Another year is done! The weather isn't going out without a bang either! Some are forecasting up to 60 hours of below freezing temperatures in the next few days starting Sunday night (New Years Eve) and going through the middle of the week. There is a possibility of some freezing rain or drizzle as the weather comes in Monday morning. Be sure to keep a close eye on the weather if you are getting out for New Years celebrations. Remember the 3 P's, pets, plants and pipes. Sounds like a good time to stay warm in front of the fireplace. Here is a link to my weather station - get current temperatures and rain totals any time!
We have lots of ups and downs on the roads in Lakeway - the street department will be on call in case sand is needed on some of the roads - best thing to do is stay home!
The next "We Are Blood" drive will be January 20th from 8 until noon at the Activity Center - roll up those sleeves and donate the gift of life!

Can you believe it? Parks and Recreation kicked off a healthy new year at the Lakeway Swim Center with the New Year's Swim Challange. 29 folks braved the winter cool and participated.
The Brown Bag Luncheon series begins Thursday, Jan 4, with the Mady Kaye Quartet. It's free and worth the effort!
Enrollment is going on for the 2018 Lakeway Citizens Academy - applications are available at the police department or online at this link.
There were a lot of great accomplishments this year including the completion of Flint Rock Road, the Bee Creek Sports Complex has moved forward and design should begin soon, the bond passed for a Police Station and our bond rating and timing allowed us to save millions on that project, we are also assured that the project will come in Under Budget and On Time. We also completed Lakeway Blvd. median improvements which included replacing an aging sprinkler system and new grass, Hamilton Greenbelt got a restroom and parking lot, Canyonlands and Dragon Park got new restrooms, and we were able to fund improvements to the median at Flint Rock and 620 to allow 2 left turn lanes.
For 2018 we are co-sponsoring an application with TxDOT to identify federal funding for lane additions on 620 from 71 to about Debba. We have money in the budget to update the comprehensive plan and are looking at Charter amendments that will be on the May ballot.
The city is investigating the cost of the property owned by Stratus for possible acquisition. There will be a lot of discussion about this if it is found to be feasible.
I expect to see more on the MUD property that is under contract to HSD.

Patrol / CID
Lakeway Police Department Officers conducted 224 traffic stops, responded to 16 alarm calls, responded to 6 animal calls, responded to 26 suspicious circumstances calls and handled 195 other types of calls for service for a total of 367.
Lakeway Police Officers participated in a Christmas Holiday Traffic Initiative along with The Travis County Sheriff’s Office, The Bee Caves Police Department, and the Department of Public Safety. This initiative ran from December 24th through December 27th. The statistics from that initiative are not yet available, but it is important to note that we had no fatalities on our roadways during this time frame.
Lakeway Police Officers conducted a traffic stop in the 1700 block of Lohman’s Crossing that resulted in the arrest of an individual for the possession of .08 grams of Cocaine and .04 grams of Marijuana.
Lakeway Police Officers took a report from a citizen who used his credit card to pay for lunch at Little Greek Restaurant at 2422 RR 6520 south and that credit card number was later illegally used at the Lakeline Home Depot. If you have frequented this business recently and have notice any unusual charges on your accounts, please contact LPD for assistance.
Lakeway Police Officers conducted a traffic stop in the 900 block of RR 620 North that resulted in the arrest of one subject for DWI.
Patrol Officers conducted a warrant service at 1113 RR 620 north, at the request of the Austin Police Department, resulted in the arrest of one subject who was wanted out of the City of Austin for Aggravated Assault Family Violence with a bond amount of $45,000.
Lakeway Police Officers conducted a traffic stop in the 200 block of RR 620 north that resulted in the arrest of one subject for two warrants, Theft of Service $20-$500 and Theft by Check $20-$500, both out of Travis County.
Lakeway Police Officers, at the request of the Manor Police Department, located a stolen vehicle at 428 Seawind. The vehicle was recovered and the suspect was arrested on two warrants out of Manor for Unauthorized Use of a Motor Vehicle, bond $10,000 and Felony Forgery, bond $35,000. This is a result of the suspect reportedly buying a car with counterfeit money.
Lakeway Police Officers assisted Manor Police Department Officers and the Travis County Sheriff’s Office with the execution of a search warrant the next day at 428 Seawind in association with the above call. The search warrant yielded 8.9 grams of Methamphetamine and the arrest of a second subject.
Lakeway Police Officers took a report of a stolen purse which contained jewelry and credit cards. The victim was not sure if she misplaced the purse or if it was stolen from her vehicle at 207 Stowaway Cove.
CID
CID reviewed multiple days of video footage which resulted in evidence for three (3) separate cases to include: Criminal Mischief, Theft, and Burglary of a Vehicle that occurred in different areas within Tuscan Village. Warrant was issued by CID for the suspect for Theft.
A subject of theft warrant was arrested and interviewed by CID. The interview revealed information related to additional crimes under investigation and incriminating statements related to the theft charge.
CID is investigating two (2) recovered firearms believed to be stolen property. A pending ATF trace will help to determine the owner. This case is remains open.
An owner of a stolen and recovered motorcycle was finally identified. Possible charges pending with additional investigation and written statement from motorcycle owner.
CID was assigned a Theft case that occurred at a construction site in the 100 block of Lodestone Cove. Several large appliances were removed from the residence under construction. Victim declined to prosecute.

