Let's start with Steve Jones report first!
As previously reported, the First Thursday Brush Drop-Off Program will be reinstated starting in April. This will allow residents to drop off their yard waste (limbs and brush) at our Public Works center on the first Thursday of the month. Please don't trim Live Oaks from February thru June because of Oak Wilt.
Monday morning Steve met with Larry Weiz, General Manager of Austin Electric to discuss electric rates for out-of-city customers. He is attempting to have out-of-city customers excused from the 9.1% general fund transfer from the utility fund to the general fund. That, along with a franchise fee, will go a long way toward closing the equity gap.
Serene Hills Dr. between Flint Rock Road and SH 71 should be opened to traffic by noon tomorrow (Saturday). Posted speed limit will be 35 mph - there will be no light at the SH 71 intersection until TXDOT determines it is necessary.
Fuel cost is driving a slight increase in our solid waste service rate. the rate for the second quarter will be $50.70 compared to $50.19 for last quarter.
Steve is also working on getting our two projects, Bee Creek Road and Flintrock road improvements, included for funding on the Travis County Bond election. Flintrock Falls resident Leigh Naftalin is helping him with this project - Thanks Leigh!

The annual Eggstravaganza is scheduled for April 16th at City Park. You are invited to come out to celebrate Spring! There will be egg hunts, a petting zoo, glitter tattoo artists and much more!
There will be a Spaghetti Supper on April 6th benefiting the Library. It runs from 5 to 8PM at the Activity Center, Tickets are $10 in advance at the Library and $15 at the door. See you there!

Exxon, Brush Program, Bond Election, CBC
The tanks were removed at the old Exxon station, samples of the ground were sent out for analysis - usually takes 7-10 days. If no problems are found, the dirt will go back in the hole and concrete cover will be restored. If there is an issue, hopefully the correction process won't take too long. Thanks Shannon and Greg!

Council Update
Council met Monday evening - it was good to see many Citizens there! Click here for the agenda and here are the results:
The financial report was presented by Treasurer Al Tyson - it appears the City is in good financial shape and we are over budget on revenues and under budget on expenses - good work!
Presentation of the Audit Report was made by Singleton, Clark & Company, P.C. - Mrs. Oakley and City were awarded an A+ on the audit - the presenter couldn't say enough on how our Staff excelled and said they were doing an exceptional job. GOOD WORK!
The contentious topic of the evening was a discussion of proposed short term rental legislation. This was a discussion item only and both sides were heard on the issue. No action was taken and there was interest in obtaining more data on issues caused by these rentals. More to come I'm sure!
A budget amendment was passed allocating $37,600 from the General Fund to update the Flint Rock Road Design Summary Report by HDR Engineering. This will be used when and if the Bond by the county for road improvements is passed.
A motion was approved to use $49,000 from the Parkland Fund in construction of a new trail in the median of Lakeway Boulevard from Lohmans Crossing to Top O' the Lake Dr. Good work on that Andra!
The election was canceled and Mayor and three Council Members were declared elected since they were unopposed. No SIGNS!
The Consent Agenda was passed, please welcome Ward Beebe as Assistant Treasurer, Bridget Bertram as Parks and Rec. Committee Member and James Wickesberg as Parks and Rec. Committee Member. Thanks to you folks for serving in our wonderful community!

Week's News
Spring starts Sunday - feels like we missed it already! This weather is why I live in Texas!
You might have read about the funding being cut for the 911 service we enjoy. Here is some info. The service they are taking about cutting relays 911 calls to our dispatch center. We average about 13 calls a day through this link and the City feels this is an important service to the citizens. Mayor DeOme has written a letter protesting the cut - take a look!
Council will meet on Monday at 6:30 in regular session. Here is that agenda. If you want to see your Mayor and Council in operation, come by and watch!
It appears the flag poles are now in place at Lohmans and 620. I hope we will see the flags back up soon!

Austin Energy is proposing a franchising agreement with the City. Prior to this, they have maintained they are not required to have franchise agreement with Cities they serve. They are offering a 3% fee to us and other small cities. AE has represented that they will not pass the fee on to our residents in the form of a tax on their electric bills but they do not commit to that in their agreement. There are other concerns involving permits, street cuts, and overhead lines. Hopefully this will be ready for the Council in April.
TxDot has informed us that they have received numbers from the Census Bureau and plan to change the population on all city limit sings by the end of August.
The bond attorneys are drafting an interlocal agreement with the Library District regarding the details of the proposed bond issue. Council members should get a copy next Wednesday.
The Developer has requested an inspection of Serene Hills Drive next week - maybe a real date for opening after the inspection.
We offered the job of city prosecutor to Amy McHugh last week and she accepted. Welcome! She has already started working with the court and the police department. We are happy to have her on our team!
Deer trapping has ended this year with 87 deer trapped. This is down from 121 last year. It appears we have a handle on the deer population and should maintain it at this level. The cost of the program this year is $190 per animal, which is consistent with the past two years.
Lakeway Civic Corporation donated $8,000 toward the purchase of a new police motorcycle. The two small bikes we have are too light and unreliable. They are being traded in for a larger Honda police cruiser - we'll see how that works out.

