The fire at 102 Blue Jay is still under investigation and very little is being released at this time. Rumor is that it was arson. I'll let you know if anything breaks. They are working on cleaning it up and rebuilding as you can see from the picture - they've been steady at it!
I'm sure most of you have seen the building construction going on at the corner of Lakeway Blvd. and Lakeway Drive. Dr. Robbie Robinson, a long time Lakeway dentist currently at 1200 Lakeway Dr. is building this for his practice and will occupy most of the upstairs. He is currently looking for a tenant for the downstairs.

Hospital Update
As you may know, there are two hospitals under construction in Lakeway. There is the Lake Travis Transitional Hospital that is located behind the post office and the large site on 620.
We are checking on the Transitional Hospital issue - this may have been in error. More to come!
The larger site that most of you are familiar with is at RR 620 and Flintrock and has been in a holding pattern waiting on a redesign of the electrical service from Austin Electric. It seem that since the site and project has grown that they will need more power that originally thought and it is waiting on the new design of the service. I expect that work will resume in the near future.
Thanks for LOOKING! Please tell your friends about the blog if you like it and have them send an email to lakeway@bain.us to be added to the notification list.

Weekly Update
Another week is at its close and here's an update.
At the last Council Meeting, we required the folks at Crosswater Marina (in the ETJ down by Graveyard Point) to get permitting from Lakeway before continuing on construction. They were digging holes for anchors and the City stopped construction and posted a stop work order that is still in effect. Work has stopped and they are actually cleaning up the site.
There are plans for a Goodwill Store at 1901 S. RR 620. This is the property at the entrance to The Vistas, across 620 from Glen Heather. This is commercial property ant this type of use is allowed.
It appears that our July sales tax receipts are real close to budget. One month is not a trend but we are optimistic that August will also show improvement. This would be a welcome indication!
As stated in the previous post, ZAPCO will be hearing from the people requesting a Special Use Permit for a Speedy Stop at the old Exxon location. The meeting is at 9:10AM next Wednesday should you wish to impart your views on the commission.
Steve Jones is working with a task force of city managers and the Director of Travis County Emergency Services to come up with new contracts to replace the ones that are over a decade old. They are trying to come up with a standardized agreement to avoid complications when contracting with so many cities.
Thanks for LOOKING! As you may know, I maintain an email list of those that want to be notified when there is a new post. If you would like to be on the list email me at lakeway@bain.us.

ZAPCO - Zoning and Planning Commission
ZAPCO will meet Wednesday, September 2, at 9:10AM at the City Hall. Looks like some sign issues are on the Agenda and the big draw will be an application for a Special Use Permit from Speedy Stop Food Stores for a location where the Exxon Service station is. If you have feelings one way or another on this issue, I suggest you attend and make them heard.
FYI, the reason for the 9:10AM starting time of this Commission is to allow the members to attend the Men's Breakfast Club meeting that goes on from 7-9AM at the Activity Center. All men from the Lakeway Area are invited and it costs a dollar for coffee, juice and donuts - what a deal. The Speaker on 9/2 is Dr. Joel Hurt - Texas Orthopedics Sports Rehabilitation Associates, Knee Arthritis: Are There any Other Options Besides Knee Replacement.
Don't forget the watering restrictions! Odd house numbers Wednesday and Saturday, Even house numbers Thursday and Sunday.
Thanks for LOOKING! I send out an email notifying folks of new posts. If you want to be on the email list, send an email to lakeway@bain.us.
More to come with the Weekly Update soon!

Deer and Humming Birds
A neighbor came over yesterday with a shoe box - inside was a humming bird that was totally worn out and probably near death. These cute little birds get trapped in garages and buildings because their instincts tell them to fly up to escape. This one had worn himself completely out and fell to the ground. We were able to make sugar water available by putting a drop or two right on the end of his beak. Eventually I could feel his tongue licking at my finger. In about 5 minutes he had found enough energy to fly off. Be kind to our little friends!