What a beautiful Christmas Eve, eve. Looks like a great weekend coming up with a little winter cool down. We had about .17 inch of rain Friday, but that's all gone for the remainder of the weekend.
I'd like to take a moment to thank all the Lakeway City Staff, all the elected officials and volunteers that make life wonderful in our little city. I appreciate all their hard work that continues to keep our taxes low and makes us so desirable. Thanks to all of you and merry Christmas!
Council met in regular session Monday evening - here was the agenda. The Charter review committee made their report. It included changes to:
Section 3.01 - removing language that established staggered 3 year terms - there is no further use for this language and can be removed.
3.05 - establishing compensation for the Mayor and Council Members - originally set at $15 for Mayor per meeting and $100 for Council. The main reason for this is advantages if elected officials are sued - state law has provisions that make it easier for the city to indemnify them. This was lowered to $1.50 for Mayor and $1 for council.
3.09 clarifies that is someone was appointed to fill a vacant position, that will server as a full term as far as term limits.
6.03 corrects an issue in the charter to allow circulators of a petition attest to signatures instead of the City Secretary.
7.01 and 7.07 have to do with appointments to Boards and Commissions. This would be a major change to the Charter. Currently, the Mayor makes appointments to committees and commissions with help and approval of council. The change would have each council member make an appointment to these boards and committees and would make members terms follow the council member that appoints them. This item was tabled for further discussion. It has worked well for decades and the council was uncomfortable with it without more discussion.
8.09 changes wording from requiring one reading on bond discussion to "at least" one reading to allow for further discussion if needed.
11.06 - This change would establish statute of limitation on time and procedure for filing claims against the city. It would require claims to be filed within 6 months of issue.
<There was a comment from a citizen that this would be contrary to state law - the City Attorney made her aware that it would more closely mimic state law>
There were several changes that were considered non-substantive such as deleting spaces and changing gender pronouns.

Item 6 was to approve a contract with Travis County regarding the development, maintenance and management of the Bee Creek sports park. Passed unanimously.
Item 7 was a resolution establishing a public engagement committee. There was some discussion on this issue - some members (myself included) would like an option to speak directly with citizens to find ways to improve engagement instead of filtering comments through a committee. Over the past year we have reached out and made many inroads to improve engagement and communication. Here is a like to a partial list of 2012-2017 improvements to engagement.
This item passed 4-3 after the provision was taken out for Council Members on the committee.
As in many other items, your council is committed to keeping Lakeway the GREAT city it is. There are different opinions on how to make this happen but we all come together to work together!

The Chief reports we are participating in high visibility traffic enforcement task forces over the holiday. We will have additional officers on duty, DPS will have additional officers in the area and the County will also support the project.
Lakeway is always a "No Refusal" city - we will have judges available for warrants. Let's make this a safe holiday this year! Remember, the speed LIMIT is 30 mph in most areas of Lakeway - it is perfectly permissible to go 29.....

It's Saturday morning and I'm behind on my posting! Looks like another change in the weather and rain on the way. Don't forget to check my weather station for local rain totals and temperature updates.

