New Link, ZAPCO

ZAPCO met today in regular session. Here is the agenda.

Items 3, 5-7 were approved.

Item 4 was approved for P Terry's allowing them 12 feet on their sign because of the topography and drop in their property.

Item 8 was contentious and many citizens spoke in opposition of the Special Use Permit. After much discussion, the application was not recommended 4-3. Council will take up this item at the meeting June 20th.

Item 9 was passed.

Item 10 was recommended after some discussion. It allows the Council some latitude in allowing a denied zoning application before the end of the 12 month waiting period in certain cases.

Weeks Happenings, Upcoming Meetings

CBC met in regular session Thursday, here is their agenda. All items were approved except a final inspection at 217 Canyon turn Trail.

ZAPCO will meet in regular session June 1, 2011. Here is that agenda.
It looks to be an interesting meeting.

The City is looking for your input on the Proposed Capital Improvement Plan - here is a link - make your opinion heard!

It appears the City's email list is working! I have received two new messages in the last couple of days. One was announcing the Memorial Day Flag Ceremony at the Heritage Center starting at 6:30AM Monday morning. Here is a link to more info.

Another Memorial Day note - your flag should be flown at half mast from Sunrise until Noon and full mast after that. (5/30/2011)

Council, Court, Police Academy, Police Report

Council met in Special Session Monday morning - click here for the agenda.

Items 4 & 5 were addressed first.

A resolution was passed supporting a prohibition of floating inhabitable structures on Lake Travis. There has been some interest from developers to build floating apartments and houses and Council supports the ban that LCRA is considering. Here are some examples from LCRA. A resolution was passed declaring the results in the Bond Election.

This was the second of three public hearings on the annexation of several areas in Lakeway's ETJ. Several people spoke on their concerns for the annexation of North Brooks Hollow. There has been much misinformation distributed on the effect that annexation would have on this area. A meeting was held this week where solutions to many of the concerns were discussed with several of the residents of North Brooks Hollow and Mayor DeOme, Bruce Harris, Dennis Wallace and City Staff.

Judge Madison has reduced the Court Bailiff staff to one from two. This appears to be a decision based on costs. If there are issues, the Judge can ask for increased support.

Judge Madison sent us a breakdown of court monies and where they go - here is that breakdown - the City gets only a small portion of proceeds.

The Lakeway Citizens Police Academy had their graduation dinner last night and recognized 20 graduates of the school. Congratulations! It is a GREAT way to learn about our police force and how it works! Here is a link to more information about the Police Academy!

CBC, Council, Jones Report, Hazardous Waste Event

CBC will meet in regular session May 26, 2011 at 9AM. Here is the agenda.

The City Council will meet in Special Session on Monday at 9AM. Here is that agenda. It will consist of the second public hearing for areas being annexed and two other items.

From Steve Jones:

We have posted our capital improvements plan on the City website and are soliciting comments on it. We are also asking for input from the public for additional projects that they feel are important. We will use several avenues to direct residents to the website such as email lists, Joe Bain’s blog (if he permits), and mailers. After gathering the comments, I would like to hold a public hearing and an internet survey to identify public support for the various projects. Please ask your friends to visit the website and give us their feedback.

We have the data from our speed study on Highlands Blvd. Over the four-day period of May 12 to May 15, the ADT (average daily trips) was 1,804 and the 85th percentile speed was 41 mph.

Tomorrow is the annual household hazardous waste collection event from 8AM until 12PM at the Hudson Bend Middle School. Here is a link for more info.

Our public works department extended the kayak launching trail to reach the lower water’s edge at City Park.

Dave DeOme, Dee Ann Burns-Farrell, Alan Tye, and I met this week to discuss the feasibility of adopting a hotel occupancy tax. Alan estimates that the revenue from a hotel bed tax would generate about $581,000 per year. The consensus is that the bulk of the revenue should be used to construct a new civic center.

From Shannon Burke - Three potential code enforcement officers were interviewed this week and hopefully one will be on board in early June.

Following last weeks denial by CBC of a variance request for street-facing garages in Sereno Colinas (formerly Serene Hills), the developer is considering an appeal to the Board of Adjustment.