Medical Parkway should have the base asphalt down by April 1st. The curb and gutter installation is underway now. The medical office building has been pushed back to the fall of 2012.
The new completion date for the hospital behind the Post Office is now mid-May.

Paul Duncan approved the plans for Crosswater Yacht Club this week. They are still working on permits from the LCRA and Travis County. They don't have a construction schedule yet.

Mid Week Update!
As promised, they have been blocking off Lohmans for the flag pole repair - some folks didn't get the memo!
In case you were wondering, the flags were lowered to half staff in honor of a late World War I veteran, Frank Buckles who was buried Tuesday at Arlington National Cemetery. He was the last surviving veteran of World War I. God speed Corporal Buckles, thank you for your service!
Council will meet in regular session Monday evening. Here is the agenda for that meeting.
So far the March Warrant Round up has collected more than $59,995.06. Over $136K in warrants have been cleared. GREAT work!

Election
As of 5pm today, only applications for office from the incumbents were received by the City Secretary. That means there will not be a contested election and the General Election for Council Members in Lakeway will be canceled. Dave DeOme as Mayor, Alan Tye, Dennis Wallace and myself as Council Members were up for re-election and we will all be serving for the next two years.
The Village of The Hills also has an uncontested election and Doug Lindgren will serve another term as Mayor. J.R. Smith will serve as Alderman and Rick Zehrer will replace Lloyd Troeltzsch who is giving up his position as Alderman.

Council, CBC
City Council met today to consider an Ordinance calling a bond election to finance the Lake Travis Community Library's building located on Lohmans Crossing. Here is the agenda.
A presentation was made by P.K. Chatterjee, Treasurer, Lake Travis Community Library District Board. Here is the presentation. It was well received and the ordinance was passed. This is just a part of the process, next is an interlocal agreement with the City that will have to be agreed to and passed by the Council before any bonds are sold. This bond should have no affect on the City Bond Rating nor will any City funds be used to pay the bond - all monies will come from the Library District's tax receipts.
The City Building Commission met Thursday. Here is that agenda.
1. Variance was approved for a fence into the setback - this is a common issue and others have been previously approved.
2. Waver request was not approved and fence was required to look the same on both sides.
3. There was discussion on ordinance revisions and a preliminary document has been sent to board members for review.
4. The first height request 703 Mariner was denied. This would have had a major impact on neighbors views.
5. Height request at 1110 Challenger was approved.
6-12. Most finals were approved with the exception of two with silt fence issues.
All in all a good day!
There is a charity event at the Lakeway Inn benefiting the MD Anderson Cancer Center on April 2. Here is a brochure! Good cause!
The Warrant Round Up is still bringing in a lot of cash. Good job to all the Police and volunteers that have made it a success!

Special Traffic report
As you probably know, a car slid while turning at 620 and Lohmans Crossing during the cold weather a few weeks ago damaging the flagpoles and lighting at that entrance.
Repairs will be going on next week requiring the closure of Lohmans Crossing causing a traffic issue.
Monday - Road closed from 9am until 3pm to remove flag pole and prepare to concrete - crane will arrive at 10am.
Tuesday - Road closed for 3-4 hours to pour concrete.
Wednesday - Road will close at 9am for 2-3 hours to reset the flag pole - crane will arrive at 10am.
Hopefully this will go smoothly!

Mid Week Update
It's been a busy week already! There will be a Special Meeting of the City Council Friday to discuss and vote on a bond election for the Lake Travis Community Library. The Library District is able to borrow money but unable to issue bonds so they are requesting the City do this for them. Here is the agenda. The Library District collects between $300k and $400k per year from their .25% sales tax. In order to get on the ballot, the bond request has to be approved by a March 14th deadline.
If you have driven by the old Exxon Station, you might have noticed they are removing the tanks. This is being undertaken by the owner - I expect to make selling the property easier.
As of this morning, the court has collected $45,377.91 from the Regional Warrant Round-Up. Many defendants are on time payments sot his number should increase for the next 6 months. Good Job!
The Lakeway MUD met in regular session this morning. Here is that agenda.
Item 4 was a request from a resident to move a fire hydrant because of the topography in his yard and location too close to his driveway. After much discussion, there was no consensus of opinion and 3 motions failed. There was no action taken on this item.
5. A vote was taken to approve the Residential Indoor Program with the LCRA. This will make low flow toilets and shower heads available to MUD customers with homes built before 1997 or so.
6. A vote was taken after a lengthy executive session to allow the General Manager and MUD attorney enter into negotiations with the LCRA along with other parties to purchase the barge currently used for surface water supply access.
There was much discussion on the Managers report including a Wellness project developed by Earl Foster for MUD employees along with collection practices. Also discussed - project for reading meters electronically, employees doing underground section replacements instead of contractors and long term planning.
Some folks are reporting they are not receiving my blog emails. I haven't been able to identify the problem, please let me know if you have stopped receiving your notice.