Weekly Update
Pretty mundane this week - no movie stars that I am aware of!
The LCRA, Travis County and Keep Austin Beautiful will sponsor the 15th Annual Lake Travis Underwater and Shoreline Cleanup on 9/13/09. Janet Caylor, owner of Lakeway Marina, has organized a local Lakeway event to supplement the main affair. This flyer was posted a couple of days ago if you are interested. IESI is donating roll off dumpsters to contain the collected trash - THANKS!
Public Works has been working on clearing cedar trees and has made some good progress this week cleaning it up. New trees will be planted this fall to fill in the open areas.
Mayor DeOme and City Manager Jones met with the new general manager of the Lakeway Resort and discussed general issues. Suggestions were made for parking issues when there are large events. Marketing manager Mike Islava said they were looking for ways to get the Resort more involved with the community.
City Engineer Paul Duncan gave a new rendition of the old Sue's tour at the Men's Breakfast Club Wednesday. If your interested, go to cityoflakeway.org and look for the Development Update Map which is interactive.
Per Richard Eason of Lakeway MUD, the rock work is complete on the Lohman tank, the architectural contractor is starting work and should take about 3 weeks. Looks like it may be finished up by the end of September.
We have a new external defibrillator at the Heritage Center that was purchased and donated by the Lions Club - many thanks!
One of the next major projects is to replace the failing storm water culverts on Rolling Green Drive. Public Works is working on the new irrigation system on Lakeway Blvd. and Lohamn's Crossing. Crosswalk signs were installed on Lakeway Blvd. & Highlands Blvd. and the school zone flashing lights for Lakeway Elementary were reprogrammed. Watch out for the kids next week!
More to come soon! Hope you enjoy it. I will try for more fun stuff on the next note!

Police Car Update / Fire Department
Today I visited with Officer Robert Latham and Sgt. Alan Stone at the Lakeway PD. Robert has been working for years helping with installation and maintenance of the equipment in the cars. Sgt. Stone has been helping for a while and together they seem to be a real team. It takes about a day and a half to outfit a new car and they already have them going - GREAT JOB!
It seems Sgt. Stone has also solved some issues with the new motorcycles having to do with
Currently the motorcycles are waiting for new and upgraded helmets and communication gear that will be here by this weekend - so be on the lookout, they will be out there keeping us safe.
Alan and Robert will also be installing the computer equipment we receive from the grant sometime in October - this will be a great enhancement to our officers and productivity.

It turns out that the Fire Department had not 1 but 2 fires at the General Williamson Dr. station. Two days after the first fire, the power was restored to the rest of the building and another electrical fire started. The lake Travis Fire Rescue staff is now working out of Station # 5 in Steiner Ranch and the displaced engine and crew are working out of the TCSO West Command Office. I understand they had an excellent response time on both fires!

The City recently cut down several cedars along Lakeway Blvd. and left some unsightly stumps. They are now in the process of removing those and eventually will plant some good trees in the open areas. It really will look a lot better soon!
Speedy Stop is interested in the property at Lohmans and Lakeway Blvd. and is in the process of submitting plans to the City. There are several issues that will be looked at before it can go forward including a special use permit that will have to be issued. More as it comes in!

Council Meeting Update
Here we go!
Although the economic downturn has affected us in some ways, good planning has enabled us to be financially viable in a tough time!
A new firm was selected for our year-end financial audit. The firm we have used for several years did a great job but the city felt it was a good idea to change firms to assure completeness and a new set of eyes.
The Council denied an appeal from Crosswater Yacht Club that effectively requires them to get permits from the City for any further development.
The Council voted to amend the development ordinance to incorporate trail design standards approved by the City Parks and Recreation Commission.
The Tuscan Village PUD was amended as requested. The amendment reduces the number of dwellings, increases the separation from other developments, increased the size of the library pad and made some changes to the number of parking spaces plus corrected some other errors in the plat.
The Council approved the Road Improvement Agreement with Serene Hill, Ltd. and approved an Advanced Funding Agreement with TXDOT. These agreements will move this project ahead.
The Council approved a settlement agreement resulting from an EEOC claim.
The Council authorized the City Attorney to hire a consultant to conduct an investigation pursuant to a request by Police Chief Gordon Bowers not to exceed $8000.00.
The Council voted to provide reimbursement of $1500 each for initial consultations with attorneys to Mayor DeOme and Council Member Tye as a result of allegations made by Police Chief Gordon Bowers.
All in all a pretty interesting meeting!

Weekly Update
Another week is coming to an end! The police are getting $83,367 from a grant for mobile computers in the cars. Chief Bowers thinks it will pay for installation in 6 vehicles.
As soon as TXDOT comes up with a standard sign, they will be posted at our school zones making it illegal to talk on cell phones in the school zones on Lohmans Crossing and Trophy Drive.
If your interested in driving a golf cart on the city streets, put the September Council meeting on your calendar. Karl Ansbach will be addressing the council about it.
As stated before, we are now under Stage 2 water restrictions. More detail is available at Lakeway MUD's website www.lakewaymud.org
Council meeting is coming up on Monday evening at 6:30PM. Highlights will be Crosswater Yacht Club's appeal of the City's determination under Chapter 245, Local Government Code, a Development Ordinance Amendment pertaining to trail design standards, a change of the Tuscan Village PUD and approving a Road Improvement agreement that involves the SH71 and Serene Hills Drive Intersection Improvement Project.
There will also be an executive session to consider an agreement regarding an EEOC claim.
More to come later! Tell your friends about the blog and have them send their email addresses to lakeway@bain.us so I can put them on the notification list!

