ZAPCO, Volunteers, Much More!

Well, another week has come to an end in Lakeway - and here's what went on!

ZAPCO met in regular session Wednesday - here was the agenda.  A zoning change was recommended for Cherry Mountain, 6.2 acres behind Lakeway Regional Medical Center on Wild Cherry Drive.  The vote was unanimous.

A sign variance was denied for the Harbor at Lakeway, this is the new assisted living center in the hospital district.  Members felt that other options for signs other than additional monument signs were available.

Thursday brought the annual "Volunteer Recognition Dinner" at the Lakeway Inn.  What a GREAT event!  Every year I am amazed at the number of folks that volunteer to make our City even better.  There were about 240 volunteers and spouses present.  Four awards were presented, the first of which was an Unsung Hero Award that went to Paula Crawley for her important work on the 4th of July.  Thank You!  Photo's by Devin Monk.

Next on the list was an Unsung Hero Award for Joe Benasutti for his tireless work for the city including committees and Assistant Treasurer for many years.  Thank You Joe!  Pictured here with Mayor Dave DeOme.




Next was another Unsung Hero Award presented to Shelly Ansbach for her tireless efforts making sure the word gets out about  functions and press releases get published about July 4th festivities and introductions and bio's of Grand Marshalls, etc.  She does a GREAT job!  Thanks Shelly!

The biggest surprise of the evening - at least to me - was to be honored as the recipient of the "Volunteer of the Year" award.  I was completely caught off guard and this was one occasion that I was completely speechless!  The real honor though, is to be a part of the group that makes Lakeway special.  I will cherish this honor forever and hope to continue to work side by side with all the special people that work tirelessly to make our community wonderful.  Many thanks to all of you!!!
Another event coming up that is close to my heart is the 5th annual Starry Starry Night Christmas Gala supporting the Lakeway Police Foundation at Antebellum Oaks on Murfin Rd.  December 12th from 6:00 to 11:00 PM.  Here is a link for tickets.  This is a GREAT way to support our local police - please consider attending, it's a GREAT evening!

We currently have job postings for an Accountant in Finance department, Deputy Court Clerk in Court department and a Police Officer I.  The job postings are on our website at and http://www.lakeway-tx.gov/jobs.aspx and Texas Municipal League’s career center at www.tml.org.  We have closed the City Marshal and Operator I positions.  Offers were made and accepted.   

The City Building Commission will meet in regular session next Thursday to hear variance requests pertaining to fencing requirements at 700 Hurst Creek Road, 1501 Lohmans Crossing Road, and 215 Lombardia Drive.  Also on the agenda are a view blocking determination at 609 Ladin Lane and a determination on construction materials at 411 Hazeltine Drive and 202 Agave Bloom Cove.

Chief Court Clerk Ruth Sandoval reports that our collections continue to improve even with the court short one clerk and the Marshal.  Total collections increased 16% compared to the same month last year (from $77,614.07 to $78,240.48).  The court had 398 cases filed also an increase from last year at 361.  The court issued 176 new warrants and cleared 72.  Next week, we hope to program our Court Notifications to contact defendants by phone to remind them about their pending citations.  We have court this morning with Judge Madison presiding over 50 cases.  

Chessie attended a special meeting of the CAMPO Technical Advisory Committee to finalize the group’s recommendation to the Transportation Policy Board of a draft preferred scenario for the 2040 Plan.  The group voted to recommend a list of urban transit projects and a list of roadway projects.  The Board will meet on December 8 to consider the recommendations.

The Zoning and Planning Commission met in regular session.  ZAPCO recommended approval of a request to rezone 6.2 acres on Wild Cherry Dr. from R-1 Single-family Residential to C-1 Office/Retail, and denied a variance request for additional monument signage from the Harbor at Lakeway, located in the Lakeway Medical Village subdivision.

Chessie and I met with representatives from LTYA to evaluate the services of a consulting firm for the design and engineering of the proposed sports complex to be developed on Bee Creek Road.

PATROL:
Routine traffic stops led to the following charges being filed:
o Possession of drug paraphernalia
A resident reported that his credit card number had been stolen and used to make purchases in California.  The resident last used his card at Flores restaurant.  The case in under investigation. 
A resident reported jewelry valued at $41,000 was stolen from her home.  There was no forced entry and the resident has provided our investigator with some leads.  The case is under investigation.
An officer was called to LRMC to do a mental health evaluation on a patient.  The officer did a Peace Officer Emergency Detention on the patient and they were transferred to a facility for further treatment.
Executive staff has responded to approximately one dozen requests from police departments across the US requesting information and assistance in creating a wellness / fitness program.
Administrative staff has been hard at work preparing for our onsite visit as part of the Texas Police Chiefs Association re-recognition process.  We were the 44th agency in Texas to be recognized in 2011 and will be up for re-recognition in January of 2015. 
Command staff met with the new building consultant regarding the site assessment for a new facility. 
SUPPORT /CID:
Detective Proctor is working a fraud case which involved the internet scam requesting a “secret shopper.”  As part of her investigation, she was able to recover some of the victim’s money which was paid through Green Dot.
Detective Howell and Mike Olsen prepared a notice to “Be On the Look Out”- (BOLO) and sent it out to area law enforcement agencies, regarding a stolen Caterpillar Backhoe.  A few days later, we received information that this equipment was recovered in Brady, Texas.  Arrangements are being made to return the Backhoe to the Lakeway owner. 
All employees are taking courses to meet our best practices requirement in the areas of defensive driving, sexual harassment and slip, trip and fall.  Some officers are also taking the required National Incident Management Systems trainings which are also mandated.  These courses are offered online and are being taken while on duty.  
Telecommunications Supervisor Menoskey and a representative from our Information and Technology group had an online meeting with the Pro QA vendor to discuss implementation issues for this program.  This is an exciting first step in moving toward our dispatch center employees receiving additional training, and the agency receiving a national certification. 


WCID 17 reported that the building construction at the household hazardous waste and recycling center on General Williamson Drive is underway and should be complete soon.  The interior work should begin by month end.  The electrical power pole and service are in place, and should be trenched and run to the building by the end of the year.