The hospital behind the Post Office now has an expected opening date of September 2011. No explanation for the delay was given.

We met with a potential buyer of the old Exxon station. He seemed to have a clear understanding of the neighborhood convenience store/gas station concept and expressed a real willingness to develop the property in a way that would be appropriate for that location. We are hopeful that he and the property owners can reach a mutually acceptable price for the land.

Council Results, Quarter Century Club, Blood Drive

The big news of the week was the Council Meeting Monday evening. Here is the agenda and the results of the meeting!

The Oath of Office was administered to the re-elected Mayor and Council Members by Judge Kevin Madison. Thanks Judge Madison!

Bruce Harris was nominated for Mayor Pro Tem by Dee Ann Burns Farrell and seconded by Alan Tye and was elected unanimously by the Council.

A vote was taken for a resolution supporting the establishment of Vote Centers for Travis County Joint Election Day voting. This was passed unanimously. It means if adopted, you will be able to vote at any polling place in Travis County on election day - exactly as you do when early voting. It should make it much easier to vote!

The City's investment policy was approved as written. It has been updated to better reflect the current financial environment.

Item 9 was a public hearing to for areas considered for annexation. About 25 folks spoke in opposition of this annexation. Although all at the meeting spoke against the annexation, I have been getting many communications from other citizens that are in favor of this.

The next public hearing will be Monday, May 23, 2011 at 9AM in Council Chambers. I will post the agenda when it is published.

Council received an update from Counsel about a pending lawsuit against the City and Lakeway Airpark by Rene' Arredondo and the East El Paso Group.

The rest of the items were passed unanimously and included clean up work on some annexation areas, zoning those areas appropriately, and Subdivision and Development Ordinance Amendments.

The Consent Agenda was passed and included the minutes from April 18th and a Special Use permit for fireworks at the Lakeway Inn.

The Quarter Century Club will have a luncheon hosted by the Lakeway Heritage Commission on Friday June 3, 2011. This is a GREAT event - if you have lived in Lakeway for 25 years or more and would like to attend, call Peggy Point at 512-261-8154 for more information!

There is a Blood Drive scheduled at the Activity Center this Saturday, may 21, 2011 from 8AM until noon in rooms A & B. Come join the fun and save some lives!

CBC

CBC met today in regular session, here is the agenda.

Item 1 was actually two variances - one to allow duplicated house plans and the other to allow front entry garages in what is now Sereno Colinas sub division previously known as Serene Hills. The commission permitted duplicate house plans according to a matrix similar to Rough Hollow and Flintrock Falls.

The commission denied the request for front entry garages. They didn't feel there was a reason for a blanket variance to make development easier.

Items 2,3,4 and 5 were approved.

Items 6 and 7 were requesting the commission to approve extra space between members on railing on a porch. This was denied because of safety concerns.

Item 8 was approved allowing increased slope in the right of way on a driveway because of topography issues.

9. Prominence Homes was given extra time to correct drainage issues for a home on Indigo Run because of the construction of homes on each side of the property.

Bond Election Results

The Bond Election for the Lake Travis Library District has passed by a wide margin. There were only 508 votes cast and 395 were for and 113 were against.

CBC, Water News, Council, Mgr's Report ++

CBC met on May 12, 2011 in regular session, here was the agenda, results follow.

Water News!
The Lakeway MUD and Water District 17 have both established restricted watering schedules. For more info on Lakeway MUD click here and scroll down. Here is the info on Water District 17.

A bid has been turned in to LCRA for purchase of the barge system and pipeline for Lakeway and the area. There are three entities involved and I'm told LCRA is looking for higher bids. We should know the outcome later this month.

It appears the City of Bee Cave is still having issues with the Planet K at the old Trading Post location. It appears the courts have denied an extension of the restraining order on Planet K and the suit will possibly be dropped. Lakeway Staff is making sure we have ordinances in place so these issues will not become a problem for us.

The Lakeway City Council will meet in regular session on Monday, May 16, 2011. Here is that agenda. As you can see, it will be a lengthy meeting! The Oath of Office will be administered to the re-elected City Officials, a Mayor Pro Tem will be appointed, several resolutions will be addressed, there will be a public hearing for proposed annexation areas, plus several permits will be addressed! See you there!