LPD Officers conducted 178 traffic stops, responded to 10 alarm calls, responded to 20 animal calls, responded to 14 collisions, answered 26 suspicious circumstances calls and handled 91 other types of calls for service for a total of 339.
Routine traffic stops resulted in the following charges; Possession of Marijuana X 1, and Possession of a Controlled Substance X 1.
Officers spoke with a victim of a vehicle burglary which had occurred on Mariner Drive. A subject came to the police department and advised that someone had entered their vehicle while it was parked in their driveway on Mariner. A cell phone was taken from the vehicle. Officers filed a report and this case is being investigated by a detective.
In September 2017, Detectives were assigned to investigate a report of Identity Theft in the 2000 block of Lakeway Blvd. According to the complainant, he discovered someone had obtained and used his juvenile daughter’s identifying information to open credit card accounts. Detectives executed several grand jury subpoenas and one electronic search warrant to obtain digital evidence in this case. The evidence indicated the child’s biological mother, who is divorced from the father, was responsible for the identity theft. Detectives were able to obtain an arrest warrant (Fraudulent Use/Possession of Identifying Information, State Jail Felony) for the suspect who remains at large. Detectives are working with the Hays County Sheriff’s Office Fugitive Apprehension team to locate and apprehend the suspect.
Detectives were assigned to investigate a report of a Theft and subsequent Credit Card Abuse in the 300 block of Jack Nicklaus Drive. According to the victim, she had a piece of furniture delivered to her residence, after the delivery personnel left the residence, the victim noticed her wallet was missing. Detectives were able to identify the suspect, collect several items of evidence, and later obtained a confession from the suspect. Using this evidence, Detectives obtained an arrest warrant (Credit Card Abuse, State Jail Felony) for the suspect who remains at large.
Detectives were assigned to investigate a report of an Assault that was reported in the 300 block of Hurst Creek. According to a report taken by patrol officers, the victim was assaulted by her estranged husband during a visit to his residence. Detectives are in the process of collecting evidence in the case which remains active at this time.

Big week and more coming! Not only was it 85 degrees on December 4th, we got about an 1.33 inches of rain, and it snowed in Lakeway on December 7th.

This week I learned that Steve Jones was invited to serve on a regional planning board with CAMPO. This board will look at the regions major arterial corridors (620 is one of them) and come up with a plan. This regional study was one of the items we negotiated while on the CAMPO Board. This is GREAT news! It will give Lakeway direct input on the planning process.
I am also working with Terry McCoy, District Engineer with TxDOT to co-sponsor our 620 widening project. We will attempt to get federal funds through CAMPO to enable the engineering to be done and continue to move forward on the 620 widening plan. We are finally getting some traction to improve our traffic - nothing soon but at least it's happening!
Since we are talking about 620, we had two issues this week. On the 6th, a light went out at the High School and caused massive backups on 620 - I'm told all the way to the Dam. It took me almost an hour to get from my home to the Hospital for a meeting - of course all the feeders were completely backed up also.
On Thursday the 7th there was a major accident on 620 at Lakeway Blvd. I've heard a gentleman driving on 620 had a medical emergency and crossed oncoming traffic before crashing. Luckily, no one else was injured. Although it created another significant backup, Lakeway police were able to clear the accident and do the investigation with DPS quickly and clear the roadway.
Police Station Update: Today we closed on the Reed Tract property about 2:30 p.m. This was the last piece of this puzzle, the city now owns all the property for the new police station project. We expect construction to start in January.
Today I was honored to visit Serene Hills Elementary to call their annual Spelling Bee. These kids are unbelievable! The winner was Number 15, Cole Nguyen (5th grade) and runner up was number 4, Luke Brown (4th grade). Cole's sister Ella Nguyen (16) is also shown. These kids really battled it out, we went through the regular word list and continued almost all the way through the second list. I had to skip several words I couldn't pronounce! Great job and congratulations!
Thursday night we held the annual Volunteer in appreciation for all the hours our volunteers donate to the city. We also gave two volunteers "Unsung Hero" awards and honored the Volunteer of the Year! The two Unsung Hero awards went to Bob Kirmse and Searcy Willis.
Bob Kirmse (left) was instrumental in getting the Firewise group up and running and worked tirelesslyto keep Lakeway from having issues like the Steiner Ranch fires and the fires currently in the news in California.
Searcy Willis is our own "Vampire" and has worked since 2007 coordinating our Lakeway Blood Drives. He has been instrumental in collecting 4,223 pints of blood that has potentially touched 12,669 lives and was part of 61 blood drives. He and his wife were unable to attend and are not pictured.
Jim Hord (right) has had a long history of volunteerism in the city including serving the Lakeway Church in many capacities, positions at July 4th celebrations, and treasurer of his HOA. He has attended the Lakeway Police Academy, served as vice chair on
the Lakeway Board of Adjustment, and two years as president of the Service League of Greater Lakeway. He is now serving for the third year on the Lakeway Civic Corporation board and is the current president of the LCC. Jim was honored as our Volunteer of the Year for 2017!
Congratulations to all the honorees and all the volunteers that have worked tirelessly to make Lakeway the great place that it is!

