Police, Council, and More!

What a BEAUTIFUL time to live in the Hill Country!  The weather has certainly been wonderful!

Lakeway Police are co-hosting Fright Fest at the Lakeway Regional Medical Center tonight and tomorrow and Sunday evening (25th, 26th, and 27th).  Here is a link to more information!  Admission is free, but food and beverage proceeds will benefit Lakeway Citizens Police Academy Alumni Association.

Lakeway Police are also hosting a Drug Take Back Day Saturday October 26th.  If you have any left over meds, turn'em in so they don't get in the wrong hands!  Here's more info!

There was an armed robbery at Cotton Cupboard, 1503 RM 620 N. near Debba Dr. Thursday at about 4PM.  Here is the press release.  As of this time there are no suspects. 

Council met in regular session Monday, October 21st.  We voted to issue the bonds approved by election to pay for the Flint Rock Road project.  We are selling them now because interest rates are going up and we can lock in a lower rate - a rate in part achieved because of our excellent credit rating!

The C-4 Zoning amendment to allow Auto Dealers with strict restrictions.  Here is the press release with all of the pertinent information.  It was passed by a 7-0 vote.  8 folks spoke in favor and 9 against, no new questions were raised and all of the near by residents objections were resolved in the ordinance.  There are still some residents that object to the project.  

There was a PUD amendment that removed the 2 story restriction from the Condominiums at Tuscan Village - they will still not be able to exceed 40 feet.  It passed 6-1.

Item 12 was basically a boundary line adjustment that corrects the City's boundaries on the North West end.  There was some concern about past taxes paid by a resident but the motion was passed 7-0 as written with the exception of an addition that no refund on taxes would be paid.

An application for a Special Use Permit to allow a 16 bed Assisted Living  Facility at 1501 Lohmans Crossing Rd.  This would be a Grace Services facility and would be secure and low traffic.  The vote was tabled until next month so a few questions could be answered.

The other zoning and annexation issues were pretty much standard and there were no questions or objections.

CBC met in regular session on Thursday - here is that agenda.  Most items were standard approvals - the roof waver was granted as long as it was non reflective.

Dale DeLong reported, “This week a crew repaired a culvert and the rock work surrounding the culvert at the intersection of Sailors Run and Sailmaster (photo’s attached).  The mortar had cracked over time and allowed water to enter underneath the rock, which created a void.  The void then caused the end section of the culvert to separate from the rest of the culvert.  We also trimmed several oak trees along Lakeway Dr. that were impeding into the golf cart path.  Preparations for the “Lights On” ceremony have also begun this week.” 

Sharon Cole reports, “We are updating our personnel policies and procedures manual in order to take to Council for approval.  Changes in the manual reflect new laws, correcting typos, and new procedures.” 

From Chief Radford:
On 10/25, at approximately 4pm, the Cotton Cupboard store at 1503 RR 620 north was the victim of an armed robbery.  The suspect is described as a male (dark complexion), red/black long sleeve shirt, dark washed denim jeans with a mask and handgun.  The suspect left the scene on foot with $200 and headed into the woods to the east of the Oak Grove complex.  LPD officers were on scene very quickly as well as TCSO, DPS, and others.  We used our K9 and two helicopters to assist with the search.  We will help TCSO with a house to house “knock and talk” in the Apache Shores area to attempt to develop some witnesses that may have seen the suspect.  Media issues are being handled by Devin Monk and me.  

The Lakeway Police Honor Guard escorted the US Honor Flag at the funeral of APD officer Lt. Clay Crabb.

Officer Gavit was contacted by the Office of the Attorney General in reference to some fraud cases involving businesses receiving calls from a person posing as an Austin Energy employee attempting to collect a debt.  Gavit was advised that the scammers work from outside of the United States, and there is little recourse for victims.  If someone receives one of these calls, they should be very aware that this is likely a fraud and do not give them any personal information. 

The Fright Night events are coming up at LRMC.  Oct 25-26 are regular haunted maze nights, and the evening of Oct 27 there will be games and costume contest for the little kids and much more!

It was another busy week here in the offices of Building & Development Services as we push forward with making room for our two new building inspectors.  The job descriptions have been posted, and we have been receiving applications.  We secured a storage unit and began to catalog construction documents and other files, which will be transported to the storage facility over the course of the next two weeks.  The general contractor has been in to take some final measurements in order to prep for the remodel, which should start next weekend and continue for approximately three weeks.

More importantly, the week started with City Council approving a municipal code amendment that establishes a new zoning district titled C-4 Auto Sales and Service and rules and regulations affecting such districts.  Council then approved an amendment to the height regulations affecting multifamily structures in Tuscan Village.  Council also approved annexation and zoning of a greenbelt tract in the Highlands development.  They approved a boundary line adjustment in and around the Bella Strada subdivision, annexing parts of lots previously thought to be in City limits and dis-annexing Buffalo Gap Road and tracts of land west of Buffalo Gap Road.  Lastly, Council postponed action on a request for approval of an assisted living facility at the intersection of Lohmans Crossing Road and Rolling Green Drive in order to review the language in the proposed ordinance more closely.


The City Building Commission also met this week hearing requests for view blocking/height determinations as well as a few waiver requests.

The Charter Review Committee met again this week and discussed comments from the city attorney and city staff.  The committee will begin a page-by-page review of the charter at their next meeting.  

Paul Duncan is working on a drainage problem on Explorer Drive between Intrepid and Brooks Hollow.  The home at 602 Explorer has had flooding problems for several years.  Some homes further downstream have experienced water problems to a lesser degree.  We are evaluating options and hope to begin engineering plans in a few weeks.  This project will also include replacing two collapsed culverts under Brooks Hollow Drive in order to take the price advantage of doing all of the work at once.  I plan to cover the construction cost from the road maintenance sales tax fund.  


In closing, the National Drug Tack-Day event will happen tomorrow from 10 am to 2 pm at the Justice Center.
