ZAPCO met this week in regular session - here is that agenda. The
Annexation and Zoning requests were generally business as usual and were recommended to City Council.
Items 6,7,8, and 9 had to do with the C-4 zoning of the Niemann Tract of land North of Clara Van on 620. All of these items were postponed until December so more time could be taken to verify all requests met the new zoning and were in line with the Council and Staff's expectations.
Item 10 and 11 were to allow about 2 feet more "cut and fill" in areas of the Highlands - after discussion, ZAPCO members passed the variance.
Items 12 and 13, Preliminary Plan revisions were passed with little fanfare. Item 14 was a request for an extension of time for a Site Development permit for "Lakewood Park" at 620 North and Debba. This has been extended several times before and ZAPCO extended it once again for 6 months - if nothing is done by then I expect it to be terminated.
And finally, the Sign Plan revision was approved for the Serene Hills subdivision.

The City of Lakeway is hosting a meeting of CAMPO (Capital Area Metropolitan Planning Organization) on November 13th at 6PM at the Activity Center and are inviting all residents to provide input on traffic issues. Here is a link to more info.

Chessie says - The Zoning and Planning Commission met in regular session this week. The agenda included four items related to the proposal from Lexus of Lakeway. These items were postponed until the December 4, 2013, meeting in order to allow additional time for review of the submittals. All other items received approval or positive recommendations to the city council. The agenda included annexation and zoning for Highlands Phase 2, Section 4; cut and fill variances in Highlands and Rough Hollow; preliminary plan revisions for Lakeway Medical Village and the Estates of Flintrock; extension of a 2008 site development permit for Lakewood Park; and a revision of the sign plan for Serene Hills. The annexation, zoning, and preliminary plan items will be heard by the city council at their regular meeting on November 18.
In addition to attending the ZAPCO meeting on Wednesday, staff met with WCID No. 17 to discuss irrigation with reuse water in Serene Hills, Lakeway Medical Village, and along (future) Flint Rock Road. Staff also met with a developer who is proposing a small residential project in the city’s ETJ east of Meadowlark Street.
Troy Anderson reported, “I visited with the demolition contractor yesterday and was told that he will hydro-mulch the two, now vacant, lots on Mettle and Medalist over the weekend.”
Sharon Cole reports, “We had two applicants interview for the Public Works Operator I position. An offer for employment has been made. A job description for a City Marshal position is nearing completion. And, we continue to work on updates to the personnel manual.”
Dale DeLong reported, “This week we focused mainly on installing Christmas decorations. The classification [truck] traffic study on Flintrock Rd. will start today and continue until next Friday. A crew repaired a drainage ditch on Firebird that was not draining properly. We had to remove some vegetation and re-grade the ditch in order to keep the water from spilling over the road and into a resident’s driveway. We are also in the process of repairing ruts on the west Lakeway Boulevard trail that washed out during the rains earlier this week.”
Chief Radford Reported - At close of business on Thursday afternoon, LPD officers responded to a burglary on Nautilus. Initial report was $250,000 loss of gold and bonds taken from safe located inside the home. A suspect, known to the family, has been identified and the case under investigation.
Andra Dearing Reports - The Veteran’s Day event will be held Monday, November 11 at 11:00am at the Heritage Center. It is a free event, open to the public, and made possible through the support of the Standing Military Committee, Daughters of the American Revolution, the Heritage Commission, and city staff. In preparation for Veteran’s Day, the monument area was refurbished earlier this summer through a generous donation from the Lakeway Civic Corp., while the inside of the building has been repainted, and the grounds manicured. Final preparations will be completed later today.
We have been busily pulling out Christmas lights and displays from storage all week. The Annual Trail of Lights takes about a month to set up, and the parks maintenance staff along with public works are working to get everything ready for Santa’s arrival at City Hall on Friday, December 6 at 6:30pm. The trail will be lit each night thereafter from 6:00pm – 12:00am and run through January 2.
The ever-popular ‘Breakfast with Santa’ event will be held on Saturday, December 14. There will be two seatings, 8:30am and 10:30am. Tickets go on sale for Lakeway Activity Center members beginning Monday, November 11. Tickets will be available to non-members beginning Monday, November 18. This event sells out quickly each year, so please be sure to contact the Activity Center right away.
At the Activity Center, we are advertising Early Bird Memberships in hopes of encouraging existing members to renew before January 1 and help verify 80% groups for the New Year. We are finding most of our membership registrations are new residents. We believe this is a direct result of the postcards and emails we have been sending. New programming classes are also going in for youth the week of December 30 – January 3 (closed January 1). The classes are designed to help working parents whose kids are out of school. We have classes in Sportball and Learning Fun 101 – Legos™. These classes are set individually, and parents can purchase mornings, afternoons, daily or the entire week. We did this for Spring Break last year and it was a big hit!
We were notified that the Lakeway Activity Center has been selected to receive “Excellence in Programming” by LERN this year. This is the third time we have won this prestigious award in the last four years. A press release will be sent out towards the end of November. We are very proud of the LAC staff for being chosen for this international award!
The Lakeway Swim Center has once again enjoyed hosting the Lake Travis High School Swim Team for daily practices and swim meets during the warmer months. Now that the weather is turning cooler, the team will be moving to inside lanes at Nitro to complete their season. We wish the team well, and look forward to their return at the end of next summer. Water aerobics is continuing this month despite cooler temperatures, while lap swimming, the Coached Adult Swim Program, and Lost Creek Aquatics continue to have strong turnouts.

The Golden Anniversary Gala was held last night at the Lakeway Inn and was a GREAT success! Thanks to all that attended and those that worked to make it possible!