ZAPCO met in regular session Wednesday at 6:30 p.m. There was only one item on the agenda after item 6 was removed. Plan revision #5 was approved for the Lakeway Regional Medical Center - it basically moved impervious cover credit to a new project.
Police Report:
LPD Officers conducted 189 traffic stops, responded to 9 alarm calls, responded to 19 animal calls, responded to 15 collisions, answered 26 suspicious circumstances calls and handled 104 other types of calls for service for a total of 362.
Routine traffic stops resulted in the following charges; Lakeway Warrants X 1, Reckless Driving X 1, Driving while Intoxicated X 1, and Possession of Drug Paraphernalia X 3.
Officer responded to a single vehicle crash on RR 620 Thursday morning. The driver of the car had a medical emergency which apparently contributed to the cause of the crashed. Upon arrival officer administered CPR and had to use the AED. The driver was able to be transported from the scene and was placed in the care of Baylor Scott & White hospital staff.
Officers responded to a Morning Cloud address in reference to a missing person. It was learned that an elderly female had left the residence earlier in the day to go shopping. The female has been diagnosed with Dementia, and the family could not locate her. Officers took a report and activated a Silver Alert. The female was located near SH 130 in the city of Lockhart. She was unharmed and reunited with her family members.
Officers responded to a disturbance call at a RR 620 S. restaurant. Officers found that an argument had taken place inside the restaurant between two subjects and continued in the parking lot. The argument was verbal only and no charges were filed. One person involved had active arrest warrants from Tom Green County. The subject was arrested and transported to Travis County Jail for the warrants.
In June 2017, Detectives were assigned to investigate a report of a theft by a former employee of a local business. With the assistance of the company’s fraud department, Detectives were able to identify over $23,000 worth of unauthorized purchases by the suspect. Detectives further learned the suspect was on probation for a similar incident and was barred from working with money. After a thorough investigation, Detectives established enough probable cause to have an arrest warrant (Theft, State Jail Felony) for the suspect. Detectives were able to locate and apprehend the suspect in this case. After being released on bond, Detectives were notified that the suspect’s probation officer issued an arrest warrant (Violation of Probation, 2nd Degree Felony). Detectives worked with patrol officers who located and apprehended the suspect for the outstanding arrest warrant.
Detectives responded to the Lakeway Resort & Spa to assist patrol officers with a possible incident of Credit/Debit Card Abuse. According to the complainant, an unknown subject reserved several rooms and attempted to pay for them with a possible stolen credit card. Officers located a subject in one of the rooms who was later interviewed. Detectives were able to identify the suspect in this case and served multiple subpoenas for phone lines, IP addresses, and an email address. Following a thorough investigation, Detectives were able to obtain an arrest warrant (Credit/Debit Card Abuse, a State Jail Felony) for the suspect who remains at large.
Detectives with the CIU responded to the Lakeway Municipal Court following an internal distress alarm activation. City Marshal Fred Johnson was dealing with an unruly court visitor who refused to provide any personal information when requested and became belligerent. During the interaction, Detectives assisted Marshal Johnson with arresting the subject. The subject was charged by Marshal Johnson with Failure to Identify and Resisting Arrest. There were no injuries reported as a result of this incident.
At the Capital Area Law Enforcement Executives Association meeting held last Friday, Police Chief Radford was unanimously selected to serve as the President of their association. This will be his sixth consecutive term as president.

On Sunday, December 3rd, the Lakeway Sing Alongs will perform "A Sleigh Full of Christmas" at the Activity Center - two shows, 2:00 p.m. and 4:30 p.m. to benefit the Green Santa Program. Admission is an unwrapped gift for a child 17 or younger.
Breakfast With Santa is coming up on December 9th also. The 10:30 seating is sold out but I understand there are tickets available for the 8:30 seating - it's great fun for the kids and they can get their picture taken with Santa!