Lindsay lohan & Possible Tornado
Wednesday was a big day for Lakeway! Not only did we get a little rain, but a lot of wind (possibly a small tornado) and Danny Trejo, Lindsay Lohan and crew were in town filming for the movie Machete.
While dining at the new Rough Hollow Grille, my wife Nancy and I had front row seats to the filming
While attending the City Building Commission drive around we saw some of the damage done by the wind storm. Many roofs sported tarps and there were many limbs down along with other damage. As far as I know there were no injuries.

New Lakeway Water Restrictions
Under the new moderate (Stage 2) drought conditions, Lakeway MUD
customers are required to irrigate only twice a week according to the
last digit in their addresses. For odd-numbered home addresses,
watering must be done Wednesdays and Saturdays; for even-numbered
home addresses, it must be done Thursdays and Sundays. Watering for
commercial customers must be done on Tuesdays and Friday.
Among the other rules under the Stage 2 restrictions are:
Automated irrigation systems must operate between 7 p.m. and 10 a.m.
Manually operated hose systems must operate between 7 p.m. and midnight.
Lawn or garden watering is allowed at any time with a handheld hose or a bucket.
Use of water to wash a motor vehicle, motorbike, boat, trailer,
airplane or any other vehicle is prohibited except on designated outdoor watering days.
These non-essential uses of water are prohibited:
Washing sidewalks, walkways, driveways, parking lots, tennis courts or other hard-surface areas.
Washing structures for purposes other than immediate fire protection.
Spraying water for dust control.
Flushing gutters.
Allowing water to run or accumulate in any gutter or street.
Failing to fix a controllable leak within a reasonable period after having been directed to repair the leak.

This Week in Lakeway
Pretty quiet this week! We received pretty good news on a Grant Application to install mobile data units in the police cars. We asked for 10 and have been approved for 5. These units provide a lot of data to the officers without using radio communication, there is even a mapping application.
Most of the budget work for the city has been moved to September because of a delay in certification from the Travis County Appraisal District.
The new owners of Lakeway Marina are looking into building a parking lot on 5 lots on Star street. This would require a zoning change and the last time it was requested the Marina ran into considerable opposition from the residential neighbors. The city has recommended the Marina meet with their neighbors before filing a zoning request.
Shannon Burke spoke at the Lake Travis Home Builders association and presented the Development Update, Chessie Blanchard (Deputy City Manager) spoke to the group about a proposed increase in the building setbacks for R1 and R1* zoning district.
That's all for this week, it's still hot and no rain is sight! LCRA says we need 18-20 inches to catch up!

ZAPCO
ZAPCO - Zoning and Planning Commission
A couple of permanent signs were approved for businesses on Hwy 620 and a special use permit was extended for 24 more months for the Flintrock Falls Sales trailer.
A variance was requested and granted to allow owners of property at 402 Tonkawa Trail to allow them to build an access road to driveway standards instead of roadway standards. Since there are only two homes here it was felt that this type of road would suffice.
Lakeway Quick Lube will be required to irrigate their new addition's landscape as per ordinance.
Tuscan Village requested some modifications to their PUD and this was granted. It reduces the number of structures, increases the distance from property lines to homes and other small changes.
The Commission voted to recommend an amendment to the Development Ordinance to adopt trail design standards recently approved by the City Park's and Recreation Commission.
And finally, there was some discussion about proposed amendments to Residential (R-1) regulations increasing setbacks. No decision was made on this.
My blog is also available at bain.us/blog or blog.bain.us for your convenience. Email lakeway@bain.us if you would like to be added to an email list for the blog. Thanks for looking!

Road Openings
I received the following question today:
"Could you provide an update on when the new section of Serene Hills between Flintrock and Hwy 71 will be opened? Also, when will the road from Bee Creek into Rough Hollow be opened? Both appear to be complete at this time."
The short answer is not really. The section on Serene Hills is waiting on construction of the highway entrance facilities on 71. It is my understanding that the money has been appropriated and contracts are being let at this time - my best guess is several months yet.
The Rough Hollow to Bee Creek is waiting on stabilization of cuts made during construction. There is no official word at this time, I expect several months on this one also.
Thanks for asking!
