Monday started off with a bang - the Heritage Commission met at 11AM and firmed up plans for the Veterans Day Observance on November 11, 2014 at the Lake Travis ISD Performing Arts Center with speaker Admiral Bobby Ray Inman (USN Ret). There was also discussion on historical bus tours on November 5th - there are still some seats available, call Mike Boston at 512-608-9533 for more information!
Monday evening Steve Jones and I attended the regular CAMPO meeting at the Joe C. Thompson Center on the UT Campus. There was good discussion on procedures and traffic issues on 620 was a hot topic. There was some public input on the item in the 2035 plan to award $3 million for a West Travis County Corridor Study - there seems to be concern that Lakeway would award the contract for the study to a friendly contractor - this is completely false and Lakeway has already contacted TXDOT and has confirmation they will handle any selection and letting of a contract to do the study. We are working with Travis County Commissioner Gerald Daugherty to set up a Town Hall Meeting to help the public understand the issues and procedures that CAMPO uses. My goal is to look at the issues and come up with some plan to solve them in the 2040 (yes 25 years from now) plan!
Early voting starts October 20th for the mid-term elections. Lakeway has 12 propositions on the ballot and a bond proposal. There seems to be some confusion on the propositions - #1 simply is an opportunity to change the 2 year elected official terms to 3 years (still with a 6 year total term limit). #2 simply changes "Qualifications" in Section 3.02 charter language saying you must be a registered voter residing in the City for at least a year before you are qualified to run for Council or Mayor. #3 additionally amends 3.02 and 7.02 to eliminate language that is not enforceable per state law - specifically removing "in arrears". #4 clears up section 3.09 on how terms are counted. #5 cleans up language regarding publication of public notice. #6, 7, 8 all deal with Special or Recall elections and timing till they are held - currently the Charter states 90 days, state law says at the next "regular" election, either May or November. #9 cleans up section 7.02 says you have to be in the city for 12 months before you are eligible for appointment to a Board, Commission or Committee. #10 adds 7.05 to ratify the existence and authority of the Board of Ethics. #11 states the authority of the Board of Ethics and duties. #12 will eliminate all gender-specific wording.

There is also a Bond Election on the Ballot to issue $3,765,000 in bonds to acquire 70 acres of land for recreational purposes. This land is located North of the new Middle school on Bee Creek Road and would be leased to the Lake Travis Youth Association for fields, trails and other sports related activities. Travis County is working to provide $3-4 million to develop the area and the LTYA will provide monies from the sale of the existing "Field of Dreams" for further development and operation. This is a GREAT project and the City is finalizing an agreement insuring the success of the project. Please get out and vote FOR all of the propositions and the Bond!

I attended the CAMPO Policy Board meeting with Joe Bain this week. The board directed CAMPO staff to revise policy statements that will ultimately become part of CAMPO’s 2040 Regional Transportation Plan. CAMPO staff proposed written policies that would have blocked the use of federal highway dollars to construct roads in the CAMPO planning area. Under the proposed policies, 72% of the area’s highway dollars would have been restricted for bicycle, pedestrian, and public transportation projects only.
Mayor DeOme, Alan Bojorquez, and I met with LTYA representatives this week to finalize the memorandum of understanding with LTYA for the future Field of Dreams project. The MOU is on our agenda for next week, and the basic structure of the deal is unchanged. We would like to finalize an agreement prior to the bond election.
Paul Duncan and I had a productive meeting with Lakeway Airpark members this week to continue discussing drainage issues. The Airpark members are actively working to find reasonable solutions to address long-standing drainage issues. They have some good ideas, which they will formally present to Paul for his review and approval. I am encouraged that real progress is being made to address this problem.
We hosted an emergency management “table-top” exercise yesterday at city hall. Representatives from most of the areas emergency response agencies were present including public works, police, fire, EMS, TCSO, DPS, Red Cross, LTISD, LRMC, The Hills, AISD, and others. Travis County Emergency Management Coordinator Pete Baldwin ran the group through an imaginary scenario of a tornado touching down along Lohmans Crossing and doing substantial damage to The Summit and Lakeway Elementary School. The group worked as a team to mentally step through how each member would respond and coordinate their efforts. The point of such an exercise is to reveal week areas in our response capabilities before a real crisis occurs.
From the Chief:
• Routine traffic stops resulted in the following charges being filed:
o Driving while license invalid X 2
o Warrant arrest X 2
o Possession of drug paraphernalia X 3
o Possession of marijuana
• Officers responded to a residence on Rock Bluff Drive after receiving a report of a person armed with a knife. The resident had injured himself and was delusional. Officers did an emergency commitment order for the subject and he was transported to LRMC for treatment.
• Officers were called to the Circle K store on RR620, regarding an obviously intoxicated subject in the parking lot of the store. Upon arrival the officers found the subject attempting to repair collision damage to his vehicle. There was not enough evidence to link the subject to a crash, nor enough evidence to charge him with DWI, however he was arrested for public intoxication.
• Officers are in the final week of preparations for the Fright Fest event at LRMC. The event will be held in the evening hours on October 24 & 25 (8pm-midnight), 26th (5pm-10pm).
• Officers and Detectives responded to a residence on Fantail Loop. Code enforcement was also summoned to the scene when it was determined that the living conditions of the residence were deemed to be uninhabitable. The occupants moved to a relative’s home in the city. Since this case also involved a child, Child Protective Services (CPS) were also notified. CID will be following up on this case with CPS.
• An emergency management tabletop exercise was completed on Thursday. The meeting was a great opportunity for the participants from ESD6, EMS, LTISD, AISD, LRMC, Travis County Emergency Management, the City of Bee Cave, Bee Cave PD, Red Cross, Texas DPS, the Village of the Hills and Lakeway staff to exchange ideas, and discuss response capabilities. Additional meeting are likely as several issues were brought forward for future discussion.
• Evidence Tech - Edgar Smith has completed the Texas 1033 program required inventory and completed the requisite paperwork for our continued participation in this program.
• Support staff are preparing an application for submission to the state. The application is to ask to receive a state funded grant to focus on DWI enforcement.
