Blume Lawsuit - As previously reported, George Blume filed a lawsuit against the City of Lakeway and the LCC (Lakeway Civic Corporation) about the sale of parkland that was on the ballot last May. The sale was defeated in the election. Mr. Blume however, continued his lawsuit although it seems to be a moot point in my opinion. Now he and his attorney have "Non-Suited" the City but are continuing the lawsuit against the LCC. Here is a link of the Motion to Dismiss the City.
City Council will meet in Special Session Monday, November 5, at 9:00AM in Council Chambers. Here is a copy of the agenda. Council will consider a resolution requesting an Emergency Drought Order for 2013. LCRA is considering shipping Lake Travis water to the rice farmers again in 2013 - even though the lake is at record lows and there is no expected relief in sight. Another interesting tidbit is the LCRA is selling the water to downstream farmers below their cost. I find this astounding! Here is a link to LCRA's General Manager. Andra Dearing reports that the Goblin Glow was once again a huge success! Thanks to Andra and her amazing staff for putting this annual event together!
Rachel Wallace reported that 6 deer were trapped Thursday evening (11/1). Trapping has been very slow this year so far because of the huge acorn crop and should improve now that the acorns are rotting and vegetation is dying off.

We have good news this week on the $3.6 million refunding bond issue. We opened bids on Tuesday, and the low bidder, TIB, came in at 2.08 percent. This is the city’s second lowest interest rate on a bond issue, ever. (We got 1.8 percent on a short-term refunding of $1.35 million last year.) We received nine bids ranging from 2.08 percent to 2.37 percent, with the lowest four bids separated by only 0.016 percent. The two lowest bidders, TIB and American Nation Bank of Texas, both bid the exact same rate out to seven decimal places (2.0801715%). That is almost a statistical impossibility, and according to our financial advisor, has never happened before. TIB won the bid because its offer included no fees; American National Bank of Texas included some fees in their bid. The city’s total net savings over the life of the issue will be $548,859 with average annual savings of $45,700. As is typical of refunding issues, the term of the bonds remains unchanged.
Our deer trapping program is moving forward. So far, we have taken a modest 18 deer with three trapping events. The consensus opinion is that an abundance of natural food has reduced the deer’s desire to eat the corn used to entice them under the nets. Numbers usually pick up as we move into the winter months.
Chessie Zimmerman reports, “Staff has received the first draft of a proposed development agreement regarding the project known as the Summit at Lake Travis. This is the development proposed in Lakeway’s ETJ on the large tract bounded by Lakehurst Road and Crosswind Drive. A detailed report will be forthcoming, following staff’s review of the proposal.”
