Can you believe it? Fall starts Friday, September 22 - next week! I don't think it will feel like it, but the 100° days are over for this year. I'm looking forward to the cooler mornings and evenings!
You might have noticed the local paper reported about an alleged lawsuit filed against Lakeway and Bee Cave Police. I say alleged because the city has not been served so although it was filed on September 1, the city has not been served as of this time. Because of this we are not sure if the suit is genuine. The article as printed is not accurate, I believe it contains misinformation, and could be considered reckless reporting. Please do not be alarmed by the report. I also believe that IF we are eventually served and WHEN the suit is dismissed, there will not be a front page retraction.
I feel honored that I live in a city that supports our local police. National Night Out is coming up soon! I have ordered more blue LED lights and hope we can turn the city BLUE again! I expect the standard bulbs in any day and the candelabra base had to be special made but should be in soon. If you already have bulbs, please turn them on - lets show our police they have our support! I will put out a special when they are available and will also do a "Blast" to all residents. Please work with your neighbors to turn your neighborhood blue again!
National Night Out is October 3 this year. The police and City officials will be out in force visiting neighborhood groups and meetings - lets show the police that we appreciate them and the work they do to keep us safe!
Monday September 18th council will meet in regular session - here is that agenda. There will be a special workshop at 5:30 to hear a proposal from Stratus for the property to the West of the Oaks that they own. Here is that agenda.
We have a long agenda Monday evening. Let's look at it.
Item 4 is to consider sponsoring the Lakeway Community Blood Drive. This is a great service and will cost the city nothing.
Item 5 will be an update from the Fireworks Commitee - no action.
Items 6 and 7 deal with the 2018 budget, both adopting the budget and accepting the Ad Valorem tax rate. All budget information is posted on the city website.
Item 8 - consider accepting a Guaranteed Maximum Price contract for the Lakeway Police Station project from SpawGlass.
Item 9 is considering an interlocal agreement with Travis County Constable Precinct 5 for warrant services.
Item 10 is a Special Use Permit for an O'Reilly Auto Parts to be located at 219 RR 620 South. This is at the corner of 620 and Pheasant.
Item 11 is an application for an SUP for an assisted living center that would be located at Bee Creek and HWY 71.
Items 12-13 are Short Term Rental permit renewals - neither location has any complaints that I am aware of.
Items 14-16 have to do with zoning and platting of the property for the Police Station Project.
Item 17 is a request for a PUD (Planned Use Development) amendment for the Tuscan Village PUD.
Item 19 will be a discussion on a settlement offer - this will be an executive session item dealing with legal issues.

The Big Band Bash will be held Monday evening at the Activity Center from 8-10 - this even is free and put on by the Lakeway Arts Committee. Pretty good deal to be able to listen and dance to one of the best big bands in Central Texas. BYOB.
This Sunday, Sept 17th, the Balcones Community Orchestra (36 musicians) will perform a one-hour concert under the direction of Dr. Robert Radmer. Also free at the Activity Center from 4-5 PM.
Last week we held the last budget work session on Monday - have a good budget this year! Staff has worked hard and has been able to absorb part of the bond increase.
Work has started on the irrigation and landscaping upgrade on Lakeway Blvd. This project came in under our cost estimates and will replace the aging irrigation system that has been in place for many years. It has required constant maintenance for many years. We will also be replacing what grass there was with a more drought tolerant variety. It's going to look great!
My understanding is the striping on Hurst Creek was scheduled to be completed Friday. Public Works also moved a stop bar and stop sign on Medical Drive.
Marshal Johnson hosted a Court Security Specialist Training program this week with 35 Officers from different departments in attendance. This particular training is required by state law, and attendance by other law enforcement agencies helps mitigate the cost.
Ron Massa and I attended the annual membership meeting for CAPCOG (Capital Area Council of Gogerments) and also attended a seminar on Economic Development. Learned about what's available to cities and how it works.
The City and others held another Recycle Event on Wednesday - it was a success and over 200 residents dropped off their items.
Thursday CBC met in regular session - I haven't received a written report yet but I understand everything went well and all items were approved.
I was honored to attend "Lunchtime Conversations" Wednesday at the Sonesta - the speaker was Coach Carter, the famous coach of the winning Lake Travis Football team! They won again last night against Dallas Jesuit 64-45! This was the last pre-season game. Next week they play Hendrickson (Pflugerville, TX). Go CAVS!

LPD Officers conducted 197 traffic stops, responded to 12 alarm calls, answered to 21 animal calls, investigated 14 collisions, answered 17 suspicious circumstances calls and handled 128 other types of calls for service, for a total of 389.
Routine traffic stops resulted in the following charges; Possession of a Controlled Substance X 1, Driving while Intoxicated X 1, Driving while License Suspended X 1, and Possession of Drug Paraphernalia X 1.
Detectives were assigned to investigate a report of a motor vehicle theft in the 200 block of Canyon Turn Trail after a complainant reported his work vehicle was stolen by an unknown suspect. The complainant stated the vehicle was left unsecured with the keys on the dash. Detectives are following up on the few available leads as the case remains active.
Detectives were assigned to investigate a report of an Assault that occurred in the 500 block of RR620 South. According to the victim, he was involved in a confrontation with a frequent customer who ultimately assaulted him, which was captured on security cameras. Detectives were able to positively identify the suspect; however, the victim declined to prosecute the suspect. Detectives issued the suspect a criminal trespass warning barring him from returning to the business.
Sgt. Brown and Officer Almaguer participated in a Joint Honor Guard at the 9/11 Memorial Stair Climb in Bee Cave, joining Honor Guard members from BCPD and LTFR with presenting the Colors.
Detectives were assigned to investigate a report of an Assault that occurred in the 2100 block of RR620 South. According to the victim, he was assaulted by a supervisor while at work. Detectives interviewed the parties involved, but were unable to substantiate any of the victim’s claims. The case has been turned over to the US Postal Inspectors Office for further investigation.
Detectives were assigned to investigate a report of Identity Theft which was reported in the 200 block of Stowaway Cove. According to the victim, her identifying information was used without her consent to open credit accounts. Detectives determined the offense occurred inside the City of Dallas and have turned the investigation over to the Dallas Police Department.
Detectives were assigned to investigate a report of Assault (Family Violence) that occurred in the 100 block of Pine Barrens Court. According to the victim, a known suspect has repeatedly assaulted her over the course of several years. Detectives interviewed the parties involved and collected enough evidence to obtain an arrest warrant (Assault with Injury, Class A Misd.) for the suspect. The suspect has since turned himself into the Travis County Jail.
Detectives were assigned to investigate a report of an Aggravated Robbery that occurred in the 2000 block of RR620 South. According to the victim, he was walking through a parking lot when he was confronted by two males. One of the males reportedly brandished a knife and demanded money from the victim. The victim reported that during the incident, the suspect assaulted him with the knife causing minor injuries. The victim drove himself to BS&W – Lakeway for treatment. During the investigation, Detectives have discovered multiple discrepancies regarding the victim’s account of the incident. The victim’s story has changed several times and the injuries are not consistent with his allegations. Detectives obtained video footage of the area where the victim alleged the offense took place, but did not see the victim or the suspects in the footage. Detectives have determined the incident did not take place. An arrest warrant was issued for False Report to Peace Office, Class B Misd. The suspect was arrested a day later and booked into the Travis County Jail.
