Council met in regular session Monday evening - here is that agenda. Item 6 was a Special Use Permit (SUP) for an Assisted living facility by Grace Services - this item was withdrawn when called by Mayor DeOme.
Items 7,8 and 9 were requested annexation and zoning in the Highlands and were uneventful.
Item 10 was a Preliminary Plan Revision for the Lakeway Medical Village - some buildings were moved, the major commercial building at the front was split up into smaller buildings, the central parking garage is now a parking lot and some changes were made to access paths for the buildings - it was approved unanimously.
Item 11 was a Plan Revision for the Estates of Flintrock - it went from large 5 acre lots to R-1 lots and was approved unanimously.
Item 12 amended the Building Code fee structure. Since we are setting up internal inspectors instead of Contract inspectors this will help keep fees in line with costs.
Items 13-16 having to do with the Niemann property have been postponed until December 16th by request of the owner.
The consent agenda was approved and included creating the position of Lakeway City Marshal - this person will be responsible for serving warrants in the City.

The LCRA met 11/19 to discuss the lake water levels and downstream releases - by a vote of 8-7 they decided to ask the State for permission to raise the trigger point to 1.1 million acre-feet from 850,000 acre feet. Currently we are at about 728,500 acre feet or about 36% of capacity. Here is a link to more information! This was a very important milestone decision!

From Steve Jones: I attended the LCRA board meeting this week in which the board voted to request an emergency order from the TCEQ with a trigger point for release of irrigation water at 1.1 million acre-feet. While the “firm” water customers believe the trigger should have been higher, it is a noticeable increase over last year’s trigger of 850,000 acre-feet. The board’s vote, split eight to seven, was zealously opposed by board members who represent irrigation interests in the lower river basin. I believe this was a defining moment for LCRA. Against strong opposition, the majority of the board took the position that firm customer commitments must be protected even if it is harmful to the interests of interruptible water customers.
The Flint Rock Road improvement project continues to move forward. We held a coordination meeting this week with five utility companies to coordinate the relocation of their facilities in accommodation of the roadwork.
From Chessie Zimmerman: Staff met with representatives from Lakeway Medical Village to discuss the next round of revisions to the preliminary plan for this project, and to discuss upcoming submittals. It is likely that the next projects to get underway in this development will be the daycare and one or more restaurant/retail sites.
The 16+ acre tract east of the Yaupon Creek subdivision has been purchased by a local developer. This tract, known as “Creekside,” has been zoned R-5 Condominium for several years. The developer intends to move forward with a condominium project in the near future.
Discussions with representatives from Stratus regarding the proposed downtown project continued this week. Staff is working with the developer to finalize the proposed site plan and PUD language in anticipation of a December submittal.
From Dale DeLong: “We patched two sections of road due to concrete spills. The first, on Delsie Drive, measured 4x85 ft. and had about 2-3 yards of hardened concrete stuck to the pavement. Before and after photos are attached. The second was on the steep hill on Dragon Street, which is notorious for concrete spills. We are also preparing for the possibility of freezing precipitation this weekend. The weather forecast calls for it to be mainly in the western hill country, but we will prepare for the possibility that it will make it to our area.”
From Chief Radford: LPD officer made a routine traffic stop on RR 620 earlier this week, the driver of the vehicle was wanted out of Fort Worth for Indecency with a Child and was subsequently arrested.
Officers responded to a one-car collision on Flint Rock Road in which all the occupants of the car fled on foot. The juvenile occupants were located and released to parents.
Officer Greig observed a male juvenile behaving strangely on Sailmaster. Officer Greig stopped to check on the boy’s welfare. Officer McCannon arrived on scene to assist. Upon further observations of the boy, the officers decided to summon EMS. As EMS was arriving, the boy began seizing and stopped breathing. EMS was able to resuscitate the boy, they transported him, and he is recovering in Dell Children’s ICU. Paperwork is in process for a lifesaving award for Officer Greig and Officer McCannon.
Officers located graffiti on City property at the skate park, investigators are following up.
Officers assisted the fire department with a broken gas line on Crestone Stream. There were no injuries or damage to property.
Officer Kanzenbach and Officer Smith received certification as narcotics K9 handlers through the NNDDA and graduated from APD K9 training. Both K9s will begin regular patrol on 11/25. We will attempt to have seven day a week K9 patrol when the teams are not in training.
