July 4th, Bond Open Session, Single Stream

Is everybody ready for July 4th? Dress cool and enjoy the festivities! The parade will be GREAT and the Block Party at the Swim Center looks to be OUTSTANDING! Here is a link to the full schedule of events!

The Public Hearing for the Travis County Bond Issues will be held tomorrow (Thursday, June 30) at 7PM at the City Hall. Please come and support this issue and express your views. It is important that Travis County supports our issues in the area! Here is a link to the press release!

Lakeway Airpark South has been delayed again. There are still outstanding issues that need to be resolved before it can be brought back to ZAPCO and Council.

CBC, Parks and Rec, Weekly Report

It's a long one so lets get started!
CBC met in regular session Thursday - here is that agenda.
Item 1 was a variance request to place mechanical equipment in the 5' building setback - this was denied by a unanimous vote of the commissioners.
All other items except #9 were approved. 9 was pulled from the agenda.

Mike Boston, the city archivist, continues to collect information about August Liebelt, the German immigrant who constructed the only remaining 19th century cabin still standing within the Lakeway ETJ. This cabin is proposed to be moved and preserved in the near future.

Memorial disks were installed along Lakeway Blvd. at Top O' the Lake - one under the cedar ash and one under a mountain laurel. Check them out!

A new cedar fence was installed at City Park and it looks GREAT!

The second Movies in the Park will take place this Saturday (6/25) and the feature is "Nanny McPhee Returns". The event two weeks ago attracted an estimated crowd of 340 - most ever! There will be free water on site for attendees!

Steve Jones Report:

The rain Tuesday leaked into the police station and soaked Detective Davis's office - a downspout was not properly installed and water backed up into the building.

Travis County voted unanimously to authorize the County Clerk to proceed with plans to implement a Vote Centers program for the November 2011 election. It is still waiting on Secretary of State approval. If implemented, you will be able to vote at any station during the election.

It looks like the City and Austin Energy are close to a franchise agreement - this could provide $225,000 in revenue to the City if approved.

Parks will be working on Park #1, the wide median in Lakeway Dr. near the Lakeway Resort. It appears there are sufficient funds in the budget to renovate it. Since there is significant sod replacement, it is contingent on rainfall this Summer.

It looks like Travis County is working to fund 1/2 of our 9-1-1 PSAP service that is not funded by CAPCOG. With a little luck Commissioners Court will approve it - the County has funds earmarked just for this type purpose!

Public Meeting, CBC, Council

There will be a Public Outreach Meeting June 30, 2011 at 7:00PM at the Lakeway City Hall to inform residents and ask for support for the County Bond that will improve Flintrock Road and Bee Creek Road between Highlands Blvd. and Hwy 71. Citizens participation had a surprise - the Summit / Rotary had a pancake sale and put someone out on the street to advertise the event. There is an ordinance prohibiting that and they were not allowed to continue.

The Financial Report given by Treasurer Al Tyson was GOOD news! We are $130K above revenue projections (property tax, sales tax, fees) and expenses are $488K below budget for a net of $618K in the green! A big thanks to all the departments that are holding the line to make this happen!

Detective David Davis was honored for 20 years of service to the City of Lakeway and was presented a pin and plaque by Mayor DeOme. Here is a link to the write up from Chief Radford. I would like to personally thank Detective Davis for his hard work!

Mayor DeOme proclaimed the month of July, 2011 Parks and Recreation Month in Lakeway. Here is that proclamation!

Item 7 was addressing the annexation that the City has held three public hearings on. This evening Council voted to annex items a through f and g (North Brooks Hollow) was postponed until the meeting of September 19th to allow staff to address issues in the Cities ordinances.

A lease agreement was approved with the Lake Travis Community Library District for a ground lease. Since the City is holding partial ownership in the building for collateral on the bond, the bond attorneys required this document.

Enterprise Rent-A-Car was granted a Special Use Permit to operate a facility at 2300 Lohmans Spur.

The Special Use Permit for Rough Hollow Yacht Club was postponed at the request of the applicant.

There was an amendment passed for the sign regulations to allow more detail on directional signs for builders of large (100+) subdivisions.