Managers Report - The big news this week has been the anti-annexation signs. Many of the signs were picked up because they were in the right of way.

We have experienced problems with the audio / video systems at the City Hall. After numerous attempts, it looks like we finally found a company that will service the system and it appears operational for Monday's meeting.

There is headway being made on the franchise agreement with Austin Energy - the hang up is permission for open road cuts instead of boring. Hopefully this issue can be resolved and the first reading of the agreement will be at the special meeting on May 23, 2011.

Paul Duncan had completed his first plan review of Highlands Village Phase One and has also approved plans for a new sewer line that will run the length of Flintrock Road that enables Water District 17 to provide sewer service to Cinco Hills and the HEB site.

A staff member fro the Texas Historical Commission came here on Monday to inspect the log cabin on the Wunneberger Tract. She indicated that due to lack of documented information the cabin has limited historical value as far as the state is concerned. The property owner has offered to bear the expense of dismantling the building and we are looking for a place to store it temporarily.

The City is searching for tow new police dispatchers, one had resigned due to health reasons and one will soon become a police officer.

More traffic recorders have been set up on Rolling Green Dr and speeds have been recorded.

I have noticed the recorders have been set up on Highlands Parkway - I am hopeful we can get information allowing us to raise the speed limit on that road.

Lakeway's sales tax appears to have declined about 5% from the same month last year while Bee Caves has gone up about 15%. Buy local!

ZAPCO, Police Report, Jones' Update

ZAPCO met Wednesday at 9:10 - here is the Agenda. Results of the meeting are:

Items 3, 4, 5, were sign requests and were all approved. All of the annexation items on item 6 were approved except North Brooks Hollow - ZAPCO recommended it not be annexed. There will be public hearings on all of these areas on two more occasions.

I expect the rest of the agenda items were approved - I was unable to attend until the end of the meeting - I will update this if I get different information.

One issue not discussed on annexation is timing. Because of property tax considerations it is typical for unilateral annexations to take effect on January 1 of the following year. Staff recommends that we follow that convention here. This will also allow time to consider the appropriate zoning for newly annexed areas.

The Lakeway Regional Medical Center has hired David J. Kreye as their new Chief Executive Officer.

Joe Lenseigne, of the Drug Enforcement Administration, had the following to say about the Drug Take-Back operation: “On behalf of DEA, the DEA Austin Office, and the DEA Austin TDS group, thank you for your interest and efforts with the second National Prescription Drug Take-Back Initiative. Due to your tireless efforts and participation, the take-back program was once again a success. With 13 sites participating, we were able to safely collect, and remove from homes, over 1600 pounds of unused, unwanted, and expired medications. This program would not have been successful without your participation and motivated efforts. Again, we all thank you and look forward to working together again on the next Take-Back day which I hear may occur in September-we will keep you all posted.” The DEA said that we collected 108 pounds of medications in Lakeway.

We have information from the traffic recorders we installed on Lakeway Drive. We monitored vehicle speed at four locations for four days (Thursday through Sunday). The average speed at each address was as follows: 1209, avg. speed = 30.3 mph; 915, avg. speed = 32.9 mph; 608, avg. speed = 33.3 mph; and 408, avg. speed = 31.6 mph. These numbers are not alarming and do not indicate an appreciable speeding problem on Lakeway Drive. We plan to move the recorders to Rolling Green Drive next week and to Highlands Boulevard after that.

Bee Caves is working court and code issues with the Planet K that wants to move into the Trading Post building. Lakeway is looking at our codes to be sure we are not in the same position in the future.

Darline Foshee has worked at the City of Lakeway Activity Center for over 10 years and is retiring. There will be a get together at the City Hall on Wednesday, May 25 from 1PM until 3PM. Come join us to celebrate her retirement!

June marks the beginning of Movies in the Park. The first show will be Despicable Me on Saturday June 11. Put it on your calendar!

There is still a burn ban in all the city properties. Please be careful, it's really dry out there!
