From Steve Jones:

Troy Anderson Reports:  Troy Anderson reports, “Alex (plans examiner) and I have had the opportunity to attend a seminar by the International Code Council for plan review as that pertains to changes in the most recent building codes.  The first two days covered the International Building Code; day three covered structural plan review where examiners verify engineered calculations; days four and five covered the International Residential Code.  The material and instruction was very educational.  We look forward to applying this knowledge to our daily practice.  I think it will lend itself to more thorough plan review which translates to a better product being constructed in the field.”

This week, Chessie met with representatives from Lexus of Austin and Stratus properties to continue discussions regarding the proposed automobile dealership and mixed-use city center development.  Both applicants have filed applications with the city, though supporting documents are not yet finalized.  Chessie also attended the TML Region 10 meeting in Caldwell.  She participated as a panel speaker on the topic of annexation.  Several cities asked questions about Lakeway’s reliance on “generally accepted municipal planning principles” in recent annexations.  State law allows such principles to be relied upon as the basis for unilateral annexation by a city, but does not define what the principles are.  Chessie explained Lakeway’s process, and elaborated on the planning principles that were applied here.

Dave DeOme, Bruce Harris, and I met with representatives of the Central Texas Water Coalition (CTWC) this week to discuss how the coalition could assist the city by representing its interests regarding Lake Travis.  The CTWC works in conjunction with other organizations such as the Firm Water Customer Group and the City of Austin in advocating for adequate water supplies in the Highland Lakes.  It was instrumental in effecting emergency orders from TCEQ that allowed curtailment of water releases from Lake Travis.  The CTWC is also pushing for revision of LCRA’s water management plan that recognizes the impact of the current drought and adequately prepares for such droughts in the future.  The coalition recently sponsored an engineering study that should be instrumental in achieving such changes.  The CTWC plans to approach the council in October with an agreement to provide services that advocate Lakeway’s position in water matters before the LCRA, TCEQ, and other regulatory agencies.

I met with representatives of Austin/Travis County EMS, and LRMC this week for preliminary discussions on relocating the ambulance from the fire station on Lohmans Crossing to the hospital.  David Kreye, CEO of LRMC, was very receptive and offered accommodations for the ambulance and crew.  Negotiations between EMS and LRMC will continue and likely result in an agreement.  This may appear negative for the city in that EMS response times may increase slightly.  However, the more critical issue is the response time of first responders (firemen/paramedics) who are usually first on the scene and stabilize patients for transport to a medical facility.  The reason for moving the ambulance is to make room for more first responders at the Lohmans Crossing station, which will benefit our residents.

The Deer Management Committee held their first meeting of the season to organize for this year’s program.  Our permit from TP&W allows for removal of up to 250 deer this year.

Dale DeLong reported that inspections of all city maintained culverts was completed this week with a grand total of 249 culverts.  We will organize the data, which will be completed next week.  This is part of an effort to generate a work plan for repair and replacement of defective culverts.

From Chief Radford:
new ordinance and their truck company owners were sent a copy in the mail.

Detective Proctor is attempting to locate a 15-year-old female runaway.  She is thought to be in Austin with a boyfriend.  A regional attempt to locate has been put to Austin Regional Intelligence Center.

Detectives and Crime Scene Technicians responded to a deceased person call at the Holiday Inn Express.  A 58 year old male was found deceased in his hotel room.  The cause of death appears to be suicide.  The case will remain under investigation until the Medical Examiner issues a final report after toxicology results are received by that office.

We have made a job offer to a dispatch applicant.  We have posted the newly approved dispatch supervisor’s position.

Seven applicants tested Thursday for the open police officer position.  Six of the applicants will be moving forward to the background phase of the hiring process.