An amendment was passed to the Zoning Ordinance pertaining to the time period required between similar applications on the same property.

Item 13 reallocated available funds to allow new landscaping to some intersections of the City. Andra Dearing, Director of Parks and Recreation is working to bring our decor into the 21st century. The pictures were GREAT and I can't wait to see it in real life. The first intersection will be Lakeway Blvd. and Lohmans Crossing. Keep your eyes open!

In the consent agenda, Council approved the Quarterly Investment Report, William Hawkins was appointed Heritage Commission Member, Don Stevenson was appointed Board of Ethics Member, Tom Armstrong was appointed LMUD Community Advisory Committee Member, and the minutes of the May 16th and May 23rd meetings were approved.

Speed Change, Council, Blood Drive, Steve Jones Report

Enjoy the drive! The speed limit is now 35 on Highlands Blvd. Although its only 5 mph, it makes a big difference when driving that way.

City Council will meet Monday, June 20, 2011 at 6:30PM. Here is that agenda. As you can see, it will be a busy evening! The mayor plans to ask for a motion to delay the final vote on North Brooks Hollow until September 19, 2011 to allow discussions and revisions to current ordinances.

There is another Blood Drive scheduled for Saturday, July 16, 2011 at the Activity Center for 8AM till noon. To schedule an appointment, call Searcy Willis at 261-9055 (hm) or 799-5714 (cell). The Lakeway community always plays a significant role in meeting the needs of the community! Thanks You!

From Steve Jones:
Capital Area Council of Governments (CAPCOG) has revised their budget plan and have included funding for 1/2 of our 9-1-1 PSAP service for the next two years. It appears that the County is considering funding the other half - this is GREAT news!

The site plan for the Holiday Inn at RR 620 and Oak Grove Rd. has been approved and the building plans are in the process of being reviewed. A site plan has also been approved for Discovery Point Phase II - this includes an office building behind Mizu's restaurant.

The City will be putting up banners and signs to remind residents that fireworks are illegal in the city limits. Because of the dry weather and heightened fire risk Travis County is restricting fireworks in the whole county.

July 4th, Garbage, Teen Drivers

Hi folks! Well it's official. Fireworks are banned in Travis County this July 4th. The City is working hard to make the day special! Here is a link to the latest and greatest flyer with all the times and events! Looks like fun!

Because of the July 4th festivities, some trash pick up will change from the 4th to the 5th. Here is a link to more information. You should also have gotten a news flash - if not be sure to sign up!

Judge Madison sent me an email about summer teen drivers - we usually lose one every summer and it is tragic! Here is a link to a write up. Please be sure to discuss some of the pitfalls discussed in the article and lets make this a SAFE summer for all our young drivers!

July 4th, Brooks Hollow Update +

First a little bad news - some of you might have heard that Travis County has banned fireworks for July 4th celebrations. That means the City has had to cancel our annual display! Ouch!

Not to fear! Andra Dearing has been hard at work scheduling a fun filled day of celebration! Here is a link to the current schedule! It will be a GREAT day!

There was a ribbon cutting for the official opening of Serene Hills Thursday - it's been open for a while now. Try out the new road!

The Mayor has agreed to postpone the annexation vote of North Brooks Hollow to the September 19, 2011 Council meeting after receiving a letter signed by 12 of the 18 residents to allow time to address and update R-6 zoning regulations to better fit the eclectic nature of the neighborhood. These amendments will allow the majority of residents to feel more comfortable with the possible future annexation and they have agreed to mitigate their opposition. Thanks to Tom Keel for his efforts!

From Steve Jones -

The Legislature has passed a bill that if signed by the Governor may affect the City's ability to hold Council elections in May on even numbered years. If we wish to continue May elections, we may have to conduct them without the County's help.

It appears there is one more piece of business prior to issuing the library bonds. The City needs to enter into a ground lease with the Library District and that agreement will be on this month's agenda for consideration.

