2 Weeks Worth of Info - Enjoy!

Hi folks!  I have info from last weeks report and this weeks along with both police blotters.

Here's Steve Jones report from LAST week:
Our friends at Travis County have informed us that they are currently advertising for bids on the Flint Rock Road reconstruction project.  The county plans to open bids on July 30 and award a contract in August.  This should keep us on track for a groundbreaking this fall.  The estimated time for completion of the project is about fifteen months.  

The Texas Commission on Environmental Quality will host a public meeting on July 20, at 7:00 pm, to take comments on proposed revisions to LCRA’s water management plan.  The proposed revisions are generally favorable for Lakeway and the other communities that rely on the Highland Lakes as their water supply; they would increase the trigger points for releasing water for downstream irrigation.  The TCEQ must take timely action on amending LCRA’s water management plan to avoid continuously issuing emergency relief orders to the current plan.  

Chief Radford reports (last week):

LPD Officers responded this week to 9 vehicle collisions involving damage and conducted 294 traffic stops during the week.  LPD Officer responded to 419 calls for service during the week. 

Officers responded to the swim center regarding a large group of kids fighting.  Upon arrival the officers located a juvenile victim who had suffered some serious injuries. The suspects in the case had fled before officers arrived, however CID is following up on leads to identify the suspects. 

Officers responded to the 20 block of Casa Verde in reference to a burglary of a motor vehicle. Approximately $150.00 worth of property was reported taken. 

Officers responded to the 900 block of Lakeway Dr. in reference to a disturbance. At the time of arrival the suspect had left the location and the complainant refused to file charges. 

Officers conducted two separate traffic stops resulting in drug related charges being filed. 

Detectives completed the investigation into a string of car burglaries.  They are currently in the process of formally charging five juveniles with those crimes. 

Detectives apprehended and processed a female suspect in a shoplifting case and also issued a warrant for the arrest of the male co-defendant.  

Detectives have continued to investigate telephone scam cases and they have identified a suspect who resides in Georgia.  LPD is working with Georgia authorities to bring to case to a close.  

Detectives were called out to assist with an investigation at a residence on Lakeway Drive. Patrol officers responded to that location regarding a “burglary in progress.” It was determined that the home owner fired two shots from a firearm at the suspect, whom he thought was attempting to break into his residence. The investigation revealed the suspect was intoxicated and was attempting to locate the residence that he was temporarily staying at. The suspect was ultimately charged with Criminal Mischief and Public Intoxication. The homeowner is not being charged with any crime. 


Detectives prepared a BOLO/Request to Identify in reference to a theft that occurred at Randall’s. The suspects are possibly part of a large organized retail theft group operating in Central Texas. The BOLO was submitted to Austin Regional Intelligence Center for distribution to local area law enforcement agencies.

It's been pretty busy getting ready for Council Monday plus we are still working on some backlog on permits.  Our new Building and Development Manager has made a difference already and we are looking for great things from him.

Chessie Zimmerman and I went to Manor and met with their City Manager and Mayor as part of our CAMPO duties Wednesday.  It was good meeting and we learned of the issues facing Manor with the significant growth on the East side of Travis County.  We have  a couple of items we are going to try to help them with in the near future. 

Wednesday afternoon Steve Jones and I met with Fred Blood with the Clean Air Coalition, part of the Capital Area Council of Governments.  We will be working with them to hopefully help improve the air quality in our area - a little at a time.

The Ribbon Cutting and Soft Opening for the Lexus Dealership was held Thursday afternoon - it was a GREAT event and if you haven't gone by to see this new addition to our community you should.  It is top notch and they are already getting involved and making themselves a valuable part of our community.  Go by and check them out!

I am working with TxDot to get the traffic signal installed at Clara Van and 620.  I'm told the design work is done and it is scheduled to construction in 2015.  I will keep checking on this and keep you informed.

Our Judge Madison once again helped with the "no refusal" July 4th weekend.  Here is a link to the report of arrests in the county.  Thanks Judge for the effort - it really does make a difference!

I have noticed two "garage or yard sales" along Lakeway Blvd. in the last two weeks.  Both were stopped by Code Officers.  Lakeway does not allow garage or yard sales - please remind your neighbors.  Let's make sure Lakeway stays a step above the rest!

The City Building Commission meets in regular session next week at 9:00AM Thursday - here is that agenda.  Looks like a moderately busy agenda.

Staff has been busy working on data for the upcoming budget work sessions - I will publish that calendar on my next post.

Council will meet in regular session Monday evening at 6:30.  Here is the agenda.  If you want all the backup data here is a link to that. Dave Taylor and Bridge Bertram will be on vacation - we should have 5 members there to take care of business!

