Things Going On, City Meetings, Steve's and Police Report!

Good Morning!  It's August and it's HOT!  No rain for 35 days, I'm ready for Fall!

Lots of things coming up, let's start out with the Art's Committee's presentation of Kiyoshi Tamagawa's concert at 4 p.m. on August 23rd.  It should be a GREAT show and it's free and open to the public.  Come enjoy the cool air conditioning at the Activity Center!

Lakeway Heritage Trail Bus Tours have another show date.  Take a ride and learn of some of the interesting history of Lakeway on September 18th.  Space is limited!  Here is a link to more info!

The Lakeway Civic Corporation is looking for pictures for the cover of the 2016 Directory.  Here's a link to more info.

Have aspirations of being a star?  The Lakeway Players are doing auditions August 22, 25 and 27 for "And the World Goes Round"!  Here's a link to more info.

CBC will meet in regular session on August 13, 2015 at 9:00 a.m. in Council Chambers - here is a link to that agenda.  

Clara Van Light update - we have received the AFA (Advanced Funding Agreement) and will have a resolution to accept it at the August 17th Council Meeting.  Once we have the passed resolution we will send a check to TxDot.  All the warrant studies have been done and construction should begin this Fall.

Work continues on the budget for the upcoming year.  Travis County Tax Office has delayed their acceptance of the tax rolls with Austin's protest.  Here is a link to the new budget schedule the City will follow.  My goal is to maintain our current tax rate while improving City services.

From Steve Jones:
After evaluating bids, it appears that the Flint Rock Road safety improvement project came in about $114,000 below our estimate and within budget.  Travis County plans to award the contract to Smith Construction in a couple of weeks.  Work should start in October.  The road will be open to traffic during construction, but drivers should expect occasional lane closures and traffic delays.  

Mayor Bain and I met with Representative Paul Workman, County Commissioner Gerald Daugherty, and representatives from area water and wastewater utilities today to discuss possible formation of a groundwater conservation district (GCD) for southwest Travis County including Lakeway, Bee Cave, and Briarcliff.  Representative Workman reminded us that TCEQ is still under a state mandate to establish a GCD for our area or include us in an existing GCD.  Rep. Workman has held TCEQ in check for several years, and he must attain a solution soon.  In order to preserve local control, the group believes that forming our own GCD is preferable to annexation into an existing one.  The challenge will be whether there is sufficient use of groundwater in southwest Travis County to support the cost of operating a GCD.  

Chessie met with representatives from a new local restaurant chain who are interested in adding a Lakeway location. 

The Zoning and Planning Commission met in regular session.  ZAPCO approved signs for Little Sunshine’s Playhouse, under construction at 1501 Lohmans Crossing, and approved a special use permit for Ash Creek Homes to install a sales trailer in Phase 2W of Serene Hills.

Municipal Court reports:

For the month of July, the court had an 11% increase on filed violations compared to this month last year.  Judge Madison was requested to travel to Central Booking on 5 different occasions to magistrate individuals arrested on Lakeway warrants.  Judge Madison also assisted with the issuance of a Search Warrant for a GPS device seized during a boat accident investigation by the Texas Parks & Wildlife Department Law Enforcement Division.  Marshal Fred Johnson cleared 153 warrants.  The court conducted four dockets with 164 contested cases and 1 Trial by Judge for a city ordinance violation where defendant was found not guilty by Judge Madison.  Today we had the opportunity to interview six great candidates for the Deputy Court Clerk position, and we will make a decision next week.” 

Chief Radford reports:

Routine traffic stops made by LPD patrol officers this week resulted in the following charges: Out of Jurisdiction Warrant X 2; Possession of Drug Paraphernalia X 4; Driving While Intoxicated X 2.  

A Rolling Green resident reports being harassed after posting comments on a local social media website.  She reports receiving numerous phone messages from an unknown subject, this case is under further review. 

Officers assisted EMS with an unresponsive subject at the Lakeway Resort and Spa.  The subject was found to be intoxicated and was eventually revived, and removed from the property.  

Officers took a report of Criminal Mischief regarding a vehicle being damaged while parked at a Lakeway Hotel.


Oral board interviews were completed for the open dispatcher position.  A short list has been sent to the chief for review.

CAMPO meets this Monday the 10th.  Appointment of the committee for our Regional "Western Travis County Study" is on the agenda.  It looks like we may put that off until the 620 study results are available so we can use them on the Regional study.  I am looking to slightly expand the study area also.  More on that next week.
