has all of the site data, and he is drafting a conceptual floor plan to determine if we have sufficient room to build a new center at the current location.  

The municipal court reports that the numbers for the month of February are impressive.  The Marshal collected $43,340.50 on active warrants and cleared 340 cases.  The Chief Court Clerk said that she has never seen this many warrants cleared in one month.  The total collection for the court was $101,310.  Roughly thirty percent of that will be forwarded to the state.  

H.R. reports that we currently have job postings for Building Official, Building Inspector, Police Officer I, and various seasonal Swim Center positions.


We received a nearly complete draft of the performing arts center program report this week and discussed it with the contractor.  She is trying to have a completed draft ready for review in two more weeks. 

Signal at Serene Hills is scheduled to go into amber red flash next week.  Amber for SH 71 Red for Serene Hills.  This is a requirement to get folks acclimated/ready for a new signal.  Will flash for a week.  Then the signal will be fully actuated.  We have  a couple of small hurdles to overcome for activation.  Primary is striping of stop bars.  Contractor is scheduled for middle of next week.  This of course is all weather dependent. 


SH 71 widening:  Contractor is still on schedule for paving this spring.  Of course, this is all weather dependent.  We get some good sunshine so base can cure we will be placing prime coat and asphalt soon.

Routine traffic stops resulted in the following charges

1. Officers responded a residence on Champion Dr. to assist EMS with an elderly male subject who was found deceased by his family.  Preliminary indications are the death occurred from natural causes.
2. Officers responded to two separate thefts of construction materials one on Crestone Stream, the other on Ansley Cove. No suspects at this time, case is being investigated by our CID team.  
3. A resident reported 10 days later, that after a night of drinking his car was missing. Detectives located his car at a local tow yard. It was towed from a local restaurant parking lot. 
4. Officers responded to a disturbance at a Lakeway Blvd. address, upon arrival a couple arguing over personal property as a result of a separation.  
5. Officers responded to a residence on Sailfish for an elderly male who was deceased and discovered by a family member.  Preliminary indications are the death occurred from natural causes.

OPERATIONS & SUPPORT
1. Our crime scene tech and an investigator assisted with Leadership Lake Travis emergency services day.
2. CID arrested one of the suspects in the burglary ring cases.
3. All duty gear and uniforms for new officers was ordered.