Police Report:
LPD Officers conducted 286 traffic stops, responded to 13 alarm calls, responded to 16 animal calls, responded to 8 collisions, answered 28 suspicious circumstances calls and handled 86 other types of calls for service for a total of 437.
Routine traffic stops resulted in the following charges; Lakeway Warrants X 1, Possession of Alcohol by a Minor X 1, Driving while Intoxicated X 3, and Possession of Drug Paraphernalia X 5.
Officers responded to a disturbance call at a Cutty Trail address. Upon arrival officers learned the neighbors had gotten into an argument following their Thanksgiving dinner. The disturbance was verbal only and all parties involved were separated and returned to their own residences for the night. No charges were filed in this case.
Officers were called to investigate a vehicle stuck in the median on Lakeway Blvd. The driver of the vehicle told officers that she had turned too soon and then ran into the median to avoid an accident. The vehicle was stuck in the median and was removed by a tow service. Approximately 30 feet of sod was damaged. The driver of the vehicle provided insurance information for the damages and was issued citations for traffic violations.
Officers responded to an Indianwood address in reference to a disturbance call. Officers learned that parties were involved in an argument. One person had been assaulted and received threats of further harm by the other. This subject was placed under arrest for assault family violence and transported to the Travis County Jail.
Officers responded to a RR 620 S. convenience store in reference to a theft call. Upon arrival officers were advised of a male subject who had stolen a case of beer and ran from the store. Officers checked the area and located the subject hiding in the bushes. The subject was arrested and charged with theft and public intoxication. He was transported to the Travis County Jail.
Detectives were assigned to investigate a report of a violation of a protective order after a victim reportedly received multiple text messages and calls from an ex-girlfriend. According to the victim and court records, a lifelong protective order had been issued in July after an incident of dating violence. The order prohibited the suspect from contacting the victim in any manner. After obtaining multiple forms of digital evidence, Detectives were able to obtain an arrest warrant (Repeated Violation of Certain Court Orders, a 3rd Degree Felony) for the suspect who remains at large.
Detectives were assigned to investigate a tip received through the Department’s Facebook page. According to the anonymous tipster, they observed a threatening post made by a subject who was believed to have been a Lakeway resident. The post made threats against an ex-spouse and towards law enforcement. Detectives were able to identify the suspect and determined he lives in the Houston area. Detectives identified the ex-spouse and advised her of the threat. Detectives and Police Communications personnel worked with several agencies and requested welfare checks on both parties before issuing a law enforcement (officer safety) bulletin to all law enforcement agencies in Texas. Due to the victim residing in the City of Austin, Detectives turned the case over to the Austin Police Department Strategic Investigations Unit for further investigation.
Detectives attended the Trauma-Informed Sexual Assault Response training which was presented by the TCSO Victim Services, SAFE Alliance and the Travis County District Attorney’s Office. The goal of the course was to provide an overview of trauma responses and parameters for law enforcement based Victim Services response, an overview of exam processes, and overview of the roles of community advocacy, and an overview of sexual assault reviews with the District Attorney’s Office personnel.
LPD personnel attended a congratulatory dinner for Detective Mary Proctor at the Rough Hollow Grille to celebrate the recent conviction of Saffa Bell. Det. Proctor was presented with a customized plaque/shadow box containing a news article, Meritorious Service Medal, and an LPD Challenge Coin for her role in the investigation. ADA Rob Drummond (Travis County DA’s Office) also attended and presented a very moving and emotional letter he received praising the investigation and subsequent conviction of Saffa Bell. The letter was sent from a victim who had been previously assaulted by Saffa Bell in 1986.
LPD Detectives and BCPD personnel teamed up to travel to the Harris County Jail to extradite two wanted individuals back to Travis County in reference to separate and unrelated Credit Card Abuse investigations. During the transportation, LPD Detectives met with Detectives from the Lavaca County Sheriff’s Office to retrieve stolen property they recently recovered. The property was initially stolen during burglaries that occurred in Lakeway. Those cases remain under investigation.

What a wonderful holiday weekend! I can't remember a string of days when the weather has been this nice. It was a short week at the city but there are still things going on.
Monday we had two meetings, one on current development behind HEB to Lohmans Crossing - and a regular council meeting.
First the development meeting. Here is that agenda. Here is a link to the video. There was open discussion about the 11 properties and what we know and what we don't know. There's a lot of "don't know". The main topics were the Stratus property and the MUD property under contract to Haythem Dawlett. Here is a link to the property map and a link to the legend - there have been some corrections to the legend since the meeting.
It concerns me to get out in front of development and possible property acquisition but our relationship with Stratus is pretty good, so here goes. They made a proposal to change the PUD (Planned Unit Development) that is currently set up for garden homes on the 37 acres they own about a month or so ago. They wanted to change the pud to allow +- 350 apartments in exchange for giving the city about 25 acres of the property for parkland. There is no support for this deal that I am aware of from council. I have initiated an appraisal for the property and once we have more information will look at the possibility of purchase for possible parkland.
There is much work to be done before that point arrives. These are pictures of the three ponds on the property. They are connected by a stream that never dried up during the previous drought. There is actually already a trail system on this property - go to the end of Main St. and check it out. Remember it is private property, so treat it as such.
There was discussion on the MUD property also. Here is the video. The only new news on this is that I have a verbal commitment from Mr. Dawlett to make the Main Street and Lohmans Crossing extensions 4 lanes to improve traffic flow. When all this comes together, I look forward to residents being able to drive into the Oaks and "City Center" via Lohmans and Main instead of using 620.
Many questions were answered to the best of our ability and and an open discussion was held. It appeared to be well received. As always, questions to myself and council are always welcome.

