ZAPCO, Big Band Bash, CBC and Steve's Report!

ZAPCO met Wednesday in regular session.  Here is that agenda.  Let me go through the items of importance.  Item 4 was a recommendation to Council to zone 318  acres to C-1.  This area includes AG&M Granite and they have concerns about grandfathering of their non-conforming commercial activities.  This doesn't seem to be an issue and ZAPCO recommended unanimously to accept staff's zoning request.

Item 6 was approval of the preliminary plan for the Oak's at Lakeway - the project that includes the HEB on Hwy 620.  There were considerable comments on issues on Rolling Green including traffic issues and access to the Oak's via a walkway off of Rolling Green.  After comments received over access, ZAPCO approved the preliminary plan with a stipulation to delete the access from Rolling Green.  There was some dissent among residents about this after the vote.  The other issues with traffic and speeds will be addressed separately by the police.

Items 7 and 8 were finally approved after more discussion of unrelated issues by a unanimous vote.

Other items were withdrawn.

Thursday Steve Jones and I attended an informational meeting about a constitutional amendment on the November ballot known as Proposition 1.  This would require about 1.4 Billion a year from existing sources to be spent on highways.


Friday was the annual meeting of the Quarter Century Club at the Activity Center.  There were about 135 members present along with quite a few new members.  BBQ was served for lunch for "Its All Good" BBQ and was a delightful event! Thanks to the Heritage Commission for this wonderful event!

CBC meets next Thursday, June 12, 2014  in regular session at Council Chambers - here is that agenda.  Looks like a lot of on site inspections will keep the commission busy.

Lakeway Arts will present the "Big Band Bash" once again at the Activity Center on Monday, June 9th, 8 to 10 PM for music and dancing.  It's BYOB and no drinks or food is served - free to all ages!

CAMPO (Capital Area Metropolitan Planning Organization) meets Monday evening (6 PM) at the University of Texas , Joe C. Thompson Conference Center.  I will be attending and trying to get projects that would help traffic in the Western Travis County are on the agenda to be modeled and added to the list of projects.  It should be a good meeting!

 Lakeway is set to honor Citizen Soldiers at the parade and pagent - here is more information.  National Guardsmen, Ret. Lt. Col. Kristine Shelstad and Col. Rick Adams will serve as grand marshals in the 39th annual Parade and Pagent.  Here is more information on the Grand Marshals!

Thursday, County Commissioner Gerald Daugherty hosted a meeting of local leaders to garner support for a constitutional amendment on the November ballot know as Proposition 1.  Proposition 1 will redirect $1.4 billion per year of transportation funding back into transportation projects for Texas.  Passage of Proposition 1 would be a good start toward funding vital transportation needs in Texas.  Commissioner Daugherty, TxDOT Executive Director Joe Webber, and our state legislators ask for your support in promoting the passage of Proposition 1 in November.

At the ZAPCO meeting this week, residents made several comments about speeding and congestion on Rolling Green Drive.  The residents believe that traffic on the street poses a public safety threat.  A traffic study performed pursuant to such complaints a few years ago did not support the claims.  However, since some time has passed, we will do another traffic study on Rolling Green to see if traffic conditions have changed. 


We received several complaints about noise from a wedding party held at The Grill at Rough Hollow last weekend.  Pursuant to the city’s noise ordinance, the proprietor of The Grill must apply for and receive a special permit in order to continue holding outdoor events that include amplified sounds.  A special permit must be approved by ZAPCO and the city council after holding public hearings on the matter.  The proprietor was notified this week.  So far, no permit application has been filed.

The court is preparing for a Jury Trial on June 13 on a sign ordinance violation.  The sign was attached to a vehicle or trailer parked on public or private property according to the complaint.  For the month of May, the court had 342 cases filed, down from last year’s 546.  Of these cases, 277 were for traffic, 15 parking, one city ordinance violation, 35 penal code violations, and 14 state law violations.  Judge Madison assisted officers during the Memorial Day weekend issuing six magistrations, one on a Class C misdemeanor and five for search warrants for alcohol related cases.  

Wendy Askey reported, “We currently have two open job postings; a Police Officer and Operator I for Parks and Recreation.  We received one application this week for the Police Officer position.  I am awaiting drug test results on a Party Planner.  I received a failed drug test on a Lifeguard that resulted in withdrawing our offer of employment.”


Stratus will hold an informational meeting on The Oaks project next Wednesday at 9:00 am here in the auditorium.  We will send invitations to about 150 property owners (everyone on Crest View, Rolling Green, and Duck Lake south of Lakeway Blvd).  The purposed of the meeting is to present the proposed project and answer any questions they may have.  A group of Rolling Green residents attending the ZAPCO meeting this week expressed concerns about how the project would affect their neighborhood.

From Chief Radford:
A burglary of a residence occurred on Farris Drive.  A jar of change and a class ring was taken from the residence. It appeared that entry was made through an unlocked window.  This burglary case and a few others in Travis County, Bee Cave and Lakeway were solved when the suspect was arrested while burglarizing a home in Bee Cave. Ironically our own Captain Farr was one of the arresting officers as BCPD was shorthanded that morning. The suspect confessed to Detective Proctor that she had burglarizing houses in our city stating she had to support her drug habit. 

A Rolex and a laptop computer were taken from a vehicle parked in an unlocked garage on Escavera Cove. We have no suspects at this time.

Some construction tools were stolen from a storage building at the new middle school construction site on Bee Creek. It appears that the suspects forced open the doors to gain access to the tools and equipment. 

Four routine traffic stops led to the seizure of drug paraphernalia. Two others resulted in charges of driving without a license and minor in consumption of alcohol. 

Officers took a report of assault by strangulation; the suspect is the former spouse of the victim. 

The burglary investigation from Farris Dr. has resulted in charges being filed on the female suspect. The suspect is incarcerated in the Travis County Jail. This investigation has involved 3 agencies and detectives are clearing several burglaries and recovering property from the suspect.  

Written and fitness test were conducted this week for patrol officer applicants, successful candidates are moving on to the next  step in the process. 

Training days have been set for AED/CPR training for next week, as well as Arrest, Search and Seizure training set for July. 


The last day of school is today so the traffic should let up for a few months, at least in the mornings.

“On Wednesday morning, the Zoning Commission met in regular session.  They made recommendations for approval of permanent zoning classification, as presented by staff, for 318 acres, recently annexed by the City, located north and west of State Highway 71 and Bee Creek Road.  The commission also recommends approval of a preliminary plan, various plat vacations, and a final plat for the Oaks @ Lakeway.  Of special note was the conditional recommendation for approval of the preliminary plan wherein the Commission moved to have the pedestrian access to Rolling Green stricken from the plan.

It's starting to feel like Summer!  We need more rain, the lake went up about 4.5 feet with the previous rains but has already started down again.
