Council, Arts Events and Police Report

We had a good Council Meeting this week on Monday - here is the agenda.  Our finances are tracking very close to budget and staff continues to make decisions that are good for the City.  We heard a report from the Justice Advisory Committee Chair Dave DeOme that laid out the results of their work - they have "right sized" the project and Council and Citizens all had positive things to say - thank you all for the hard work!

We formed a "Police Facility Building Committee" to move forward with procuring the design configuration and other information that will be necessary to move to a bond project - expect it to be on the ballot next May - more information as it moves forward.

A zoning change was approved for 9 acres in the Highlands around the Bee Creek road re-alignment for C-1 from the default zoning.

We welcomed the new Building and Development Services Director, Ray Miller and approved a resolution for his appointment. I am looking forward to working with Mr. Miller and think he is a great fit for the job!

Council Member Powell and I attended a tour of El Ranchito at the Shield Ranch Tuesday - it is an immersion camp for youth from 4th grade through High School (elranchito.org).   Great tour and great for these kids!

Staff and I were invited to the Grand Opening of "Mad Greens" Thursday - it was a great experience and I am very happy they decided to open a restaurant here!  We are finally getting some new eating establishments in the Oaks.  I'm told a few others are getting ready to open - I believe Subway is open already.  Creamistry will have a soft opening July 4th.  Try our our new businesses - they are good additions to our fair City!

Paul Duncan, City Engineer, reports the drainage improvements on Rolling Green and Top O' The Lake are ahead of schedule.  Austin Energy needs to repair some conduit before they can backfill trenches.  

From the Chief:
LPD patrol officers conducted 201 traffic stops; responded to 17 suspicious person/circumstance calls; 14 alarms; 8 assist public calls; conducted 8 welfare checks; investigated 7 parking violations; assisted EMS/FIRE 6 times; assisted 6 motorists and handled 69 other calls for service. 

Routine traffic stops resulted in the following charges;  Lakeway Warrants X 3, Possession of Drug Paraphernalia X 9, Possession of a Controlled Substance X 1, Driving while Intoxicated X 2, and Possession of Alcohol by a Minor X 5. 

Officers were dispatched to the Lakeway Regional Medical Center for a mental health evaluation call.  Upon arrival the officer interviewed the subject at the emergency room and it was determined that no cause existed for an emergency commitment in this case. 

Officers responded to a Copperleaf address in reference to a prior assault call. Upon arrival officers spoke to a subject who reported that she had an argument with a friend and was pushed. She stated she did not want the person at her residence in the future. She advised the person by text and no charges were filed in this case. 

Officers responded to a Waterfront Ave. address in reference to a noise complaint at a local restaurant. After taking sound meter readings, a citation for the violations were issued to the manager of the restaurant.

Officers responded to a Lakeway Drive address in reference to a disturbance call.  Upon arrival it was learned that an argument between family members had resulted in an assault. One person was arrested for assault family violence and transported to Travis County Jail. 

Officers responded to a RR 620 S. Convenience Store in reference to a theft.  Upon arrival officers took a report for a theft of merchandise from the store, this case was forwarded to CID for further investigation. 

CIU personnel investigated a report of an assault that took place in the Randall’s parking lot. During a confrontation over a dog that was left in the parking, the suspect assaulted the victim causing serious bodily injury; the victim had to be treated at a local hospital. Following a thorough investigation, Detectives issued an arrest warrant of the suspect, charging him with Aggravated Assault (2nd Degree Felony). The suspect was apprehended and booked into the Travis County Jail. 

CIU personnel received a case of prescription fraud from the Manor Police Department which was discovered during a separate but related incident. Detectives identified the suspect who called in a fraudulent prescription to our Lakeway Walgreen’s. Manor PD Detectives were able to obtain a confession from the suspect. LPD Detectives gathered additional evidence in the case and filed charges (Forging/Altering Prescriptions, Class A Misdemeanor) against the suspect who remains at large. 

CIU personnel received a tip from the Patrol Division after an officer recognized suspects shown in an intelligence bulletin from a 2015 shoplifting case. The suspects were positively identified using video surveillance footage. CIU personnel were able to file Theft charges against both suspects, one of which was already incarcerated in the Travis County Jail. The second suspect remains at large. 

CIU personnel investigated a report of Terroristic Threat after the victim received an extremely disturbing and threatening phone call from an unknown subject. Detectives with the CIU were able to trace the number and identify the suspect who is an Austin resident. Detectives determined the suspect suffers from multiple mental illnesses and has been incompetent to stand trial. Detectives made contact with the Austin Police Department’s Crisis Intervention Team and requested a mental health evaluation on the suspect. Charges are not expected to be filed at this time due to the suspect’s mental state. 

CIU personnel received a report of Identity Theft from a victim whose identity was used to fraudulently open a line of credit. Detectives determined the victim did not reside in the City of Lakeway and the crime did not occur in Lakeway PD jurisdiction. The case was transferred to the Travis County Sheriff’s Office for investigation.

CIU personnel received a report of Credit/Debit Card Abuse from a victim whose credit card was used without her authorization. Detectives learned the victim’s card was compromised at a gas station on Hwy 71 at Hamilton Pool Rd. Detectives learned that a credit card skimmer was found on the gas pump several days after the victim’s card was fraudulently used. The device was collected by the Bee Cave Police Department and turned over to the Texas Department of Public Safety for analysis. The victim’s card was used at several locations in the City of Austin; therefore the Credit Card Abuse case was turned over to the Austin Police Department for further investigation.  

Captain Crowder met with Travis County Animal Control and several other law enforcement representatives from the area. The topic of discussion ranged from animal surrenders at the shelter to options for future growth. The TCA was very complimentary of the way Lakeway Police Animal Protection Officer Andrea Greig has placed animals with rescues across the state versus simply dropping them off at the shelter. The shelter is at maximum capacity with little relief in sight. They are interested in future growth, especially out west.
