The Big Thaw, LCC, ZAPCO, Fire and More

The Big Thaw!  Looks like a beautiful weekend compared to the weather of last week!  High in the 70's tomorrow after another "almost" ice week.  School's closed up Friday on the fears of iceing during the day and the City follows what ever the schools do - so City offices were closed also Friday.  I do know that City Manager Steve Jones was in his office and the Mayor did come in for a short time.

The LCC had it's annual meeting Thursday at the Activity Center.  Dinner was catered by "It's All Good BBQ" and was GREAT.  Several awards were presented:
Meritorious Service Awards were presented to Chuck Petter, Creedena Sachse, and Tom Broyles.  The "Citizen of the Year" award was presented to Frieda Albert.  Congratulations to all of these volunteers that worked so hard to make Lakeway the wonderful place it is!

ZAPCO met Wednesday morning - this was the agenda.  Item 3, TexArts was given a waiver to put up one banner to advertise shows at the Shopping Center where they are located.  Item 4 changed the zoning on 25 acres from R1* to R-3.  This was a correction and conforms to the original plan.  And last, item 5 gives the new school on Bee Creek Road the ability to install an electronic marquee sign.

Here's the current election happenings!  So far, we have three candidates for City Council in May.  David Taylor (incumbent) will run for another term.  Sandy Cox (Chair of Visitors Commission) has filed and Dwight Haley (Chair of ZAPCO) have filed for the two open positions vacated by DeeAnn Burns and Bruce Harris - both who have reached their term limits.  These are good candidates and I appreciate folks stepping up to serve the community!

There was a major house fire in the 100 block of Morning Cloud Wednesday evening.  One resident was present and got out without injury.  Because of the winds, fire fighters were forced to evacuate residents next door, but they were allowed to return after the fire was under control.  The structure was severely damaged.  

There will be a Spaghetti Dinner at the Activity Center March 3, from 5-8 PM benefiting All Things Wild Rehab and the Lakeway Lions Club.  All Things Wild Rehabilitation (ATW) is specifically raising money for our land/building fund so that we can create an intake facility for animals in need in the Lakeway area.  Here's a link to more info!

From Steve Jones:
The Mayor and I met with the new interim CEO, Joyce Grove Hein, of LRMC this week.  She anticipates that she will serve in that role for several months as the hospital searches for a permanent CEO.  Ms. Hein expressed a sincere desire for the hospital to continue to contribute to the community in any way it can.

Joe Bain was appointed by the Travis County Commissioner’s Court to represent small cities on the Policy Board of CAMPO.  His first meeting with the board will be next Monday night (Feb 10).  The Policy Board is made up of 20 members representing the six counties in the CAMPO planning area plus the City of Austin.  It is the governing body that approves plans and federal funding for transportation projects in the six-county area.  Commissioner Gerald Daugherty is also a board member representing western Travis County.  Joe’s membership on the board is vital as he and Commissioner Daugherty have an opportunity to bring attention to the transportation needs of western Travis County. 

The LCRA has proposed new raw water rates for its customers.  The new rates include a 19% increase in 2015 and an additional 45% increase phased in over the next four years.  This would take our water price from the current $151 per acre-foot to $251 per acre-foot in 2019.  That is a compounded increase of 66%.  It appears that LCRA is allocating 100% of their operating and capital cost to firm water customers (us), including the cost of a new reservoir to serve the farmers in the lower basin.  


The Charter Review Committee is finalizing their report and recommendation for charter revisions, including a change in council member terms from two years to three years.  They plan to present it to the council this month so that you have an opportunity to call for a May election.

In their regular monthly meeting, the Zoning and Planning Commission approved the use of temporary banners by TexArts, and recommended approval of a reasoning request in Lakeway Highlands and a proposed amendment to the Sign Ordinance.

Staff conducted several meetings this week including: discussions regarding municipal utility districts, propane service and installation, and future development plans in Lakeway Highlands; impervious cover allocations among different tracts in Serene Hills; proposed annexation northwest of Bee Creek Road and SH 71; and a review of context-sensitive multi-modal transportation solutions.


Chief Radford Reports:
LPD officers made arrests and seized marijuana during two different traffic stops this week. 

Officers responded with Lake Travis Fire Rescue to a residential structure fire on Morning Cloud on the evening of 2/5/14.  There were no injuries but damage to the structure was substantial. We had support from Red Cross and Travis County Sheriff’s Office Victims Assistance team to deal with the family and their loss. A few neighbors we evacuated for their safety as the winds were brisk; they were allowed to return to their residences a few hours later. 

LPD officers are investigating a burglary of a shed and vehicle at a residence in the Preserve.  The shed and vehicle were left unlocked and there were several tools stolen out of each.  There is belief that the suspect may be an ex-employee.  This case is still under investigation.

LPD launched our 12th Annual Citizens Police Academy with 28 attendees.  The 14-week program is full of exciting information for the attendees. This is one of the large classes that we have had in recent history. 

TxDOT has confirmed that they will be setting up and conducting training for our officers to begin using the new TxDOT CRASH reporting system. TxDOT personnel will be on site all day March 3 to setup this exciting new reporting software. This new software provides an online reporting system to submit crash reports directly to TxDOT. The program will provide for error checking and reduce some of the administrative workload for our administrative staff who currently enter each report into the system manually. The new system will also provide the ability to retrieve increased statistical data about collisions reported by the agency.

That's about all for this week - I have my first CAMPO meeting Monday evening and am looking forward to serving all of the "Small Cities" in the 6 county CAMPO area!