Weeks Review!
The Lake Travis Community Library closed on the property they will use for the new Library on March 3rd. Here is a link to the story in Community Impact! Congratulations!
Library District Board Member P.K. Chatterjee has requested the City call a Special Bond Election to raise $1 million dollars to for construction of the building. There will probably be a special Council Meeting called to address this issue.
Shannon Burke reported this week that a permit was pulled to remove the fuel tanks at the old Exxon station. I expect this is being done to make the property more marketable.

The large banner at Blockbuster advertising their going out of business sale will stay for a while. The bankruptcy courts order supersedes our ordinance.
Chief Radford reports that inspectors for the Texas Best Practices certification program are reviewing our police department - if we pass, we will join a small group of departments with this prestigious state certification.
We learned this week that funding for our 911 Primary Service Answering Point is planned to be cut in order to save the state money. This will have severe implications for our police department's dispatching function including rendering our new dispatching system essentially useless. It will also compl;icate and slow down our ability to dispatch police officers. We are fighting this but if the Legislature continues on their current course we will lose the funding.
The City finished interviews for a new prosecutor this week. All of the candidates are well qualified and a difficult choice will be made next week and a job offer will be negotiated next week.

Regional Hospital Update, Council Workshop
The Regional Hospital Developers held a "Town Hall Meeting" at the Lakeway Inn Monday evening. There were about 100 folks present - unfortunately the presenters from the Hospital Group were not present. There was discussion of other economic happenings in the Lakeway / Bee Cave area including information about current and future housing and commercial developments. Very few questions were answered about the Regional Hospital.
I did find out that it will be a Level 3 Trama Center and scheduling is proposed for shift changes to help with traffic concerns in the area on 620. Steve Jones fielded many questions on traffic issues and future plans for Flintrock Road.
Council met in Special Session Tuesday at 1 PM. Here is the agenda.
3. There was much discussion about sharing of Hamilton Greenbelt trails by walkers and bikers. Currently the thought is to stop any further damage to Greenbelt property, make one of the existing bike trails official, and work to establish separate mike and walking trails. There is also a proposal to assign a piece of parkland in the Highlands for mountain bikers to develop.
4. Sale of Rebel and Sailfish parks was discussed and it was decided to follow up to determine the value of the property and legal ramifications to the sale of the property. This will be brought back to the Council for further discussion.
5. Staff was instructed to spend funds to update the March 2007 "Flint Rock Rd. Design Summary" to get a better handle on what the costs to the City will be when and if the County bonds are approved.
6. A preliminary Capital Improvement Plan was presented by Steve Jones and information was disseminated about how the bond process will work and possible timing.
8. A short report on Hospital status was given. They are actually about 2 months ahead of schedule.
9. Chessie Blanchard made a presentation on the Comprehensive Plan and will bring findings to Council for discussion at a later date.
10. There was a presentation on installing and using Security Cameras to help the Police expand their abilities. It was well received and we will be requesting costs for an initial installation for trial.
11. Andra Streety made a presentation and proposal for a walking trail in the median of the East part of Lakeway Blvd. She will get prices for contractors to do the job instead of city employees to determine further feasibility.
12. Alan Tye and David Taylor will talk to area developers to try to come up with some ideas for development of the Exxon Station property.
The meeting adjourned about 5PM as scheduled. It was a good meeting and many issues were aired.

6. A preliminary Capital Improvement Plan was presented by Steve Jones and information was disseminated about how the bond process will work and possible timing.
8. A short report on Hospital status was given. They are actually about 2 months ahead of schedule.
9. Chessie Blanchard made a presentation on the Comprehensive Plan and will bring findings to Council for discussion at a later date.
10. There was a presentation on installing and using Security Cameras to help the Police expand their abilities. It was well received and we will be requesting costs for an initial installation for trial.
11. Andra Streety made a presentation and proposal for a walking trail in the median of the East part of Lakeway Blvd. She will get prices for contractors to do the job instead of city employees to determine further feasibility.
12. Alan Tye and David Taylor will talk to area developers to try to come up with some ideas for development of the Exxon Station property.
The meeting adjourned about 5PM as scheduled. It was a good meeting and many issues were aired.