Council met directly after the Special Session. Here is a link to the meeting. Here is the agenda including all info made available to council.
4. A presentation was made on contributions to the Texas Municipal Retirement System. Council voted to increase the limit to 15.5%. This makes no changes to the current plan and there is no fiscal impact.
5. Council Member Hennagin made a report on citizen engagement. She and Council Member Trecker have been working with Devin Monk for improvements.
6. A STR (Short Term Rental) renewal was approved. The property manager was present and received input from council on issues with the property.
7. A STR renewal was approved at 334 Explorer with input from council on issues at this location.
8. A street right-of-way was vacated because of the re-alignment of Flint Rock Road.
9. A zoning change from R-1 to C-1 was approved for Cherry Peak, Ltd.
10. The City Manager was authorized to execute an impervious cover transfer agreement related to the sale of the "Reed" property for the Police Station property.
12. Contractor services were awarded to successful respondents for projects in the City's Capital Improvement Plan.
17. And finally, Steve Swan was appointed Treasurer to replace Dave DeOme after he retired from the position.

I was and am very proud of the events in Lakeway last week!
First was the Veterans Day Ceremony held at the LTISD Performing Arts Center that drew 900-1000 folks to honor our veterans that are the fabric of Lakeway and surrounding areas. We had the Lake Travis Band that the Mabry Army band joined, Astronaut Alan Shepard's daughter that spoke to the crowd and we presented certificates to the veterans or family that had names engraved on the monument at the Heritage Center.
A "smart home" was given to Alan Babin, Jr. for his heroic efforts that left him severely disabled. Hundreds attended the hand off of the home by Gary Sinise of the Gary Sinise Foundation - what an honor to welcome this family to the Lakeway Family! Covered in the national news!
I was troubled and disappointed that neither event was covered by our local paper - neither the Lake Travis View or Statesman could spare anyone for coverage. Thanks to Editor Ed Allen of the View for publishing pictures that were furnished by Devin Monk - but no coverage other than that.
Front page coverage was furnished to a group drew 60 people that are making guesses about what the development will be between behind HEB and Lohmans Crossing road. Two proposals were made by developers, one by HSD Development on the current MUD property (discussed in an open meeting) and the other an unsolicited proposal by Stratus (discussed in an open meeting) - both of these are on the city's website and have been reported on in this blog.
Wouldn't it have been nice to see a reporter make at least one of the events that are the fabric of Lakeway? It appears we will only get coverage of events that align with their agenda.
Council is holding a Special Session at 5:30 Monday to describe what we know and what we don't know. It is open to the public and is agendized so both I and council can attend, give factual information and hear citizen comments. There is very little information that we have and any decisions that are made in the future concerning these and the 9 other tracts in the area will be vetted in open meetings as all the other developments have been done for 50 years.

Lots going on - lets get to it!
The Charter Review Committee met this week and will have a report to the City Council at the December meeting - I certainly appreciate their efforts and am looking forward to the results.
The board of Ethics met this week to continue work on drafting a written process for conducting investigations into alleged violations of the ethics code. They will be looking into two complaints filed about a Board of Adjustment meeting earlier this year.
We are scheduled to close on the final tract of land for the new Police station - hopefully November 28th. Everything is falling into place for groundbreaking in January 2018.
The final blood drive for 2017 is happening as I am writing this report. We will be honoring Searcy Willis for 10 years of coordinating the blood drives that have collected over 4,000 units of blood at the 60 drives that Willis coordinated of the 10 years. Isn't it wonderful to see the volunteer spirit that is in Lakeway that sees an issue and works to make a difference.
BDS continues to be very busy! Here is a link to the weeks efforts and work. I continue to be amazed at the number of new homes and construction that is happening in our city!

The next Big Band Bash is coming up December 11, 2017 from 8-10 p.m. at the Activity Center featuring Kent Dugan's 17-piece orchestra, The Republic of Texas Band. The event is free so get out and enjoy some GREAT music!

