The Monday Council meeting was short and uneventful. Previously, the head of the Homeowners Association from the Villas made comments about an agreement between the City, the MUD, Hills and others. No one was present to speak at the public hearing Monday morning.
ZAPCO will meet in regular session Wednesday, December 1, 2010 at 9:10AM. There are several signs and some re-zoning issues they will be addressing. Here is the agenda.

The deer trapping has been going well this year - it appears we are ahead of last years count.
Ramming Paving will be back after the Thanksgiving Holidays on Monday the 29th. They will start on Lohmans Crossing, move to Sailmaster and then the remaining streets. They should be complete by December 3 barring any weather delays.
Pedernales Electric will be replacing 14 power poles on Lakeway Drive. This is routine maintenance to replace aging poles.
Steve did a presentation to the Lakeway Men's Breakfast Club last week - if you missed it here is the presentation!
Our municipal Judge, Judge Madison, was recognized for his continued dedication to municipal courts and for donating his time as instructor for the TCMEC for 13 years. Here is the award!
One of our Police Officers, Hector Almaguer has completed his bachelors degree in Criminal Justice! Congratulations!
Twenty-eight officers went through use of force training and an assessment of their hand to hand skills last week. The plan is for quarterly training in 2011.

Council, MUD
The City Council met in Special Session Monday morning at 9:00AM. This was one of the three required public hearings for the annexation of the Villas. No one was present to speak either for or against the annexation.
Resolution No. 2010-11-22-01 was approved appointing Jack Wright, Heritage Commission, Member. Congratulations Jack!

Weeks News!
Monday Council will meet in Special Session for a second public hearing on the Annexation of the Villas. Here is the Agenda. Hope to see you there!
CBC met Thursday at their normal time. Here is the full agenda. All of the items were approved and item 4 was required to install a rail and steps - the driveway was already installed.
From Chessie Blanchard:
Implementation has started on projects funded in this years budget.
Included are purchase and installation of automatic ticket writers for the police department. These handheld devices allow officers to transmit citations to the court electronically, decreasing time and errors.
Many outdated computers are being replaced and will upgrade performance and make staff's job easier.
Building and Development has been busy! 29 permits were issued this week including 7 new condos and 2 new houses. Business is picking up!
There is a fiber optic line for LTISD is being installed along Serene Hills and should be completed in about 2 weeks. Once that happens the City will once again be looking at opening the road.
Shake a Leg race was a success! Parks and Rec reported that about 350 folks attended the annual even last Saturday morning.

Did you hear who won the Mercedes from the Rotary Club? The Lake Travis Thrift Shop won it! They bought 10 $100 tickets, and the Rotary Club awarded a scholarship in their name! I wonder who gets the car??
For those of you that have been in Lakeway a while, you probably know about Rosie's Restaurant on 71 - it was the only one around when we got here in 1988. Even with all the competition from the other 15 Mexican restaurants in the area, they are still serving good Mexican food. Go by in November on Tuesdays and tell Vincent you want a free queso - tell him I said so! You can also take your own beer or drinks if you want. Let's help keep them around!

Council Results
Council met in regular session Monday evening - it was an eventful night.
Al Tyson, City Treasurer, reported that we are under budget on expenses and over budget on income. Good start to the fiscal year!
This was the first public hearing on the proposed annexation of the Villas at the Hills. Two gentlemen spoke against the annexation, the major point of the HOA representative was the feeling that a contract the City was party to that involved the formation of The Village of The Hills and therefore the Villas is somehow violated.
Next a development agreement between the Crosswater Yacht Club and the City was discussed by the developers. There was a lively and contentious discussion with much opposition of the marina from Graveyard Point residents. Although there were several legal issues raised by residents, per the City Attorney, any agreement with the developer by the City will have no effect on any ongoing legal cases.
Two gentlemen in the audience were escorted out of the meeting room by police after they continuously disrupted the proceedings.
As far as I can tell, this was the first time this has ever happened.
In executive session, the Council was briefed on the Crosswater issue, the creation of a Groundwater Conservation District, and the lawsuit brought against the City by East El Paso Medical Group.
After the meeting was reconvened, the Food Service and Food Products ordinance was amended to reference the County and State laws.
Resolution 2010-11-15-01 was approved that cast the City's vote for Mr. McCool to represent the area as representative of the Travis County Appraisal District.
And finally, the consent agenda was voted on approving minutes of the last two meetings and appointed Lew Carlson as Member of the Heritage Commission - Congrats!

More News!

