COLD!, Municipal Court, Warrant Round Up, City Election

BRRRRR - Cold start to the weekend with ICE?  Seems like a rerun from last week doesn't it?  Looks like it's going to get warmer soon so stay inside and be careful - might be some ice on the way to get the paper!

Our local Judge, Kevin Madison has instituted new procedures at Travis County Booking - this will standardize the way inmates are handled when they have a Lakeway warrant.  He actually magistrates all Class "C" warrants (24/7) and makes sure inmates either pay their fines or show up at court.

More from the Judge:  I am pleased to announce that I was just notified today that, once again, Lakeway Municipal Court has received state recognition for our traffic safety initiative programs and service to the community. This is our 6th award from Texas Municipal Courts Education Center in conjunction with the Texas Department of Transportation. Here is a link to initiatives done. The award will be presented at the annual Traffic Safety Conference in Austin on March 30, 2015.

Our City Marshall and Lakeway Police will be participating in the "Warrant Round Up" starting March 7th.  Here is a link to more information and where to pay up!

The Filing Deadline for elected office was Friday February 27 at 5:00 PM.  There are six candidates for three available seats on Council - in alphabetical order - Bridge Bertram, Phil Brown (incumbent), Gerald L. Freeman II, Bruce Harris, Ron Massa and Jim Powell (incumbent).  

I filed for the Mayor's position and am unopposed.  I am excited about continuing to server the community I love for the next 3 years.  Please feel free to email me with questions or issues - I would be happy to attend group functions time permitting.  Thanks to everyone for all the support!

I have received several comments about the lack of streetlights on Lohmans Crossing.  I have asked public works to look into the cost of installing streetlights at the four or five major intersections along Lohmans Crossing between RM 620 and Lakeway Blvd.  In general, we avoid the use of streetlights to keep the night sky dark.  However, we must install them in certain locations for the sake of traffic safety.  

I have attached three papers from TML regarding the legislatures proposed revenue caps and issues of local control by local governments.  TML1, TML2, TML3. There is a push in the legislature to diminish local control and consolidate power at the state level.  I share TML’s belief that this movement is detrimental to the fundamental principle of self-determination and local control that is built into the Texas Constitution.  The attached papers do a good job of summarizing the concerns.  I encourage you to read them.  I plan to include two resolutions, which are disseminated by TML, on your March agenda that oppose revenue caps and promote local control.  

The LTYA has chosen Bury & Partners to do the design and cost estimate of the new “field of dreams.”  In the coming weeks we will begin working with LTYA on a comprehensive lease and operations agreement for use of the land.  

The committee hopes to have a review draft of the PAC feasibility study next week.  I should be able to forward a copy of the report to you in the next few weeks.  

Chessie and Devin conducted the third Arts District focus group.  The survey that has been distributed to participants is now available on the city’s website at www.lakeway-tx.gov/artsdistrict.

Chessie attended the regular meeting of the CAMPO Technical Advisory Committee.  The TAC discussed selection criteria and funding options for an upcoming transportation alternatives program call for projects, heard presentations on proposed amendments to the FYs 2015-18 Transportation Improvement Program and the 2035 Regional Transportation Plan, Georgetown’s Sidewalk Master Plan, and discussed bills related to transportation planning in the current legislative session.

Chessie met with the architect for the new HEB store to address a few final issues with the store design.


The Zoning and Planning Commission meets in regular session next Wednesday morning.  Their agenda includes a request for a home occupation permit on Rolling Green Drive.  The original permit application was denied by staff and the applicant is appealing that decision.

Routine traffic stops resulted in the following charges

1. Officers responded to a Burglary of a building at the Flintrock Golf Course.  An employee reports that one of the maintenance buildings was entered and a power washer was stolen.
2. Officers responded to a Verbal Disturbance on Barrie Drive.  One of the participants left the residence before officers arrived, but was located and stopped by officers a short distance away. The parties were separated for the night. 
3. Officers responded to an assist EMS call on Tavish Trail.  Upon arrival officers found an unconscious and unresponsive male.  Officers deployed an AED and performed CPR.  The subject was revived and transported by Starflight to a hospital. The subject survived this event due to the lifesaving efforts of Officer J. Love and Officer T. Rojas. 
4. A woman was arrested for aggravated assault after officers responded to a Family Disturbance at a residence on Sunfish Drive. 
5. Officers assisted TCSO with the recovery of a stolen vehicle at an address on Still Meadow. 
6. Officers arrested a Fantail Loop resident while investigating a road rage incident.  Officers discovered he was in possession of Drug Paraphernalia as well. 
7. A Prestonwood Circle resident reported that someone was using his credit card to make unauthorized charges.  

OPERATIONS / SUPPORT
CID issued the following arrest warrants: 
o Violation of protective order, class A
o Two burglary warrants, 2nd degree felony
Asset forfeiture case for car and money from a drug arrest were accepted by the Travis County DA for processing.   
The CID Captain attended a meeting with Center for Child protection.  We have reserved a spot for a detective to attend the Crimes against Children conference in August.
Our operations sergeant met with HOA president from Lakeway Estates to review data collected during traffic study.
Our operations supervisors attended the initial training on the new ProQA dispatch system.  

Our animal control officer was able to seize a canine that was being abused.  The case was presented by the city prosecutor, Amy McHugh before Judge Madison who ruled that the dog should be removed from the home. The dog is in better condition and is awaiting adoption to his new home.
