Finally, Lakeway's 4th of July Celebration is here! The Parade starts out at 8:30 AM sharp at the Live Oak Driving Range on Lakeway Drive and winds around to the Activity Center. It's a wonderful event - so get out early and find a spot to enjoy the festivities. This year we pay tribute to the "Citizen Soldiers" and welcome US Army Ret. Lt. Col. Kristine Shelstad and her husband Col. Rick Adams as the Grand Marshals of the celebration. They will give the keynote address at the Pageant of Flags at the Lakeway Activity Center starting at 10:30 - come early to get a good seat!
The Lakeway Swim Center will be open from noon to 9PM at a reduced rate of $3 per person all day. The evening entertainment will be an old-fashioned block party at 7PM at the Lakeway Swim Center Park featuring "The Loose Wheels" with a mixture of classic rock. jazz, blues and country under the tents. I hope everyone has a wonderful and safe 4th of July! See you there!
Now for the news - don't forget Lakeway Drive will close from about 7:30 till 9:30 for the parade.

I have police activity from last week ending 6-28-2014:
PATROL:
1. LPD officers conducting routine traffic stops culminated in the following charges being filed:
a. Possession of alcohol by minor
b. Possession of tobacco by minor
c. Possession of drug paraphernalia X 5
d. Driving while license invalid X 3
e. Driving while intoxicated X 2
f. Consumption of alcohol by minor
g. Open Container
2. A female suspect was arrested out of a residence on Cutty Trail for assault with injury-family violence. She threw a space heater at her brother causing him injury.
3. A vehicle crashed into a mailbox on Golfcrest and caught fire. The driver fled the scene on foot, but was later found by officers as he was walking on RR620. He was arrested for leaving the scene of an accident.
4. LPD officers arrested a 16 year old male for aggravated assault-family violence out of a residence on Cutty Trail, after he allegedly hit his mother with a frying pan and pulled a knife on her.
5. LPD officers were called to LRMC to investigate suspicious injuries to a child (2yoa). Upon going to the residence, LPD officers and detectives located a second child (11mo.) living in the same household with suspicious injuries. The case is still under investigation as injury to a child.
6. Our special operations unit conducted a coordinated traffic enforcement operation that netted 21 stops and resulted in 13 summons issued. Their focus for this operation were the streets of Dave drive, RR 620 and Lohman’s Crossing. There were no violations recorded for Dave Drive.
7. Our K9 units had a combined total of 38 traffic stops with four K9 deployments.
8. LPD community resource Officer Eric Barto, conducted two Alcohol Tobacco and Other Drug presentations at LTISD for the kids attending summer school.
From Steve Jones:
We are still making good progress on the Flint Rock Road improvement project. The plans are 90% complete, and an updated cost estimate predicts that we are still within the project budget. We are currently acquiring right of way and working with the utilities to relocate their pipes and wires. The project is still on schedule to begin construction in Sept of 2015.
We are drafting next year’s budget in preparation for our first work session on July 28. To date, I have reviewed budgets for four departments. The challenge this year will be dealing with a substantial reduction in revenue from building and development fees. In response, we have asked all departments to reduce their spending accordingly. So far, all departments have reduced requested expenses by at least five percent in response.
We see a marked downturn in the number of new home permit applications. We expect the decline to be as much as a fifty percent from last year. I believe there are three contributing factors: reduction in pent up demand, more homes available outside of the city, and increasing average price of Lakeway homes.
Ruth Sandoval reports that, “The court had a total of 534 new violations filed for the month. 490 were filed by the Police Department, 42 by the Municipal Court on Failure to appear violations and two by Code Enforcement. During the same month in 2013, we had 543 violations filed. The court issued 108 new warrants, and the Marshal cleared 159. The total fine and court cost collected was $73,169.24.
Building and development department wrapped up staff reports for the zoning commission meeting next week. The agenda will include a request for a financial institution with drive-through in Medical Village, a model home and sales trailer in Serene Hills, a couple of signs. The zoning request on Rupen Drive is postponed to the August agenda.
Devin Monk worked with financial aid offices at Texas A&M University-College Station, St. Edward’s University, and Tarleton State University to ensure that the four recipients of this year’s City of Lakeway/Progressive Waste Solutions Environmental Awareness Scholarships receive their funds this fall. The four Lake Travis High School graduates who won the scholarships are Morgan Babbini and Cooper Young at Texas &M, Keela Kuehl at Tarleton State, and John King at St. Edward’s.
From the Chief:
• LPD Officers conducted a narcotics investigation at a local business, based on tip through our tip soft program, and LPD officers were able to arrest a female suspect for delivery of marijuana.
• Two cases of cars being keyed were reported – one on Copperleaf and the other on Sailmaster.
• LPD officers made several routine traffic stops that culminated in the following charges being filed: Possession of drug paraphernalia x 4, Open container x 2, Minor in possession of alcohol, and DWI.
• A sink in a bathroom at the skate park was pulled from the wall. There are no witnesses or suspects but it is presumed to be intentional damage.
• A routine traffic stop led to the recovery of property taken during burglaries in the Graveyard Point area. The property was turned over to TCSO. However, the suspect was arrested and transported to jail for unrelated offenses filed by Lakeway PD. Travis County S.O. will likely follow-up with burglary charges shortly.
• A suspect was issued a court summons for discharge of fireworks on Lido.
• LPD officers responded to a call for service in which a man allegedly did not pay his cab fare. The man was reportedly inside his home on Lakeway Drive. When officers knocked on the door, the man came to the door holding a butcher knife, but would not open the door. Officers were eventually able to get the man to drop the knife without incident. No arrest was made, but a report was written and the case turned over to detectives for investigation.
• LPD officers forced entry into an unoccupied home with a water line break after a neighbor noticed the water leak. The entire house was flooded and water was pouring out of the front door.
• A juvenile jumped out of his parents moving vehicle on Lakeway Drive and then ran away. The juvenile is listed as a runaway and detectives are attempting to locate him.
• LPD special operations team conducted a focused traffic initiative based on traffic complaints on the roads of Lohmans Crossing, and Lakeway Blvd. The operation yielded 42 citations out of 63 traffic stops; a majority of the citations were for speeding. We will continue to conduct these traffic initiatives in various parts of the city during the coming summer months.
• Preparations are in the final stages for the annual Fourth of July parade and evening celebration at the swim center.