LPD Officers conducted 263 traffic stops, responded to 9 alarm calls, responded to 27 animal calls, responded to 10 collisions, answered 21 suspicious circumstances calls and handled 87 other types of calls for service for a total of 417.
Routine traffic stops resulted in the following charges; Out of Jurisdiction Warrant X 2, Lakeway Warrants X 1, and Possession of Drug Paraphernalia X 3.
Officers were called to Baylor, Scott & White emergency room in reference to a patient who was alleging they had been kidnapped and sexually assaulted. Officers spoke with hospital staff and then the patient. The patient had been transported to the hospital by EMS. The alleged offenses occurred outside of Lakeway. This case was referred to the Travis County Sheriff’s Office for further investigation.
Officers were called to a local Pro Shop in reference to found property on the golf course. Upon arrival, officers learned a golf course employee had found an eyeglass case on the course. Inside the case officers found syringes containing an unknown liquid believed to be a controlled substance. The syringes were placed into evidence for further testing. No charges have been filed in this case.
Officers were called to the Lakeway Swim Center for a suspicious circumstance call. Upon arrival, officers found two subjects in the parking lot engaged in an argument. After further investigation it was determined that one of the subjects had warrants issued for their arrest. The wanted person was arrested and transported to the Travis County Jail.
Officers were asked to assist in locating a run-away juvenile that was possible in Lakeway by another agency. After checking a local residence, officers were advised that the subject may be at a restaurant located on RR 620 S. Officers checked the restaurant and found the subject. The subject was transported to Lakeway PD and turned over to Travis County Deputies.
Detectives were assigned to investigate a report of an Indecent Exposure in the 2000 block of RR620 South. According to the adult victim, a customer exposed his erect penis in view of the victim. A nearby witness was able to take a photograph of the suspect’s vehicle, before the suspect was able to flee the area. The photo assisted Detectives in being able to fully identify the suspect. The following day, the suspect returned to the business and confronted the victim again. The victim called LPD and officers responded, however, prior to our arrival the suspect was able to flee the area. Detectives issued an arrest warrant (Indecent Exposure, Class B Misd.) for the suspect who remains at large.
In June 2017, Detectives were assigned to investigate a report of a theft by a former employee of a local business. With the assistance of the company’s fraud department, Detectives were able to identify over $23,000 worth of unauthorized purchases by the suspect. Detectives further learned the suspect was on probation for a similar incident and was barred from working with money. After a thorough investigation, Detectives established enough probable cause to request an arrest warrant (Theft, State Jail Felony) for the suspect. Detectives apprehended the suspect on 11/16.
In September 2015, Detectives were assigned to investigate a report of a Sexual Assault that occurred in the 300 block of Champions Drive. According to the victim, who was visiting a co-worker, they were having drinks when the victim became tired and passed out. The victim awoke to the suspect sexually assaulted. The victim fled the residence and immediately contacted police. Detectives executed multiple search warrants in efforts to obtain physical evidence from the suspect and worked closely with the Travis County District Attorney’s Office. The suspect was ultimately arrested for the sexual assault. On 11/16/2017, the suspect was found guilty of the sexual assault and is facing a life sentence due to a prior arrest (Burglary with Intent to Commit Sexual Assault). The suspect has several other charges pending at this time.

Good morning! Friday was a busy day - a great day for Lakeway. Lets look at the good things going on here in our wonderful community!
Veterans Day had two celebrations going on simultaneously! We got new citizens and a hero in one of them. The Babin family officially moved into their new home furnished by the Gary Sinese Foundation! Alan Babin, Jr. was injured severely while trying to help fellow soldiers in a fire fight. Gary Sinise was in Lakeway to give the keys to the new home to Alan, Rosie and Alan, Jr. Here's a link to the KVUE report. I appoligize for those without Facebook, but here is a video of the Babin's on Lohmans Crossing where the passed the Elementary school where all the students and teachers welcomed them to Lakeway with waves and flags. It was a great celebration and presentation - a wonderful example of the good in Lakeway!

The Lakeway Veterans Day celebration was held at the LTISD Performing Arts Center at 10:30 to a nearly full house. The entire LTISD Band, the Choir and the Camp Mary Army band. Astronaut Alan Shepard's daughter, Julianna Shepard Jenkins was the guest speaker - what a show! She and her sister brought a golf club Shepard used to "hit a ball" on the moon! All area Veterans and spouses were honored at the event and certificates were passed out to those that had their names engraved at the Heritage Center Monument. A reception and luncheon was held at the Lakeway Heritage Center. A special thanks to the Lohmann's Ford Chapter to the DAR for their continued support of the event!
Thank you to all the Veterans for their service and sacrifice! Thanks to the LTISD for the use of the Performing Arts Center, the band and choir - we couldn't have done it without you!

