Week's Happenings! Cold Again!

Busy Week! 

ZAPCO met in n regular session Wednesday the 9th.  Here is that agenda.  Most items were of no real issue.  Item 3 changed some zoning on an area re-platted for back yard use because of access and maintenance issues.

Signs were approved - variance for Firehouse Subs was denied.

There was discussion on Code Amendments dealing with structures in easements and setbacks along with setbacks in R-5 and C-1 Districts.  Both were recommended to Council for action.

CBC met Thursday January, 10th.  Here is that agenda.  It was a full day's work!  Most items were passed without issue - a discussion was held on the Code Amendments and was recommended to Council for action.

Donna Boyle, our City Secretary, fell and was injured Wednesday.  She suffered a broken kneecap as well as other injuries and will be out of the office for a couple of weeks.  Our best wishes for a speedy recovery to her!

The Lakeway Visitors Commission will meet on Monday, January 14th at 9:00 AM.  Here is the agenda for that meeting.

Dave DeOme, Alan Tye, Joe Bain, Bruce Harris, and I attended the LCRA board meeting this week.  I believe you know by now that Mayor DeOme spoke on behalf of the city, and LCRA raised the trigger point for release of water for irrigation from 775,000 acre-feet to 850,000 acre-feet.  This provides a little more protection from catastrophically low water levels in Lake Travis if the drought lingers.  I have followed the meetings of the firm water customer coalition as they addressed this issue.  I credit, in large part, the leadership of the coalition for the success.  Earl Foster (Lakeway MUD), David Vaughn (Burnet City Manager), and Ross Crow (Austin Water Utility) were among the first to bring this issue to light and rally support to protect our water supply.  I believe the coalition’s next effort will be to lobby for changes to LCRA’s water management plan that will prevent the need for emergency actions in the future and provide increased protection for our water supply in future droughts.  They also plan to be involved in the proposed water rate review to represent the interests of firm customers in that effort.

Chief Radford reports, “Heidi Tijerina has moved on to Richmond Virginia with her family.  We wish her well in their new environment.  We have selected Mike Olsen to move from dispatcher to administrative assistant, he will assume those duties on Monday.  We held a meeting with LRMC, Travis County Sheriff’s Office, Williamson County Sheriff’s Office Mental Health Unit, and other stakeholders to work on protocols for dealing with and placing mental health subjects.  Over the past few months, calls for service for subjects needing mental health care have increased, and we needed to make sure all parties were operating from the same playbook.  The initial meeting was quite informative, and a second meeting will be held in February to work out the details.  This will be a regular meeting as we have other issues to resolve with the hospital from time to time, and this will keep us all current.  Over the week, we had a series of car burglaries in the back portion of Lakeway.  The cars were all unlocked.  The only items taken were loose change and money.  Please lock your cars! 

Chief Court Clerk Ruth Sandoval reported that, “Today I will send our participation form for the 2013 Statewide Warrant Roundup.  Today we have a full docket with Judge Madison presiding.  There are 73 cases which will take up the greater part of the morning court.  Also, this week we collected our first warrant payment from the Inmate Trust Account.  We look forward to receiving additional funds as this program progresses.”

Andra Dearing reported that the completion of Phase II of the Lakeway Blvd. Median Trail is delayed until next week due to weather conditions.

Chessie attended meetings with Travis County staff and representatives of Serene Hills Ltd. to discuss details of the Bee Creek Road improvement project.  Construction drawings for the project are nearing completion, and appraisals are underway for right-of-way acquisition.  Travis County staff anticipates letting bids in early summer for the project.

Julie Oakley reported, “We have hired Elizabeth Standifer to fill the Accounting Specialist position in the Finance Department.  Ms. Standifer has a BBA in Management from Texas State University.  She comes to the City with over six years of municipal accounting experience and will be a great addition to the department.  Her first day of work will be January 22.”

 As many of you probably know, Bee Cave has had it's share of growing problems also.  There has been some movement for them to become a "Home Rule City" like Lakeway that would give them  broad annexation abilities.  First they have to prove they have a population above 5,000.  This may be slightly problematic since the census shows the population only 3,925.

Looks like Lakeway's sales tax receipts went up almost 10% over last year and Bee Caves actually fell about 1%.

I've heard the Library's opening will be delayed slightly because shelves ordered have been delayed a few weeks.  I'm guessing about Valentines Day - we shall see!