Spicy Parrot Closes - Just learned that the Spicy Parrot has closed its doors. I'm not sure what will go in their spot yet.
Per the Bee Cave Bee, Lakeway's sales tax revenue was up 21% over last year through September. Good news!
Next week, CBC will meet on Thursday at 9:00 (regular meeting). Here is that agenda. Looks like they will rule on several waivers.
Veterans Day was the BEST ever in Lakeway this year! Over 300 in attendance, LTHS added their choir to the program, Lakeway Elementary had their student council recite the Pledge and Serene Hills Elementary offered letters to veterans and a free lunch to vets in their cafeteria on 11/17! A LTHS graduate who had received a Bronze Star attended and we have 8 new names on the monument.

City Staff met with Friends of the Park to talk about future trails in Rough Hollow. Chessie Blanchard is currently working with the developer to acquire access to some desirable areas!
The steering committee for the Lake Travis economic impact study will recommend a company soon to perform the study. Once that is done and approved we will need to fund the project.
There have been some noise complaints from residents around the Rough Hollow Grill. Negotiations are going on and some resolution is expected in the near future.
An economic impact study for the Lakeway Regional Medical Center has been completed at no cost to the city by Jorge Barro, a graduate student of economics a the University of Texas at Austin. Here is a link to the study!
There is a problem with the light on the American Flag at 620 and Lakeway Blvd. An electrician has been called and it should be repaired soon.
We had a dog attack Friday afternoon on Sunfish by a Pit Bull. The victim was walking his dogs when he and his dogs were attacked by the animal. He went to the hospital with cuts and abraisions on his hand and his dogs were treated by a veterinarian. The Pit Bull is currently quarantined f or 14 days and the owner was cited for an animal attack. Please keep your animals under control and contained!

Weekly News!
Monday it's time for the regular Council meeting. Here is the agenda. Notable entries are the 1st Public Hearing on the Villas annexation and the Crosswater Yacht Club Project will be discussed. Council will also be briefed on the Proposed Creation of a Groundwater Conservation District and the lawsuit that East El Paso Medical Group has filed against the City and the Lakeway Airpark.
There is another law suit going on that I have posted about previously. It is Mitchell v. City of Lakeway and others. Currently it is in the arbitration stage. Here is a copy of the Complaint.
Wednesday the MUD met for their regular meeting and this was the
agenda. Very few folks attend these meetings even though their tax rate is higher than the City of Lakeway's. Of note was the discussion of surplus properties and the 19 acre earnest money contract was discussed again with corrections.
The "Shake-a-Leg" 5K Race and 1 Mile Mosey will be held on Highlands Blvd. starting at 8:30AM Saturday, 11/13. Probably will be a cool event (literally) and hopefully there will be a big crowd! Here is more info.
Emmaus Catholic Church will be holding their 9th annual Fall Festival this weekend. Here is a flyer with all the info!

Week End Update
Hi folks!
This week was relatively quiet and that's a good thing. See the previous post for the "shots fired incident". Halloween went smoothly and as far as I can tell, everyone had a good time.

Hunter Interests is succeeding Masonwood as the managing partner of Serene Hills subdivision. One of their goals is to open up Serene Hills Drive to traffic to encourage HEB to commit to moving forward with building a store. There are several pad sites "sold" contingent on the HEB being built. More soon!
The Crosswater marina development is coming back. It appears the developer has won one the lawsuit filed by residents. It is expected to be on a Council agenda soon.
ZAPCO's agenda was routine sign approvals. Lakeway Regional Medical Center was granted variances for a monument sign and building sign that exceed the maximum allowed size - the signs were ruled to be appropriate because of the scale and size of the project.
The City's asphalt contractor held a pre-construction meeting here today - they once again say they will start the paving process Monday - we will see if it happens!
The City was served with a plaintiff's petition for a lawsuit by East El Paso Medical Group this week. They are seeking a declaratory judgment, injunctive relief and unspecified damages for not receiving approval of their requested zoning change. An attorney has been furnished by TML to defend the City. Here is a copy of the petition.

The administrative cost ratio standard for our district size is 12.5%, LTISD had an administrative cost ratio of 9.16%.
The pupil teacher ratio standard is 13-22 to 1, LTISD's ratio is 14.75 to 1.
The student to staff ratio standard is 6.8-14 to 1, LTISD's ratio is 7.65 to 1.

Our Police at Work!
Early Halloween morning dispatch received a call reporting shots fired from one vehicle at another vehicle. The car turned North on 620 from Hwy. 71 - the vehicle was spotted by out officers and a traffic stop was made by our officers and Bee Cave officers - GREAT WORK!
On further investigation, 34 grams of cocaine and a hand gun was found. Bee Cave police then filed Possession of Controlled Substance (Felony 2) on the driver and Travis County has filed a Deadly Conduct charge on the driver and passenger. Both driver and passenger were arrested and transported to Central Booking (downtown Austin) and an immigration hold was placed on both since they are not US citizens.
When you see an officer, thank them for their service, they insure our safety!