Contractor for the Police Station did a pre-bid conference this week and reported good attendance. Bids will be opened next week and will begin evaluating subcontractors. The city is processing site development and building permits and is finalizing site acquisition. We are on schedule to break ground in January. City Manager Steve Jones will start doing a monthly report on the progress of the project at council meetings.
Mr. Jones also spoke to the Leadership Lake Travis groups this week about new developments including city center, options we are evaluating on the Stratus property and the second phase of Tuscan Village.
There has been some interest in the properties behind HEB. Here's what we know - anything else would be conjecture:
Stratus has offered to trade higher density (350 unit apartment) on south end of their property for 25 acres of parkland (north end of the property). I have seen no interest from council on this proposal. They currently have the right to build R-5 condos on the property (around 200 units) that would take the entire property. We are currently looking at other options - possibly a purchase. Here is the Stratus meeting video.
Hathem Dawlett has made a proposal for the property. Here is that video. Mr. Dawlett has contacted the city and offered to make both Lohmans Spur extension and Main Street 4 lanes. There has been no other movement on this project.
There are actually 9 property owners in this area. That includes the MUD property (under contract to Dawlett), Church of Christ property, school property, Reed Property, and other pieces. That's all there is for now, anything that evolves will be talked about at public ZAPCO and Council. If you have specific questions, I or any council member will be glad to get you an answer.
The Lakeway Blvd. irrigation project is nearing completion. They will be working on the four medians West of Lohmans Crossing next week. Alpha Paving will start Monday on multiple asphalt patches throughout the city.
BDS is very busy. They have had over 50 requests for temporary certificates of occupancy. Here is a link to his weekly report.

You have probably already heard, the bonds all passed this past election. That means our Sports Stadium has moved forward and will be built.

LPD Officers conducted 257 traffic stops, responded to 11 alarm calls, responded to 19 animal calls, responded to 7 collisions, answered 24 suspicious circumstances calls and handled 114 other types of calls for service for a total of 432.
Routine traffic stops resulted in the following charges, Out of Jurisdiction Warrant X 2, Possession of a Controlled Substance X 1, Driving while Intoxicated X 1, and Possession of Drug Paraphernalia X 3.
Officers responded to a Sailmaster address in reference to a criminal trespassing call. Upon arrival officers found a subject in the front yard. The homeowner did not want the subject, who was an ex-boyfriend, on the property. He was issued a criminal trespass warning. Further investigation revealed that the subject was intoxicated; he was issued a field release citation for public intoxication and released to a relative that was called to the scene.
Detectives were assigned to follow up on a possibly credit card abuse incident after patrol officers located several credit/debits cards during a traffic stop in the 2000 block of RR620 South. Due to a lack of cooperation on behalf of the debit card issuers, detectives were unable to locate/contact any of the potential victims and were forced to close the case without prosecution.
Detectives responded to the 15000 block of Barrie drive to assist patrol officers with a deceased person call. Detectives and Crime Scene personnel processed the scene and interviewed several parties at the residence. After a thorough investigation, it was determined the elderly subject likely died of natural causes.
Detectives were assigned to investigate a report of Harassment in the 300 block of Fantail Loop after the victim reported receiving multiple harassing text messages and emails from a former boyfriend. Detectives are conducting interviews and attempting to gather evidence in the case as the investigation remains active.

Thursday night we held the annual Volunteer in appreciation for all the hours our volunteers donate to the city. We also gave two volunteers "Unsung Hero" awards and honored the Volunteer of the Year! The two Unsung Hero awards went to Bob Kirmse and Searcy Willis. 
What a GREAT "Lights On" Celebration in Lakeway last night. The weather was perfect and folks came out in droves to enjoy the festivities. You might remember last year it rained and rained and rained, year before it was really cold! 
As expected, Santa and Mrs. Claus arrived to the joy of hundreds of kids - Lakeway is lucky enough to have the REAL Santa! He took time to talk to all the kids (and some parents). You could decorate cookies complements of HEB and there was a fire pit where everyone could roast marshmallows and make S'mores. There was also Hot Chocolate available.
The Trail of Lights lit up on cue when Santa plugged it in and was enjoyed by hundreds of folks - what a great event.
Don't forget the Sing-A-Long show tomorrow, Sunday, December 3rd. Two shows, 2 p.m. and 4:30 p.m. - admission is a gift for a child up to 17 years old to benefit the "Green Santa" program. These gifts will be wrapped and given to children in the area.