We were informed yesterday that the developer of Sereno Colinas (formerly Serene Hills) will submit an application to the Board of Adjustment for a variance allowing street-facing garages in the subdivision. This was denied by the CBC because they felt doing a blanket variance for the 400+ homes was inconsistent with normal practices and any variance should be brought forward on a case by case basis. The meeting is scheduled for July 20, 2011 at 3PM.

MUD Meeting, Police Report Update

The Lakeway MUD met today in regular session. Here is that agenda.

Tom Brewer was appointed to the Board of Directors to fill the vacancy left by Tom Priddy's resignation and move. Welcome!

The easement request by Rough Hollow Development was tabled until next meeting so they could investigate liability issues.

A 3% merit raise pool was approved to be put in the budget. The pay scale will be adjusted up 2%.

The Community Advisory Committee was retained and an effort will be made to make them more proactive.

A motion was passed to hire a consultant to address rates with both Austin Energy and Pedernales Electric.

A study continues on Potential Additional Utilization of the Palos Verdes Recycling Plant.

A motion was passed after much discussion to sign an agreement required by the Social Security Administration that was not done when Lakeway MUD was first started. This was discovered by the IRS auditor.

The rest of the meeting was in Executive Session - Karl Ansbach was to do the General Manager Performance Evaluation and there was a discussion on the purchase of the LCRA's Lakeway Raw Water Barge.

Sears "Treasure Hunt", Airpark Young Eagles


The Sears store on 620 hosted a "Treasure Hunt" where antiques were valued by a dealer. Sears owner, Greg White, wrote an essay about the Liebelt Cabin (located on the old Wunneberger homestead) and won a $2500 grant for the preservation of the cabin. The grant check was presented to Mayor Dave DeOme Saturday as a donation to help preserve the cabin. The owners of Revival were on site to help value some of the "Treasures" some folks brought by to be looked at. Refreshments were also served. Here's a link to the Lake Travis View story!

At the same time, the pilots of Lakeway Airpark held an "EAA Young Eagles Flight Experience" at the Lakeway Airpark. Many area youngsters were given rides in local small aircraft. There was a big turnout and everyone had a GREAT time!

Quarter Century Club, CBC, Jones report +

Today the Quarter Century Club of Lakeway had their annual get together at the Activity Center. This is the 13th annual meeting since the Club was started in 1999. Here is a link to the Homeowners News with a write up of that first gathering! This a unique subset of Lakeway individuals - one has lived here for 46 years!

Lakeway MUD will meet on Wednesday 6-8-2011 at District Headquarters for their monthly meeting at 9:30. Here is that agenda.

The new Sears store in Lakeway on 620 is sponsoring a Craftsman event called "Finding America's Treasures" today, June 4th. The owner, Greg White, wrote an essay about the Liebelt Cabin (located on the old Wunneberger homestead) and won a $2500 grant for the preservation of the cabin. The grant check will be presented to the City at 11AM.

Appraisers will be on hand to review one item that you may bring to show them. Hidden treasures such as vintage Craftsman tools, historic signs and bicycles will receive a professional opinion on what they are worth!

The City received the Comptrollers Gold Leadership Circle Award for the second year in a row! This is given to agencies that provide superior financial information to the public. Thanks to Julie Oakley and her department for helping the City maintain this level of quality!

The Hazardous Wast Event was a success! 545 vehicles came through, 65,104 lbs. of hazardous waste was collected. We even got a not of appreciation from one person!

Signs have been ordered to increase the speed limit on Highlands Blvd. from 30 to 35 mph.

Shannon Burke reports that Paul Duncan had a pre-construction conference with the Holiday Inn contractor and the site plan permit is close to being issued.

Shannon also reported that we have hired a new code enforcement officer. Welcome Rowdy Salazar! Rowdy will start June 20th.

The developer has scheduled a ribbon cutting for Serene Hills Drive next Thursday at noon.

Chessie has been working with the City Attorney to develop ordinances that will allow the City to control locations of any seually oriented business and prohibit the sale of substances that are being used in the same manner as illegal drugs.

Paul Workman advised us that he was unable to amend the state's budget bill to include funding of our 9-1-1 PSAP system. However there is another effort underway to fund all PSAP's. We are optimistic that funding will ultimately be approved.