Mayor Bain and I met with Fred Blood who is an air quality specialist with the Clean Air Coalition, a function of the Capital Area Council of Governments.  Mr. Blood is recruiting all cities above 5,000 population in the Austin MSA to join the Clean Air Coalition and invited Lakeway to join.  Membership requires the city to ratify the CAC’s Clean Air Plan and commit to a number of clean initiatives of its choosing.  I hope this is something that Lakeway can support.  Air quality in the Austin MSA has appreciably improved over the past two decades due, in large part, to organizations like the CAC.  

Court Clerk Ruth Sandoval reports that the court is down a clerk, and HR posted the job opening this week.  Violations reported show an increase in traffic citations filed by 22% from last year.  Some of the specific violations that had a significant increase were speeding with a 58% increase, and consumption of alcohol by a minor at a 2450% increase from last year.  

HR reports that we currently have job postings for a Police Officer I and a Deputy Court Clerk.  The job posting are on our website at http://www.lakeway-tx.gov/jobs.aspx.

This week, the LCRA reported that preliminary 2014 data shows the current drought — which began in 2008 — surpassed the historic drought from 1947-1957 in intensity and has decreased LCRA’s water inventory.  "The rain this spring has helped our reservoirs significantly," said John Hofmann, executive vice president of Water.  "But we remain cautious.  Only time will tell if the recent rain is a brief respite from this historically severe drought, or if the El Niño pattern has broken the extreme dry cycle of the last several years.  We're certainly hopeful the dry cycle is broken, but we are well aware we are going into what is typically the hottest, driest time of the year, and the rainy weather may not continue."  So far, the month of July is tied for second place as the driest July on record.  

BDS reports that this fiscal year, the city has issued about 1,950 building permits.  Currently, there are about 540 open applications in various stages of the permitting process.  Re-roof applications account for approximately 1,500 of the total permits; about 270 re-roof applications, most of which were submitted on or after July 1, are still in the permitting process.

Chief Radford reports:

LPD Officers responded to 8 vehicle collisions involving damage and conducted 308 traffic stops during the week. These traffic stops resulted in numerous citations and warnings. 

Officers conducted a traffic stop in the 100 block of Rough Hollow Dr. that resulted in the arrest of one subject in reference to a drug related offense. 

Officers responded to the 400 block of Seawind in reference to a burglary of a habitation. An investigation in reference to this offense is still pending. 

Officers conducted a traffic stop in the 2200 block of Lohmans Spur that resulted in the arrest of one subject in reference to a drug related offense. 

Officers responded to the 100 block of Burgess Lane in reference to a verbal disturbance. At the time of arrival both parties refused to file charges and officers cleared the scene without further issue. 

Officers conducted a traffic stop in the 1100 block of Lohmans Crossing, further investigation of the stop resulted in the arrest of one subject for DWI-2nd offense. 

Officers responded to the 100 block of Feritti Dr in reference to a domestic disturbance.  No charges have been filed at this point. Case sent to CID for follow-up. 

Officers responded to the 1500 block of RR 620 south in reference to a burglary of a coin operated machine. Information has been sent to CID pending further investigation. 

Officers responded to the 2700 block of Lakeway Blvd in reference to a vehicle collision involving damage. Further investigation resulted in the arrest of one subject for DWI-1st offense.

Detectives were able to track stolen funds from a phone scam to Ohio.  Ohio authorities were able to identify and interview a suspect. The investigation found that the money was then possibly transferred to the United Kingdom. The investigation is ongoing. 

In a separate phone scam case, detectives were able to track the illegally obtained funds to a city in Georgia. Authorities in Georgia were then able to track the money to another city in Georgia. The investigation is ongoing. 

Detectives officially charged and “referred” five juveniles, who were involved in an altercation at the Lakeway Swim Center / Skate Park, to the Travis County Juvenile Justice Court. All five of the juveniles were charged with Assault Causing Injury (Class A Misdemeanor). 

Our Animal Protection Officer received a report of a dog bite from the Austin Animal Center that occurred at a residence in the 700 block of Vanguard.  

The following statement was released to the press today regarding the recent incident at the skate park:  

Lakeway police officers were dispatched at 3:53 p.m. July 7 to the Lakeway Skate Park, 3103 Lakeway Blvd., in reference to a fight involving multiple juveniles.  Upon the officers’ arrival, they found one juvenile who had suffered apparent injuries.  Officers provided basic first-aid to the juvenile and requested Austin-Travis County EMS to respond. The juvenile was subsequently transported to Lakeway Regional Medical Center for further treatment.  With the assistance of the Travis County Constables Office Precinct 2 and of a video taken of the incident, LPD detectives were able to positively identify the parties involved in the altercation.  Five of the juveniles involved in the altercation were subsequently charged with assault with injury, a Class A misdemeanor.  The case has since been referred to the Travis County Juvenile Court for prosecution.
